Architectural Theme: a. N/A b. To provide a landscape plan that is demonstrably more attractive the following are some of the measures taken: i. The proposed number of plantings along Gulf to Bay Boulevard exceeds minimum prescribed by Code. • ii. The proposed number and size of Landscape Islands associated with the proposed parking area exceeds the number and size required by code. iii. An open green space area of approximately 2,000 has been maintained just west of the building expansion to allow for the existing large oak. 2. Lighting: No outdoor lighting is proposed at this time and any future proposed light will meet required code. 3. Community Character: The proposed installation of over 600 new plantings consisting of 10 different varieties will provide immediate visual rewards, to the vicinity and community. Additionally, the proposed plan provides landscaping that is tolerant to the Florida environment and the proposed landscaping is a continuation of the theme presented by the existing landscape design for the existing Holiday Inn. 4. Property Values: The number, quality and design of the proposed plantings will offer upgraded and positive value to the immediate vicinity. 5. Special Area or Scenic Corridor Plan: Section 2-703 states: The front setback may be reduced to 1 S feet for parking lots provided the land area is not sufficient to accommodate the full setback requirement and the reduction results in an improved site plan or improved design and appearance and landscaping in excess of the minimum required. To maintain the required 24 foot drive aisles and the minimum dimensional requirements of parking spaces, a reduction to the front setback to 16 feet is necessary. The proposed number and size of Landscape Islands associated with the proposed parking area exceeds the number and size required by code. The site design provides 29% of the site as open space where code only requires a minimum of 10%. Additionally, the reduction will provide an improved design, by allowing the new parking area to be placed in line with the existing parking layout and the proposal includes landscaping in excess of the code along the street front which will ensure this project continues to be a beautiful focal point of this major intersection of our community. BACKGROUND: In an effort to encourage additional development of overnight accommodations within the county, the Pinellas Planning Council is currently reviewing the county wide code as it relates to density for overnight accommodations. While the expansion approved under FLS2005-11085 was under construction the developer, through FLS2006-09061 obtained approval to add an additional floor to the newly approved 28 room expansion. The additional story provided a fifth floor to the expansion; the floor contains two-room suites which may later be converted into singles when and if the density allowances are increased. The approval of FLS2006-09061 provided the following benefits: The approval provided the developer with opportunity to make the most. economical use of materials, laborers and equipment in association with the possible enlargement of an overnight accommodation use which will further the goals and objectives of the City and County. Approval provided the existing operating hotel and its guest with as little disturbance associated with construction as possible. . The Community will benefit by the decreased amount of time this very visible site located along this major intersection will be under construction. As the parking area required in association with the originally approved 28 room expansion has not yet been installed, the developer is seeking approval to include the parking required to accommodate the additional density when and if the additional density allowances are approved for overnight accommodation uses. The developer seeks approval of this request for the same reasons and benefits to the community as stated above. The developer understands the risk involved and no additional units are being requested at this time. This modification of the parking area will appear seamless as the proposed design is in line with the existing parking area associated with the existing overnight accommodation. The proposed parking area located at a 16' setback is appropriate for the land area, meets the 15' setback allowance for parking lots and is similar or less than the scale, bulk, coverage, density of many of the older surrounding sites. The proposed design is similar in character and design to the Clearwater Mall site, Sam's Club, Home Depot in addition to many other sites in this area. 2. The proposed parking area and landscaping will not impair or discourage development or use of adjacent land as the proposal will continue to promote further development and investment in the area and along these main corridors. The hotel development will continue to fuel the local economy by providing new and modern overnight accommodations. 3. No health or safety concerns are anticipated with the additional parking spaces proposed as the site design adheres to all dimensional :parking and drive aisle requirements, required visibility triangles and provides nicely landscaped yards along the street. Allowing this portion of the project to be completed at the same time as the 28 room, five story addition provides improved health and safety rewards by decreasing the time that this very visible site is in the under construction stage. 