Both surveys submitted are not signed and sealed (no originals submitted). 6. Place the Shared Parking table on Sheet SD-1.1. Revise Land Use Data. 19-Unless it is the applicant's desire to consolidate all parcels into one parcel for development purposes (including recording a Declaration of Unity of Title), it is my recommendation to keep 509 D Stree as its own parcel. There is required parking on the west side of 509 D Street that is on the 1375 S. Ft. Harrison Avenue parcel that is through a recorded access and parking easement. The parking on the east side of 509 D Street is for the 1375 S. Ft. Harrison Avenue property. To keep 509 D Street as a separate property (see survey) that can be sold separately from 1375 S. Ft. Harrison Avenue, provide separate land use data for 1375 S. Ft. Harrison Avenue and for 509 D Street. Applicant needs to decide which way he wants it. My recommendation is to keep them separate. 20-Delineate and dimension all required perimeter landscape buffers. 21.Show vertical curbing of all edges of pavement adjacent to landscape areas. Sheet SD-1.3 - Landscape areas do not match the landscape areas shown on Sheet SD-1.1 on the north side of the 1375 S. Ft Harrison Ave property. Revise/coordinate. 2. Must provide vertical curbing for the following areas: a. both sides of the existing drive (on-site) to Hamlet Ave; b. west side of the walk aisle for the handicap space at the northwest corner of the 1375 S. Ft Harrison Ave building; c. edge of pavement on the north side of the western portion of the parking lot to the east of 509 D Street; and d. suggest providing a radius on the corner of the curbing at the drive aisle for the two parking spaces south of the office area in the 1375 S Ft Harrison Ave building and curb to the property line. 3. Provide wheel stops for the four parking spaces facing the Pinellas Trail. 4. Sheet SD-1.3 - Revise the Shrub and Tree Planting Details at the top of the page to indicate mulch at a 3" depth (not 2"), to be consistent with Landscaping Note #3 and City Code. 5 . For 1375 S. Ft Harrison Ave property, need to provide a continuous hedge of shrubs (not groundcovers) within the required buffers along S. Ft Harrison Ave/Pinellas Trail, E Street and Hamlet Ave. 6. Based on site inspection, tree #20 is adjacent to the east side of the building, not out next to the sidewalk. Revise. 7. North side of the 1375 S. Ft. Harrison Ave building - Based on the angle of the parking spaces producing very small sawtooth planting areas, the amount of work to create these areas and curb them, their location on the north side of the building and the amount of landscaping that could be planted in each, small area, it is questionable the survivability of these sawthooth planting areas. Recommend eliminating the interior landscape sawtooth areas up next to the building (leave as pavement). .8. 1375 S. Ft Harrison Avenue - Emphasis for landscaping improvements should be concentrated on the areas on the west side of the site facing S. Ft Harrison Ave/Pinellas Trail, E Street and Hamlet Ave. There is only a small area adjacent to D Street where landscaping can be added on the north side of the parking lot (east of the 509 D Street building). Interior landscaping may not reach the required amount and foundation landscaping along the south side will be minimal. Other landscape areas (areas of emphasis) should be planted exceeding the minimum requirements to offset the deficiences to landscaping elsewhere on-site. Except for stormwater detention areas that would have sod, potentially there should be no sod elsewhere. Plantings should be tiered, with plant materials grouped to create interesting planting areas (including trees). The Comprehensive Landscape Program is the mechanism to identify the deficiencies of the proposal to Code requirements and to say HOW (in detail) the proposed landscape improvements offset these deficiencies, through a written narrative and the responses to the criteria. 9. Use of dwarf azaleas are not recommended as hedge material, as they do not do well here. Ligustrum or Indian hawthorne shrubs work better. 10. Revise the response to Comprehensive Landscape Program criteria #1 - I can't see where there is an architectural theme that the landscaping is complementing. Would recommend providing a response to "b" rather than "a". 11 . Revise the response to Comprehensive Landscape Program criteria #4 - Need to address the other portions of the 1375 S. Ft. Harrison Avenue property landscape improvements and the impact on those street frontages and the surrounding properties. 