Page uestions About This Page? (fT View Comparable Residential Sales Mass Appraisal is the systematic appraisal of groups of properties as of a given date using standardized procedures and statistical testing. Its purpose is to provide an equitable and efficient appraisal of all property in a jurisdiction for ad-valorem tax purposes. We recognize that there is a reasonable range of values within which a property can sell. Our Mass Appraisal Market Value tends toward the lower end of the range. Recent upgrades or remodeling efforts completed by a seller in order to prepare a property for sale, especially those on the interior of a building, are often not reflected in our Comparable Sales Value. Finally, our values are historical and are developed using arms length sales from the three years prior to January 1. If there are insufficient sales to conduct a market analysis then older sales may also be considered. For this reason, our values are generally lower than what a seller will ask for a property in today's appreciating market. On January 4, 2007, the Development Review Committee (DRC) reviewed your application for Flexible Standard Development approval for a reduction to the rear (south) setback from 10 feet to five feet for an accessory structure (2 car detached garage with a second floor habitable area) in the Low Medium Density Residential District (LMDR) under the provisions of Section 2-203.B. and increase the permitted gross floor area of the two car detached garage with a second floor habitable area from 10 percent (186.8 square feet) to 25 percent (467 square feet) of the Detached Dwelling Use (principal use) and an increase in building height from 15 feet 17.75 feet under provisions of Section 3-201.B. The DRC recommended approval of the application with the following bases: Bases for Approval: 1. The proposal complies with the Detached Dwellings criteria under provisions of Section 2- 203.B.; 2. The proposal complies with the Accessory Use/Structure standards under provisions of Section 3-201.B.; 3. The plan complies with the General Applicability Criteria under the provisions of Section 3- 913; and 4. The proposed development is compatible with the surrounding area. . Conditions of Approval: 1. That under no circumstance shall any structure(s), including building overhangs, be constructed within any easements; 2. That a roof drain be installed to direct runoff to Turner Street; 3. That a Declaration of Restrictive Covenant be completed and recorded with the Pinellas County Clerk of the Circuit Court and a copy of the recorded document be submitted to the Planning Department prior to the issuance of a building permit; PRANK I IIIIHARU, MAYOR, JOIiN DoiuN, Cot mcn.mi:miwi I10VI' I IA.M11Y )N, C.OI NCILMEMBIT' BILI JONSON, COUNCIL NIF.MBER CAMYN A. That all existing and new mechanical equipment be screened from view of adjacent properties and street rights-of-way. A fence, wall, or landscaping may be used to screen the .mechanical equipment. The mechanical equipment and screening shall be shown on the site plan prior to the issuance of a building permit; and 5. That all Fire Department requirements are met. I concur with the findings of the DRC and, through this letter, approve your application for Flexible Standard Development. The approval is based on and must adhere to the site plan date received January 09, 2007. Pursuant to Section 4-303, an application for a building permit shall be made within one year of Flexible Standard Development approval (January 08, 2008). All required certificates of occupancy shall be obtained within one year of the date of issuance of the building permit. Time frames do not change with successive owners. The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or license affected by this approval, please bring a copy of this letter with you when applying for any permits or licenses that require this prior development approval. If you have any question, please do not hesitate to call Steven Everitt, Planner II, at 727-562- 4547.