4. The smaller site added to the project for the original request for the 28 room expansion contained two access points along Gulf to Bay Blvd. in addition to the original existing access point near the northeast corner of the larger site. Through the review and approval process for the expansion substantial improvements were made to the site to better address congestion and to provide improved safety; the main access point along Gulf to Bay near the intersection of the service road/off ramp associated with U.S. 19 was deleted. Additionally, one of the two existing access points associated with the smaller site was deleted. All appropriate right-of--way work permits have been obtained and requirements met. There is an existing cross access agreement between the Sunshine Inn (located just north of the site) and the Holiday Inn Express to allow access and circulation of vehicles between the two developments. The continuation of this agreement is necessary for the sites to function and remain viable. The additional parking spaces being requested within this modification proposal will not create additional adverse impacts to traffic congestion or safety. 5. The design of the proposed parking area is consistent with the existing parking lot design and will not be in conflict with the varying character established within the vicinity. The proposed parking spaces are designed to be in line with the existing spaces along Gulf to ORIGINAL RECENED PLANNING L7EP~t rtrE;; ~~~€?' r 1 Bay ensuring the additional parking area appears as though it has always been apart of the site, rather than an after-thought .The existing hotel, the approved additions and additional parking will present an inviting anchor to this major intersection and will continue to be a cornerstone for the Community. The existing hotel site and proposed expansions will provide additional encouragement for redevelopment in the area. Further, overnight accommodation uses are permitted uses within the Commercial zoning district and are desirable along these major corridors. The surrounding restaurant, retail and other commercial uses within the area benefit from this major hotel being located at this very visible intersection. 6. No additional adverse effects relating to visual, acoustic olfactory or hours of operation issues will be created by the additional parking. All activities other than parking and use of the pool area will be conducted within the enclosed building. No restaurant use is proposed . within the hotel or addition therefore, no odors will be emitted through means of kitchen exhaust and/or discarded food placed in the dumpster on site. No visual obstructions are being created with the additional parking spaces requested within this Level One Flexible Standard Development application. FLEXIBILITY CRITERIA: (Code Section 2-703 M.) 1. Lot area and width: Reduction not requested 2. Location: No additional access points requested 3. Height: No variance requested 4. Signage: No additional signage proposed at this time. 3. Side and rear setbacks: Reduction not requested 4. Front setback: Section 2-703 states: The front setback may be reduced to 15 feet for parking lots provided the land area is not sufficient to accommodate the full setback requirement and the reduction results in an improved site plan or improved design and appearance and landscaping in excess of the minimum required. To maintain the required 24 foot drive aisles and the minimum dimensional requirements of parking spaces a reduction to the front setback to 16 feet is necessary. The reduction will provide an improved design, by allowing the new parking area to be placed in line with the existing parking. The proposal includes landscaping in excess of the code along the street front which will ensure this project continues to be a beautiful focal point of this major intersection of our community. Pursuant to your request and authorization, DRIGGERS ENGINEERING SERVICES, INC. has conducted an investigation of subsurface conditions at the subject site. Briefly, our studies indicate that conventional shallow foundations may be used for the planned structure with proper subgrade preparation and structural fill placement. Presented herein are the results of our studies, together with a discussion of geotechnical impacts relative to foundation design and• design of the planned stormwater pond. FIELD INVESTIGATION PROGRAM STRUCTURE BORINGS - Plate I of the report illustrations identifies the respective positioning of the three (3) requested Standard Penetration Test (SPT) borings which were conducted within the proposed building area indicated on the site plan provided to us. The borings were advanced to a nominal depth of 40 feet below the existing ground surface to investigate subsurface conditions. The borings were staked in the field by our geotechrucian with reference to the existing structures and, therefore, the positioning of the borings illustrated on the attached Plate I should be considered approximate, since