12. Comprehensive Landscape Program - Recommend a narrative to accompany the application that sets out the requested deviations and the improvements generally planned as to how certain areas will be demonstrably more attractive due to exceeding Code due to the inability to meet Code in other areas of the site. Based on prior discussions with the proposed owner and agent, it is the intent to have 509 D Street as a separate parcel for the ability of selling such parcel off to a separate entity. The response to comments for Completeness states that the dumpster at the east end of 1375 S. Ft. Harrison Avenue will also be used by 509 D Street. As this is off-site, Solid Waste will need to approve such and easements or agreements recorded for such. 4. Sheet A-1.1 - Revise to include the second floor plan of the office area for the 1375 S. Ft. Harrison Avenue building. 5. If the proposed monument freestanding sign is for the office uses in 1375 S. Ft Harrison Ave, move the sign to be in front of the building where there will be a much closer relationship between the tenants and the sign advertising them, as well as the address that is required on the sign. 6. 11/10/09 - WW Revise plans to reflect the existing/constructed conditions (including showing the landscaping on Sheet SD-1.3). 11/3/09 - WW It is noted that the parking, sidewalk and landscape areas north of 509 D Street are not as existing/constructed and the drawings should be revised to reflect these existing/constructed conditions (including showing the landscaping on Sheet SD-1.3). 7. Plans are confusing as to information shown for each parcel. It was my understanding that it is the applicant's desire to keep 1375 S. Ft Harrison Ave separate from 509 D Street. As such, drawings, written material on the plans and written material in the application need to keep information, clear as to one parcel versus the other: a. suggest a key plan that shows what pieces of property are part of 1375 S. Ft Harrison Ave (Parcel Aland then the'509 D Street (Parcel B) property. I will note again that the parking lot on the east side of Parcel B is not part of 509 D Street property; it is part of Parcel A (1375 S. Ft ; Harrison Ave) property. Heavy property line for 509 D incorrectly shown on the plans. It is my - recommendation to keep 509 D Street as its own parcel. A Declaration of Unity of Title will be required to be recorded prior to the issuance of any permits for Parcel A (1375 S. Ft. Harrison Ave). There is required parking on the west side of Parcel B (509 D Street) that is on Parcel A (1375 S. Ft. Harrison Ave) that is through a recorded access and parking easement; b. setback lines and landscape buffer lines need to be drawn on each Parcel A and Parcel B (right now there is no differentiation between the two); and c. the Land Use Data for each Parcel A and Parcel B at the top of Sheet SD-1.1 needs to reflect the land area and other information for each Parcel A and separately for Parcel B. The lot area and lot width for Parcel B (509 D is incorrect (see "a" above). If it is the applicant's desire to consolidate all of the parcels into one parcel for development purposes, then disregard the above and show all as one big parcel with one Land Use Data. A condition of approval then will require the recording a Declaration of Unity of Title for all property prior to the issuance of any permits. Development Review Agenda - Thursday, December 3, 2009 - Page 11 DRC Action Agmda 1.1 8 . Sheet SD-1.1 - Lase Data for 1375 S. Ft Harrison Ave - Revisahe following (since the lot is larger than indicated): a. Remove the "Use" line at the top"; b. Lot area; c. Lot width - There is a lot width along S. Ft. Harrison Ave/Pinellas Trail, along E Street, Hamlet Ave and D Street; d. Building coverage; e. Floor area'ratio; f. Proposed Uses - The square footages for the office area and the warehouse area are wrong - Sheet A-1.1 has different numbers; g. Setbacks - Provide the setbacks to building and to pavement for front, side and rear. There are front setbacks on all frontages (see "c" above). There are side setbacks and no rear setback. Remove the line "Between structures"; h. Height - Existing/proposed height is not 28 feet; i. Landscaped area; j. Pavement area; k. Sidewalk area; 1. Interior landscape area; in. Impervious surface ratio - Max is 0.85, not 0.95; and n. Parking - Square footage for office area area confusing, as Sheet SD-1.1 says 10,500 sf and Sheet A-1.1 says 10,200 sf. Square footage for warehouse area confusing, as Sheet SD-1.1 says 8,400 sf and Sheet A-1.1 says 1,400 sf. Provide correct square footage numbers and then recalculate. Required should state "See Shared Parking Calculation". 9. Sheet SD-1.1 - Land Use Data for 509 D Street - Revise for the following (since the lot is smaller than indicated): a. Remove the "Use" line at the top"; b. Lot area; c. Lot width; d. Building coverage; e. Floor area ratio; f. Setbacks = Provide the setbacks to building and to pavement for front, side and rear. There is a side (east) and a side (we' t). Remove the line "Between structures"; g. Height - Existing/proposed height is not 28 feet; h: Landscaped area; i. Pavement area; j. Sidewalk area; k. Interior landscape area; 1. Impervious surface ratio - Max is 0.85, not 0.95; and in. Parking - There are only two existing/proposed parking spaces on this parcel. 