ORDINANCE NUMBER 2910-82 TO CLARIFY ESTABLISHED TRUCK ROUTES TO PINELLAS COUNTYS TRUCK ROUTE SYSTEM
.-...-.-
PINEUAS COUNTY
TRUCK
ROUTING
PLAN
The MPO has identified problems with
inconsistent truck routing around the coun-
try, and has developed a Countywide Truck
Routing Plan to eliminate doubt about
which vehicles and roads are restricted.
The Plan will also reduce driver confusion
through uniform regulations and signing,
and allow trucks to bypass poor or con-
gested highways.
4. Some Routes Are
Shown As Dashed
Lines - What Does
this Mean?
These are routes that
are only open during
"daylighf' hours, Le.,
from 6:00 A.M. to 6:00
P.M. During "nighttime"
hours (6:00 P.M. to 6:00 A.M.), these routes
would be closed to heavy trucks and
trucks transporting hazardous materials.
The Pinel/as County Metropolitan
Planning Organization (MPO), a county-
wide transportation planning agency, has
prepared this truck routing plan after
studying the needs of the trucking indus-
try in the county. The MPO realizes that
the trucking industry is vital to Pinellas,
and that its health affects our entire way
of life.
1. What Parts of Pinellas County are
Affected?
All of it. Every municipality plus all unin-
corporated areas of the county are covered.
However, there are some minor local varia-
tions in routing. If in doubt, companies or
drivers should check local regulations.
2. Which Trucks Have to Adhere to
These Routes?
Only "heavy" trucks and those vehicles dis-
playing Hazardous Material warnings pla-
cards. "Heavy" trucks refer to those
combination-vehicles, regardless of size,
and single unit trucks with more than one
rear axle. Usually, vehicles with only one
rear axle do not have to follow the routing
plan.
5. What if I Have a Delivery on a Road
which is not on the Routing Plan?
Any truck may "deviate" from the routing
plan if a delivery demands it, but only if the
driver has a valid dispatch order or delivery
ticket to verify this. Also, a driver may only
"deviate" from the Plan at the intersection
closest to the point of pick up or delivery.
6. Will the Map be "Backed-Up" by
Signs?
Having uniform truck route signing through-
out the county is important.
The MPO has developed this plan to
provide drivers with a safe and a
well-maintained system of routes on
which to make their deliveries, to reduce
the impact of heavy truck traffic on the
public, and to reduce the risks of a ha-
zardous materials incident occurring
along a major roadway segment.
3. Which Routes then are Allowed for all
Types of Trucks?
The map shown on the back of this bro-
chure connects all parts of Pinellas County
producing large amounts of truck traffic.
For example, industrial parks.
The TRUCK marker is used for
alternate routes to bypass areas of
congestion or where weight and/
or height restrictions are placed.
The TRUCK ROUTE sign marks
regular truck routes when weight
or height limits have been set on
alternative routes.
The NO TRUCKS sign and sym-
bol is only used where it is felt that
frequent violations could occur.
Sometimes, time of day restric-
tions will be added on routes to be
used during daylight hours only.
. All trucks with two or more rear axles
and all combinations must follow the truck
route system (heavy trucks).
. Heavy trucks may leave the routing sys-
tem only at the point nearest to the delivery
location.
. A driver must have a valid delivery ticket
or dispatch order if traveling off of the truck
route system.
. All vehicles, regardless of size, that dis-
play hazardous material warning placards
shall be required to travel on the pres-:-"
cribed routes of the plan.
. Other restrictions may exist in some cit-
ies. If you are in doubt or in need of more
detailed routing information, check with
local authorities.
The map on the back shows all major
features of the Routing Plan. It is recom-
mended that this map be prominently dis-
played in your firm or vehicle in order to
become familiar with the routes. ---I
