Specifically the owners investment is protecting and enhancing property values thru significant, professional upgrade of 432 Cleveland Street. The previous owner had done a non professionai minimum interior improvement to a small portion or the first rioor space required for his retail purposes. Approximately 70% of the building was previously used for the, then, owners miscellaneous storage or furniture product assembly. The current owners have rehabilitated the whole of the interior and produced three lease spaces on the first tioor that are capable of attracting national brand tenants to this vital intersection in the heart of downtown Clearwater. These efforts are a distinct contribution to the quality of the Downtown built environment. Ownership has been in conversation with Chico' s, Wolf gang Pizza and several ice cream and Gelato firms. This direction is in keeping with the downtowns revitalization by producing lease space capable or attracting business that enhances the quality of the pedestrian experience. All street frontages are designed for commercial usage in keeping with riexibie standards criteria. The second floor of 432 has been converted to two residential apartments. These will be fineiy developed urban dwellings in keeping with fiexibiiity standards which intent and purpose is to establish a mixed use downtown were citizens can work, live and shop in a place is the economic, governmental, entertainment and cultural tocai point ora ivabie city. Regarding flexible standards "C": There is no change to the height of the existing building. There is street side narking on both Fort Harrison Street and Cleveland Street. Additionally certain changes to the facade of the building on the east and south faces. These changes are the installation of three small balconies, and an approximately 6' by 7' opening on the East face of the building to accommodate a roll out trash container along with the removal of an overhang on Cleveland street and Fort Harrison Ave. Architectural drawings and photos are attached showing these facade changes. Regarding the trash enclosure: Also included with this submittal is a site plan of the adjacent Aqua project, and photos of the rear of 423 Cleveland Street. (Subject property) In the past the dumpster for 432 Cleveland could sit at the side, west facing exit, to the alley. This alley has been vacated by the city in favor of the Aqua. As can be seen there will be no passage possible to the west in the future from exit. Regarding the overhang: Initially the drawings called for rebuilding the canopy structurally and making surface improvements to enhance its curb appeal. Upon opening the structure up it was found to be far too deteriorated, had been poorly repaired numerous times in the past and represented a risk to public safety. The options were to remove the canopy and rebuild it entirely or return the building more closely to its original (circa 1928) facade. The later solution was opted. Details for these finishes are included in the application. The full set, which I earlier submitted reflect changes to the existing permit and will have to be reviewed by plans review so they may be entered into the permit folder and inspection can occur.
