Sullivan Board Reporter The meeting was called to order at 2:06 p.m. at the Long Center. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 2 - Approval of Minutes - June 16, 2010 Member Plisko moved to approve the minutes of the regular Public Art & Design Board meeting of June 16, 2010, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 - New Business 3.1. Sculpture360: Season III - Review and Approve Sculptures Cultural Affairs Specialist Christopher Hubbard distributed background information and photographs regarding Sculpture360: Season III finalists, as chosen by the City's seven- member selection panel. The City received 64 submissions from 37 artists, an increase from previous years. Next year submittals will be accepted via the CaFE program. The three finalists are Nicole Beck for a mosaic and enamel on steel sculpture, "Astroterra," Ted Sitting Crow Garner for a painted welded steel sculpture, "Uppercutted," and Clayton Swartz, from Pinellas Park, for an aluminum sculpture "Constellation." Alternate artists include Jorge Blanco for "Zephyrus," Mike Hansel for "Inflatable Solid," and Kevin Eichner for "Muse Amour." Member Powers moved to recommend approval of the selection panel's choices, as presented, for Sculpture360: Season III finalists and alternates. The motion was duly seconded. It was commented that the selection committee spent significant time reviewing a good group of applications before determining which sculptures were best and provided the right balance. Mr. Hubbard said while some overlap exists, most selection committee members change from year to year. Upon the vote being taken, the motion carried unanimously. 4 - Items not on the Agenda Special Public Art & Design 2010-08-23 Mr. Hubbard provided updates regarding City plans to construct a retaining wall and install a footer at the Fire Station 48 sculpture site. Staff is satisfied with the number and quality of applications received through the CaFE program for the sculpture by the downtown boat slips. October 1 is the deadline for submittals for a memorial sculpture of Paul Owens, to be located in the entrance area of Carpenter Field, near the practice fields. No progress has occurred regarding FDOT's (Florida Department of Transportation) legal review of the City's Call to Artists proposal for the US19N overpass Public Art project. In response to questions, Mr. Hubbard said it has been determined that institutional properties are exempt from the Public Art requirement. The Scientologist's Oak Cove project is not exempt as it has a residential use. The Chair of the Clearwater Arts Alliance will speak with Clearwater Christian College to encourage the installation of public art on its campus. Discussion ensued regarding issues related to gathering public opinion before determining the finalist for the harbor front sculpture. It was suggested a "meet the artist" event, scheduled prior to the sculpture's installation, would provide public interaction with the artist. As this will be an important piece of art in Clearwater, it was recommended that the call for artists be withdrawn and reissued if the winning sculpture does not meet all board expectations. 5 - Adjourn The meeting adjourned at 2:36 p.m i Public Art & Design Advisory Board Special Public Art & Design 2010-08-23 2