10. Site inspection shows there is a lot of mechanical equipment on the north side of 1375 S. Ft. Harrison Ave building. Unclear if this equipment is to be removed. Additionally, it has been stated to me that a/c units are to be relocated from being on the ground to being placed on the roof due to theft problems. General Note 2 on Sheet SD-1.1 states that on-grade mechanical equipment will be screened from view. Unclear of what is to remain on the ground. Plans/application materials need to be more specific as to what is proposed. A condition of approval will require, prior to the issuance of a building permit, plans showing the location and screening of such mechanical equipment. 11 . Planning Staff will not support the reconfiguration of the parking spaces on the south side of 1375 S. Ft. Harrison Ave building to face the building rather than E Street. Preference is to retain the current configuration, providing as much landscape area between the parking lot and the front property line of E Street, including cutting out the angles in front of the spaces for additional planting area. This preference will not change the drive aisle configuration leading to the driveway on Hamlet Ave. This proposal will need to include as part of the Comprehensive Landscape Program a reduction from five to zero feet for the foundation landscape area along the south side of this building, but, again, Planning Staff would prefer the landscaping out at the front property line. 12. On Page 7 of the Flexible Development Application and Page 2 of the Comprehensive Landscape Program application, please print your name under your signature, since the notary failed to indicate that was whom signed the forms. Development Review Agenda - Thursday, December 3, 2009 - Page 12 DRC Action Agmda L I 13 . Survey for the D *Motors is incorrect, as 509 D Street, indicate Parcel C, does not include the parking lot on the east side of the building. Also, the legal description for Parcel C is incorrectly written, as it should be "Lot 6; and Lot 5, less the east 4 feet thereof; and..." See me if you have questions. 14. Sheet SD-1.1 - a. Land Use Data for 509 D Street - Unclear what the "1.25" is for after the address; b. Land Use Data for 1375 S Ft Harrison Ave - Change "1325" to "1375"; and c. In both Land Use Data tables, revise the title for the last column "Min or Max" as the land use is not Commercial General but Industrial Limited. 15 . Provide the angle of the angled parking spaces on the north and south sides of the 1375 S. Ft. Harrison Avenue building. 16. Shared Parking Calculation - This needs to be for 1375 S. Ft Harrison Avenue parcel only. Once accurate square footages for the office area and the warehouse area are provided, then under the table the office area should be shown calculated at 3 spaces/1,000 square feet and the warehouse area should be shown calculated at 1.5 spaces/1,000 square feet. Then the table needs to be filled in based on the percentages indicated by Code for each use. Remove "/Marinas" from the "Office" line. The total required parking will be the highest column of the percentage calculations. If the required parking is not provided, either reduce the office floor area, remove building square footage all together or a Parking Reduction Study will need to be performed. ' 17 . Reverse the angle of the angled parking spaces on the north side of 1375 S. Ft Harrison Avenue building and the traffic flow arrows, as they are cross-grain to normal traffic flow in the alley/drive aisle between the buildings. Alternately, the angled spaces may be retained as shown if traffic flow in the alley is directional, one-way flow (Traffic Engineering will need to approve and appropriate pavement markings and upright signage will need to be provided under this alternative). 18 . Remove the overhead door on the eastern portion of the north side of 1375 S. Ft Harrison Ave building if additional parking spaces are needed. 19. Existing concrete drive to the two overhead doors on the east side of 1375 S. Ft Harrison Avenue building do not go to the overhead door anticipated shown on Sheet A-1.1 accessing the "garages" on the interior of the building. Recommend redesigning this eastern side of the building to possibly remove the northeastern portion of the building (with the two overhead, doors), which is only one-story in height, remove the existing drive to these two overhead doors (or at least to the southern overhead door) and providing a new driveway from the proposed overhead door to Hamlet Ave. 20. Remove the shed on the east side of 1375 S. Ft Harrison Avenue building. 21 . Must provide building elevation drawings (all four sides) (photographs insufficient), including the existing/proposed exterior building material and colors. Provide one copy of the proposed color samples/swatches/chips. 22 . Exterior of the dumpster enclosure must be painted the same as the building. 