they were not surveyed. A brief description of this method of sampling is also included in the report appendix. STORMWATER MANAGEMENT AREA - A Double Ring Infiltration (DRI) test was also performed at the planned pondlocation at the southeast coiner of the site. The DRI test was conducted in general accordance with ASTM D-3385-75 at a depth of two (2) feet below the existing ground surface. Results of infiltration testing, a log of the drainage area boring and results of grainsize analysis of soils sampled from the test basin are included in the report attachments. GENERALIZED SUBSURFACE CONDITIONS Much of the subject site was occupied by an existing single story restaurant building and paved parking lots at the time of our field investigation. An existing motel is located on the property to the north. Our geotechnical studies reflect the general presence of an upper unit of brown to gray fine sands with variable silt and clay fines content to a depth range of about 14 to 18 feet. These sands are classified as SP, SP-SM and SM according to the Unified Soil Classification System. Penetration testing indicates that these upper sands are variably Loose to medium-dense in relative density. Below the upper sands, the borings penetrated a stratum of very soft to soft light gray sandy to clayey silt. This sandy silt zone varied in thickness from about 5 to 9 feet. The silty soils were in turn underlain by interbedded stiff to hard variably cemented clays which continued to the completion depths of the exploratory borings at a nomina140 feet below existing grade. Groundwater was measured within a depth range of 6.0 to 7.0 feet below the ground surface at the structure area boring locations. It is expected that normal wet season groundwater levels may occur a foot or so higher than the measured levels. ®RIGINAL RECEIVED FEB 14 2007 PLANNING DEPARTMENT' CITYOF CLEARWATER ~ r GEOTECIINICAL EVALUATION STRUCTURE FOUNDATION CONDITIONS - It is our understanding that the planned four- story building will utilize concrete and masonry construction. The design was in the preliminary stage at the time this report was prepared. Preliminary information provided'to us by Mr. Kosta Bakkalapulo, P:E., the project structural engineer, indicates that the structure will be primarily supported on bearing walls with loads to about 8.0 kips per lineal foot. There will also be a few column supports, with maximum loads on the order of 400 kips expected. Actual loads are critical in the estimated settlements presented below.. Therefore, should actual loads significantly exceed these levels, we should be contacted to review our geotechnical recommendations contained herein. Based upon existing site grades, we expect a nominal amount of leveling fill will be required to develop the building pad. With proper subgrade preparation and structural fill placement and compaction, shallow foundations maybe designed based upon an allowable soil bearing pressure of up to 3,000 pounds per square foot. Based upon the preliminary loading information provided, individual column foundations proportioned in accordance with this allowable soil bearing pressure should experience total settlements on the order of 1.0 inch. Settlements of continuous foundations were estimated at 1/2 to 3/4 inch, or less. It should be noted that most of these settlements would occur due to compression of the fine sands evidenced at the boring locations. Even the deeper silt zone contained an appreciable amount of fine sand. Accordingly, the compression of the soil units is expected to occur relatively rapidly, coincident with the application of the structural dead loads. We also recommended consideration of additional steel reinforcement in continuous footings and long, tall masonry walls to help minimize cracking due to minor settlements. SLAB-ON-GRADE CONSTRUCTION -Slab-on-grade construction may be utilized with proper subgrade preparation and fill placement. Subgrade preparation naturally would involve careful stripping of surface vegetation, existing pavements, structure slabs, foundations and other unsuitable materials followed by proofrolling of subgrade and effective compaction of fill lifts required to establish design grades. It will also be important to properly compact backfill against stem walls and in utility trenches to provide uniform support to, concrete slabs. Compaction tests should be conducted during this backfilling activity. C)RIGINAL RECENED DEB 14 2007 PLANNING DEPARTMENT CITY OF CLEARWATER i • • 4 SUBGRADE AND FILL PREPARATION -Following clearing of existing surface vegetation, pavements and any other deleterious materials, the subgrade should be carefully examined for the presence any localized, unsuitable material which would warrant removal or undercutting. The exposed subgrade should be then uniformly compacted utilizing a small vibratory compactor (maximum drum weight of 36 inches). Excessive vibration should be avoided within about 70 feet of the existing structures.. The compaction should consist of no less than eight (8) to ten (10) coverages throughout the foundation and slab-on-grade area so as to achieve a uniform density of no less than 95% of the Modified Proctor maximum dry density per ASTM