Meetl ng Date:11-18-8~ Revision of Truck Routes RECOMMENDATION: Adopt a Revised Truck Route Ordinance to conform to Pinellas County's Truck Route System ~ And that the appropriate officials be authorized to execute same, BACKGROUN D: The Metropolitan Planning Organization prepared a recommended Truck Route System for the enti re county, Thi s was enacted i nt,o law by the . Pinellas County Commissio,:!on September 28, 1982, effective 60 days after passage. The new ordinance reduces the number of streets available for truck use. The ordinance also changes the definition of a truck to make identifi- cation easier. Our present code defines a truck as "over one ton capacity" compared to a vehicle with three or more axles in the new ordinance. The ordinance provides only a few routes where trucks can travel between 6 p.m. and 6 a.m. These are primarily state roads. The new ordinance will legalize some trucks which are not legal now except on truck routes. This is more than offset by the benefits derived. TRUCK ROUTES ~ 123.01. ~ 123.02. 9 123.03. 9 123.04. 9 123.05. ~ 123.06. 9 123.07. Definitions. Truck routes established; map. Observance of truck routes required; exceptions. Manner of utilization of truck routes. Hours of operation. City manager authorized to install signs. Loads on trucks. Sec. 123.01. Definitions. As used in this chapter the following terms shall have the meanings ascribed to them: a. Truck - shall mean any vehicle designedt used or maintained for the transportation of property in the following classifications: 1. Unrestricted Vehicles (light/medium trucks) - shall mean pickups, vans, and panels with a maximum length of 21 feet and a maximum gross vehicle weight (GVW) of 8,000 lbs. and single unit, single rear axle trucks with a maximum length of 35 feet and a maximum GVW of 44,000 lbs. 2. Restricted Vehicles (heavy trucks) - shall mean single unit, multi-rear axle trucks with a maximum length of 40 feet and a GVW exceeding 35tOOO lbs. to a maximum GVW of 70,000 lbs. (including dump trucks and concrete mixers). and all tractor trailer and semi-trailer combinations with a maximum length of 55 feet and a maximum GVW of 80,000 lbs. b. Deviating Truck - shall mean any truck in the restricted vehicle classification which travels over'a street other than designated truck route. c. Truck Route - shall mean a street, as designated in this chaptert over and along which trucks in the restricted vehicle classification shall operate within the city during designated hours. Sec. 123.02. Truck routes established; map. There is hereby established within the city the truck routes as shown on a map on file in the office of the city clerk. The streets indicated as truck routes on the map, as amended, and no others shall be used for truck traffic in the restricted classification. "'. I I .' " Sec. 123.03. Observance of truck routes required; exceptions. (a) All trucks in the restricted vehicle classification within the city shall be operated only over and along the truck routes establisheQ pursuant to this chapter. (b) This chapter shall not prohibit: (1) Operation on street of destination. The operation of trucks upon any street where necessary to the conduct of business at a destination point. if authorized truck routes are used until reaching the intersection nearest the destination point and be proven upon request through possession of a valid and current delivery ticket or other dispatch order. (2) Authorized emergency vehicles. The "operation of authorized emergency vehicles upon any street in the city. (3) Public utilities. The operation of trucks owned or operated by the city. public utilities, any contractor or materialman while engaged in the repair. maintenance or construction of streets. street improvements or street utilities within the city. (4) Detoured trucks. The operation of a truck upon any officially established detour in any case where such truck could lawfully be operated upon the street for which the detour is estab- lished. (Code 1962. ~ 22-147) Sec. 123.04. Manner of utilization of truck routes. (a) Truck traffic of outside origin: (1) To an inside destination point. All restricted trucks enter- ing the city for a destination point in the city shall proceed only over an established truck route and shall deviate only at the intersection with the street upon which the traffic is permitted, nearest to the destination point. Upon leaving the destination point, a deviating truck shall return to the truck route by the shortest permissible route. (2) To multiple inside destination points. All restricted trucks entering the city for multiple "destination points shall proceed only over established truck routes and shall deviate only at the intersection with the street upon which truck traffic is ... Upon leaving the first destination point a deviating truck shall proceed to other destination points by the shortest direction and only over truck routes. Upon leaving the last destina- t10.n point, a devhting truck shall return to the truck route by the shortest permissible route. - (b) Tr~ck traffic of inside origin: (1) To an outside destination point. All restricted trucks on a trip originating in the city, and traveling in the city for a destination point outside the city shall proceed to the nearest intersection of a designated truck route and travel from that point to the city limits only over designated truck routes. (2) To inside destination points. All restricted trucks on a trip originating in the, city and traveling in the city for destination points in the city shall proceed only over truck routes. (Code 1962, ~ 22-148) Sec. 123.05. Hours of operation. Trucks shall be able to travel upon truck routes at all hours of the day unless duly authorized signs are installed limiting the hours of use on a particular street or portion of street. Those streets which are designated as partially restricted truck routes shall be off limits to trucks in the restricted classification during the hours of 6:00 P.M. to 6:00 A.M. Any restricted truck attempting to utilize a partially restricted truck route during the restricted time period shall be regarded as a deviating truck. Sec. 123.06. City manager authorized to install signs. The city manager is authorized to install approprtate signs to control truck operations in accordance with the provisions of this chapter. (Code 1962, ~ 22-150) Sec. 123.07. Loads on trucks. . (a) No tr~ck shall be driven or moved on any highway unless the vehicle is so constructed or loaded as to prevent any of its load from dropp.ing, 'shifting, leaking or otherwise escaping therefrom, except that sQlld may be dropped for the purpose of securi ng tracti on, or water or other substance may besprinkled on a roadway in cleaning or maintaining the roadway. I I . , ~ (b) No person shall operate on any highway any truck with any load unless the load and any covering thereon is securely fastened so as to prevent the covering or load from becoming loose, detached, or in any mann~r a hazard to other users of the highway.
