BACKGROUND: The Pinellas Planning Council is currently reviewing the county wide code as it relates to density for overnight accommodations in an effort to encourage additional development of overnight accommodations within the county. While the expansion approved under FLS2005-11085 is currently under construction the developer, through this proposal, is contemplating an additional floor to the newly approved expansion. This additional story will provide a fifth story to the expansion; the floor will contain two-room suites which may later be converted into singles when and if the density allowances are increased.. The developer understands the risk involved and will simply retain the two-room suites if the density is not increased at a later time.. No additional units are being requested at this time. GENERAL APPLICABLE STANDARDS: (Code Section 3-913.A) 1. This modification provides an additional story to the approved expansion which will appear seamless as the proposed design will match the exterior of the existing building and the approved addition. The proposed modification is appropriate for the land area and the development plan is similar or less than the scale, bulk, coverage, density of many of the older surrounding sites. This site is perfectly suited for the proposed expansion and will provide the developer with the opportunity to continue serving the community with the highly desired overnight accommodation use. 2. Upon completion, the proposed expansion will further increase the value of the subject site, thereby providing a positive influence on the surrounding property values as well. Through the approved expansions the hotel building and the site will receive significant upgrades to the landscaping, the proposals promote further development and investment in the area and along these main corridors. The hotel development will continue to fuel the local economy by providing additional new and modern overnight accommodations. ORIGINAL RECENED SEP 2 6 2006 PLANNING DEPARTMENT CITY OF CLEARWATER 1 3. No health or safety concerns are anticipated with the proposed development modification as the site design adheres to all required visibility triangles, provides nicely landscaped yards along the street and provides a new building addition that meets current building code and FEMA requirements. This proposed development expansion will further promote the emerging trend of redevelopment along this corridor and will provide the immediate vicinity with nicely landscaped yards and a building and use that will promote investment, redevelopment and provide the area with visitor's that will shop, dine and provide fuel to the local economy. 4. The smaller site added to the project for the original request for the addition, contained two access points along Gulf to Bay Blvd. in addition to the original existing access point near the northeast corner of the larger site. Through the review and approval process of the addition, substantial improvements were made to the site to better address congestion and to provide improved safety. The main access point along Gulf to Bay near the intersection of the service road/off ramp associated with U.S. 19 was deleted in addition to deleting one of the two existing access points associated with the smaller site. All appropriate right-of--way work permits have been obtained and requirements met. There is an existing cross access agreement between the Sunshine Inn (located just north of the site) and the Holiday Inn Express to allow access and circulation of vehicles between the two developments. The continuation of this agreement is necessary for the sites to function and remain viable. The additional floor contemplated within this modification proposal will not create additional adverse impacts to traffic congestion or safety. 5. The design of the proposed hotel expansion is consistent with the existing building and will not be in conflict with the varying character established within the vicinity. Architectural features have been carried forward to all elevations and present a well articulated design. The proposed parapet plays a large role in insuring the expansion appears as though it has always been apart of the site, rather than an after-thought addition. The existing hotel and the approved and proposed additions will present an inviting anchor to the corner of a major intersection and will continue to be a cornerstone for the Community. The existing hotel site and proposed expansions will provide additional encouragement for redevelopment in the area. Further, overnight accommodation uses are permitted uses within the Commercial zoning district and are desirable along these major corridors. The surrounding restaurant, retail and other commercial uses within the area will benefit significantly from a major hotel being located at this very visible intersection. 6. No additional adverse effects relating to visual, acoustic olfactory or hours of operation issues will be created by the proposed expansion. All activities other than parking and use of the pool area will be conducted within the enclosed building. No visual obstructions are being created with the proposal modification as the site is located adjacent to the U.S. Highway 19 overpass and the proposed modification is low to mid- rise in design.
