Myrtle Avenue Clearwater, FL. 33756 Re: St. Johns Fellowship Hall 1500 Pennsylvania Avenue Clearwater, FL. FLS2006-01007 Dear Mr. Elbo, The current design of the vehicular use areas and driveways are necessary to alleviate congestion and improve traffic flow. The limited size and shape of the site does not allow for a single entrance/exit arrangement along Grant Street. Also, since the City of Clearwater Community Development Code considers any parking to be a structure and therefore must comply with the building setbacks, it further reduces our ability to consider other parking design alternatives that may eliminate our need for a second entrance. If a single entrance/eAt were used, it would take the entire buildable portion of the site to accommodate a vehicle turn around and then the building would not be possible. A new dumpster pad and dumpster enclosure has been included on the site. Please see sheet C-001 for location and C-007 for dumpster enclosure details. 5. Fire hydrant assemblies are shown on the utility plan, C-004. There are two existing F.H.A.'s located adjacent to the site, with no part of the building or site greater than 300' from any F.H.A. 6. The civil site plan, C-001, shows the existing sidewalk with a 1.5' easement on the south side of the property. Environmental Conditions: None Fire Conditions 1. The total building occupancy is 258 and is documented on the cover sheet, G-000. A voice evacuation fire alarm system will not be required unless the occupancy is greater than 300. 2. The total building occupancy is 258 and is documented on the cover sheet, G-000. A fire sprinkler system will not be required unless the occupancy is greater than 300. 3. As a result of the DRC meeting on March 2, we are no longer required to provide for the 30' turning radius for emergency vehicles, provided the landscaping on the north and south sides of the building is composed of only palm trees and small shade trees (no more than 12'-16' tall, I.E.: Crepe Myrtles) so as not to interfere with a Fire Ladder Truck trying to spray water onto the roof of the building. Larger specimen trees can be planted to the east and west of the building without any limitations. 4. As a result of the DRC meetirig on March 2, we are no longer required to provide 24 foot wide aisles, provided that we show 12 foot wide aisles minimum. Previously, we had discussed also using FDOT 515 curbing in the parking areas so that the curb may be more easily crossed by emergency vehicles if necessary. 2641 Sunset Point Road - Clearwater, Florida 33759 - (727) 725-0111 - Fax (727) 725-0209 1-800-961-1967 - www.bgarchitects.com • • ORIGINAL RECEIVED JUN 0 8 2006 PLANNING DEPARTMENT Architecture • Planning • Engineering CITY OF CLEARWATER AA0002095 • EB0006092 Harbor Master Conditions: None Landscape Conditions: A landscape plan has been include. We are not required to have any handicapped parking on site, so we have deleted any reference to handicapped parking. 3. The 20' x 20' site triangle has been shown on the civil plans for the appropriate locations. Please see sheet C-005. 4. The ingress and egress driveways have been enlarged to 12' width minimum. 5. The public entrance sidewalk now intersects the new sidewalk along Pennsylvania Avenue. A concrete walk has been added from the assembly space exits to the public sidewalk on the north side of the site. 6. The existing site is only 150 feet long, and the buildable area is only 115 feet long, inclusive of all setback requirements for structures (including parking). Therefore, it is feasibly impossible to meet the 125 foot spacing requirement. The civil engineer has analyzed the design of the parking area to alleviate congestion and improve traffic flow for the site. The front setback from 25' to 15' brings the building closer to the street, which would prohibit homeowners on the same side of the street from being able to observe any criminal activity during hours the building is not in use, especially after dark. This would make the east side a blind spot and cause homeowners to not be able to curtail illegal activity and obstruct the view of law enforcement. • Currently the blind side of the existing building is a haven for prostitution and drugs, which has been allowed to go on , as long as the new portion of the structure has been in existence. • The proposed site is currently a route for drug dealers and buyers. With no fencing, illegal activity certainly would run rampant, should the occupants continue to allow this behavior around and on their property. In particular my property, which is next to that site would be a target for more criminal activity than at the present time. • 2. We are concerned about some king of retention pond for the run- off of water, once the building is constructed. We currently have no flood problems and would hope that there is an allowance for this situation, which is not mentioned on the application. • The setback would make it even more difficult to see how to safely back out of our driveway. At the present, hedges obstruct our view and the setback change would make it even more difficult. Please consider the above mentioned concerns, during your decision- making process. Thank you so very much for your consideration. Sincerely, Delores