D-1557. All foundation areas should be carefully inspected and probed by a representative of the geotechnical consultant prior to the placement of reinforcement and concrete. The purpose of this examination would be to identify any localized subgrade soil conditions or evidence of previous construction that may not have been evidenced by the general pattern of exploratory borings that would warrant removal and replacement with select compacted backfill. Careful examination is recommended, especially in isolated column footing areas, to detect any zones of deleterious materials that may warrant removal and replacement with select compacted backfill. Appended are recommendations relative to proof-rolling and compaction of the subgrade soils and compaction of subsequent fill materials needed to establish design grades. The appended specifications also provide recommendations for quality assurance inspection and compaction testing during subgrade and fill preparation for the project. STORMWATER MANAGEMENT AREA DESIGN -Results of field infiltration testing indicate an infiltration rate of 7.5 inches per hour at the test location and depth. Please note that the soils within a depth range of 4 to 6 feet contained some debris, indicating that these upper soils are fill or backfill associated with the construction of either the existing improvements on the site or the adjacent off-ramp from U.S. 19 to Gulf-'to-Bay. Therefore, soil conditions and their infiltration characteristics maybe different in other areas of the planned pond. Care should certainly be exercised in the application of Double-Ring Infiltration test results to the design of drainage facilities. The analysis of seepage infiltration must include a careful assessment of hydraulic seepage boundary conditions and other factors, which will influence pond operating characteristics. OI~IGINAI. Architectural Theme: a. N/A b. To provide a landscape plan that is demonstrably more attractive the following are some of the measures taken: i. The proposed number of plantings along Gulf to Bay Boulevard exceeds minimum prescribed by Code. ii. The proposed number and size of Landscape Islands associated with the proposed parking area exceeds the number and size required by code. iii. An open green space area of approximately 2,000 has been maintained just west of the building expansion to allow for the existing large oak. iv. Additional landscaping has been provided to enhance some of the existing areas of the site. New plantings will be added to the area near the a/c units along the east side of the existing building just north of the main entrance. Additionally, the revised landscape plan provides for additional enhancement to the area just east of the entrance canopy between the canopy and pond as well as the landscape island located just east of the a/c units. 2. Lighting: No new outdoor lighting is proposed at this time and any future proposed lighting will meet required code. 3. Community Character: The proposed installation of over 1,000 new plantings consisting of more than 10 different varieties will provide immediate visual rewards to the vicinity and community.- Additionally, the proposed plan provides landscaping that is tolerant to the Florida environment and the proposed landscaping is a continuation of the theme presented by the existing landscape design for the existing Holiday Inn. 4. Property Values: The number, quality and design of the proposed plantings will offer upgraded and positive value to the immediate vicinity. 5. Special Area or Scenic Corridor Plan: Section 2-703 states: The front setback may be reduced to 1 S feet for parking lots provided the .land area is not sufficient to accommodate the full setback requirement and the reduction results in an improved site plan or improved design and appearance and landscaping in excess of the minimum required. To maintain the required 24 foot drive aisles and the minimum dimensional Z ~~ ~ ~ requirements of parking spaces, a reduction to the front setback to 16 feet is necessary. The proposed number and size of Landscape Islands associated with the proposed parking area exceeds the number and size required by code. The site design provides 29% of the site as open space where code only requires a minimum of 10%. Pursuant to Section 4-303 of the Community Development Code, an application for a building permit shall be made within one year of Flexible Standard Development approval (by February 26, 2008) with all required certificates of occupancy being obtained within two years of the date of issuance of the building permit. Please be advised that time frames do not change with successive owners. An extension may be granted by the Community Development Coordinator for a period not to exceed one year and may be done only within the original period of validity. The Community Development Coordinator may approve one further extension not to exceed one year for good cause shown and documented in writing. The coordinator must receive the request for extension within the period of validity following the first extension. The issuance of this Development Order does not relieve you of the necessity to obtain building permits or pay impact fees that may be required.
