Dear Ms. Goudeau:
It was a pleasure talking with you on the telephone yesterday, concerning the sale and
distribution of the new Clearwater Code of Ordinances. Pursuant to our discussion, we are
pleased to submit the following information for your consideration.
(a) Sale of Code. MCC will print a sales order form and announcement letter, similar to the
enclosed samples, without charge to the City. The letters and cards will be forwarded
to you for mailing by the City to the past subscribers and potential new purchasers of the
new Code and Supplement Service.
(b) Distribution. The orders and payments for the Code can be sent to MCC. We will mail
the Code to the paid subscribers and prepare a mailing list for distribution of the
Supplements. All payments will be credited to the City's account.
The complimentary Codes and future Supplements will be mailed in accordance with a
listing the City will provide. The required number of Codes and Supplements will be
shipped to your office for internal distribution.
(c) Storage. All undistributed copie8 uf the Code and future Supplement:': ...vill be stored in
our offices in Tallahassee. All risk of loss or damage to the Codes and Supplements
so stored will be assumed by MCC.
(d) Billing. On an annual basis, MCC will bill the subscribers to the Supplement Service.
All moneys received after the billing date will be credited to the City's account for
R1JbliG..~tion of the Supplements. A listing of all current subscribers can be issued to the
County within ninety (90) days after the billing date.

(e) Handling Costs. In accordance with paragraph 15, page 3, of the Republication contract,
the costs to the City for these services will be as follows:
(1) Preparing order cards and announcement letters .............. no charge
(2) Mailing of Codes and Supplements ................................. $1.50 per mailing, plus the
cost of postage
(3) Annual billing of subscribers to the Looseleaf
Supplement Service ........................................................... $3.50 per subscriber
(4) Storage of Codes and Supplements ................................ annual charge will depend
on the number of copies stored
The cost of mailing as provided above will be included on the statement of charges for each
Supplement. A statement for the cost of storage and billing would be submitted annually.
We would suggest the City consider charging $200 to $225 for the bound Code. Inasmuch as
the City plans to update the Code on a quarterly basis, the annual charge for a subscription to
the Looseleaf Supplement Service should be set at around $100. These prices include MCC's
handling charges which should be passed on to the subscribers.

IMPORTANT ANNOUNCEMENT
The City of Clearwater will soon have a new official Code reflecting the current laws of the City.
The City contracted with the Municipal Code Corporation of Tallahassee, Florida, to republish
the Code, which will be housed in expandable, mechanical, looseleaf binders and will be
supplemented periodically, but at least once a year, by incorporating all new ordinances into the
looseleaf volumes on a page-for-page substitution basis. The Tallahassee firm will also publish
the Looseleaf Supplements.
The ordinances of the City of Clearwater are becoming more complex every day. Frequent
changes are necessary to meet the growing demands of our expanding City. You may find it
advantageous to purchase the new Code and keep it up-to-date with Looseleaf Supplements.
The cost is $ for the basic volume and $ for the first year's subscription to the
Looseleaf Supplement Service, plus tax.