G. Larkin and Spouse: Charlie R. Description of request: Per article 2, Division 12, section 2-1203, city of Clearwater, Florida code of ordinances, we are requesting to reduce the front setback from 25 feet to the flexible standard front setback of 15 feet. Section C. Please see the attached copy of `Unity of Title', and page 6 of the `Flexible Standard Development Application'. Section D. 1. The proposed building is a one-story structure, intended to keep in scale with the surrounding neighborhood, while the oversized entry to the new building is located in such a way as to provide a visual link to the existing church facility. The building fagade is designed to be broken into smaller components that more closely reflects the architectural scale of the adjacent, single- family, residential properties. 2. The proposed development will only add to the value of the community as a valuable resource. Currently, the site is a vacant lot. The addition of a new and attractive building may encourage additional renovation and construction in the adjacent neighborhood. 3. The new site will be developed according to local codes and regulations. Improvements will include reduced soil erosion and water retention through efficient site design, the addition of tangible landscaping and trees, improved parking, and security lighting. • 2641 Sunset Point Road • Clearwater, Florida 33759 • (727) 725-0111 • Fax (727) 725-0209 1-800-961-1967 • www.bgarchitects.com ORIGINAL t? RECEIVED JAN 2 7 2006 DEPARTMENT PLANNING LEARWAER CITY 4. 5 6 Architecture • Planning • Engineering AA0002095 • EB0006092 The proposed building will not add any additional parking needs. This project will benefit from shared parking among the church's current properties. Events at the new facility will normally not occur during times of church services at the adjacent church facility. Currently, the adjacent church facility will have the larger occupancy rate. The proposed facility is consistent with the character of the community as many of the adjacent parcels are also owned and currently utilized by the church. Also, since many of the parishioners reside in the local community, the new facility is located to better serve their needs. The design of the proposed building is attractively designed to mimic the scale of the surrounding residential neighborhood as well use materials and textures that are common to the area. Acoustically, the building will be adequately insulated to eliminate any unwanted noise outside the facility. There should be no reason why the facility would adversely affect the olfactory condition of the adjacent properties as it does not generate any vented or external nauseous gaseous emissions. The hours of operation would be identical to the hours of operation for the church, so there should be no local conflicts. Applicable flexibility criteria: Per article 2, Division 12, section 2-1203, city of Clearwater, Florida code of ordinances, Flexibility criteria, sub-section I., Places of Worship, we have the following responses. 1. Off-street Parking: The proposed building and site will require no additional parking spaces, as the church owns several properties combined under a `Unity of Title', and will benefit from the shared parking exception. (Please see attached `Unity of Title' document) The users of the new facility are the same users of the main church facility, which has the greatest number of occupants. The new building will share the parking areas currently used by the church patrons. The parking spaces shown on the proposed site plan are merely for convenience of the church patrons and not a parking requirement. 2. Front Setback: Currently, the site is of limited size, bound on three sides by public streets, thereby creating a site with three (3) front setbacks and one (1) side setback, as well as a portion of a public sidewalk that intrudes upon and further reduces the allowable buildable area on the site. We are requesting to reduce the front setback from 25 feet to the flexible standard front setback of 15 feet. The reduced setback will result in a building that can be efficiently placed on the site and allows for a parking area that protects pedestrian safety while maintaining public access. The north side of the building, when located at the 15 foot setback along Marshall Street, will mirror the setback of the adjacent properties on both sides of the street, to continue the residential scale of the homes and front yards. The building fagade is divided into smaller architectural volumes and includes warmer architectural details such as stone, stucco, large windows, canopies and sloped roofs. However, as part of the final construction documents for building and site permitting, the civil and site plans will include a storm water plan and details for a stormwater retention area as required and signed by a registered civil engineer, as well as submittal to the appropriate authorities, which may include, but not limited to SWFWMD and the City of Clearwater for approval. Section F. A `Tree Survey' is not included as there is only 1 tree on the site, or within 25' of any adjacent site. Therefore, the existing tree and proposed extensive landscaping is located on the architectural site plan included with this submittal.
