EMPLOYEE BENEFIT CONSULTANT AGREEMENT TO STUDY DISABILITY RETIREMENT BENEFITS '_.r', '~~....~ I I AGREEMENT 1:J... THIS AGREEMENT, made and entered into this ~ day of June, A.D. 1982, by and between the CITY OF CLEARWATER, FLORIDA, a municipal corporation, hereinafter referred to as "City", and MEIDINGER, INC., a consulting firm providing employee compensation and benefit services, located at 5775-B Peachtree Dunwoody Road, Suite 250, Atlanta, Georgia 30342, hereinafter referred to as "Contractor"; WIT N E SSE T H WHEREAS, the City desires to engage a recognized and qualified employee benefit consultant to study the City's disability retirement benefit including a comparison of the adequacy and cost of disability benefits among employee groups and other municipal and private employees, and to make recommendations concerning any desirable changes; and WHEREAS, the Contractor is fully qualified and desires to perform these services for the City; NOW, THEREFORE, the parties agree as follows: 1. SCOPE OF SERVICES 1. The Contractor will meet with appropriate City personnel to acquire the employee census data in Clearwater Employee Categories I-VI for use in report preparation. 2. Contractor will meet with necessary personnel for an on-site investigation of the current administrative procedures for disability verification (initial and periodic) coordination with Workers' Compensation (any other appropriate sources of disability income) and continuing administration while the employee remains disabled. 3. Contractor will contact (in conjunction with client personnel on a third party basis, if appropriate) sponsors of other plans that the City wants to compare with the evaluated plans. This comparison will include five other municipalities and five industrial plans chosen by the City. 4. Contractor w~ll analyze the information gathered, as outlined above, and prepare a report for presentation to the City. The final report will include an analysis of the adequacy of the various disability benefits compared to ,J CC ()O'-.,~ 1.....:;\ ._,__._.___L (J )_ . ~ I I -~"'- each other and outside plans selected. Contractor will include the Social Security and other available benefits in a format which consolidates the multiple sources in a graphic display and also provide relative cost estimates. Contractor comments will include recommendations for improvements in plan design and administrative procedures. Specifically, the final report will include: a. A quantitative comparison of plan benefits using the City plans as an index for comparison. Contractor's Relative Benefit Value System will be the primary vehicle for the comparison. b. Recommended changes and associated costs estimates. c. Comments on the adequacy of the benefits levels. d. Results of the administrative procedures audit and recommended changes, if any. 5. Delivery of Project Results - Consultant will present the results of the project in a written report. This report will be delivered in a meeting with City management to allow full discussion and clarification. 2. TIMING OF SERVICE Work will commence on June 1, 1982 with the final written report delivered to the City on July 19, 1982. 3 . CONSIDERATION 1. Consultant will be paid based on customary hourly rates for staff involved plus expenses which will be submitted in monthly billings. 2. However, the services described in this agreement will be provided for a total cost not to exceed $8,750. 4. The Contractor shall not assign any interest in this contract, and shall not transfer any interest in the same (whether by assignment or novation), without the prior written consent of the City thereto.