23 . Sheet A-1.1 - Unclear of the proposed use of the northeastern portion of the 1375 S. Ft. Harrison Ave building. It is not big enough for a car and the garage doors on the east side do not provide access into the bulk of the building. If to be used for storage, suggest removing the southern overhead door. 24. 11/10/09 & 11/3/09 - WW Show sight visibility triangles on Sheets SD-1.1 and SD-1.3 at the street intersections of Hamlet Avenue and E Street, at the street intersection of S. Ft. Harrison Avenue and E Street and on both sides of the new driveway on E Street. 25 . Page 1 of the application - Revise for the following: a. Parcel Numbers - Provide on a separate sheet the breakdown of the parcel numbers for 1375 S. Ft. Harrison Avenue and the parcel number for 509 D Street; b. Parcel Size: Provide a breakdown for the acres and square footage for.both 1375 S. Ft. Harrison Avenue and 509 D Street: and c. Description of Request: Ensure the square footage numbers for each use is correct for 1375 S. Ft. Harrison Avenue and the square footage number is correct for 509 D Street. 26. Revise the response to General Applicability criteria #3: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Each property has different characteristics unto itself and in relation to surrounding properties. Could address the hours/days of week the office portion versus the storage aspect in the warehouse portion for 1375 S. Ft. Harrison Avenue. Unclear as to the meaning of the last sentence as written (do you mean no physical work on the classic cars will be performed on the premises?). 29. Revise the response to General Applicability criteria #4: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Each property has different characteristics unto itself and in relation to surrounding properties. Could include discussion regarding driveway locations (some are changing) and the characteristics (hours/days of operation) of use. 30. Revise the response to General Applicability criteria #5: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Each property has different characteristics unto itself and in relation to surrounding properties. HOW is the existing facility in character with the adjacent properties, since the properties to the south of 1375 S. Ft. Harrison. Avenue are residentially developed? 31 . Revise the response to General Applicability criteria #6: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Each property has different characteristics unto itself and in relation to surrounding properties. What improvements are being proposed to minimize, reduce or eliminate any of these adverse impacts? Unclear as to the meaning of the last sentence, as I think you mean repair of the vehicles, not the storage aspect. 32. Revise the response to Comprehensive Infill Redevelopment Project criteria #1: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. For each property, most setbacks are not being met and are not close to being met. There are also other deviations from the standards of the IRT District. Some of these are not minimal deviations, especially setback reductions. Talk honestly about the existing circumstances and how the deviations are necessary to make use of the property (for any use; short of demolishing the structures and starting.over). 33 . Revise the response to Comprehensive Infill Redevelopment Project criteria #2: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Do not repeat the criteria as the response. A34 . Revise the response to Comprehensive Infill Redevelopment Project criteria #3: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Revise the response to Comprehensive Infill Redevelopment Project criteria #4: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. HOW will the adjacent properties benefit? 36. Revise the response to Comprehensive Infill Redevelopment Project criteria #5: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Need to address the first part of the criteria, in detail (such as compatibility). Need to discuss a, b, c and e for each property. 37. Revise the response to Comprehensive Infill Redevelopment Project criteria #6: Explain HOW, in detail, the criteria is met for 1375 S. Ft. Harrison Avenue and for 509 D Street. Need to address HOW the proposal for each property meets ALL of the design objectives, especially d. What improvements are proposed to comply with these design objectives? If you aren't meeting them, need to state why or how they cannot be met. 38. If medical clinics are anticipated in the office area of 1375 S. Ft. Harrison Avenue property, since such use is not listed as a use permitted in the IRT District, need to request such use as part of the application material (narrative). Use the same 3 spaces per 1,000 square feet GFA for the parking ratio for medical clinics. Recommend including such use in the request. Other: No Comments Notes: Application is insufficient to move forward to CDB. Need to revise application material and resubmit to be scheduled for additional DRC review.
