Sullivan Board Reporter The Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 – Approval of Minutes – May 11, 2010 Member Griffiths moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of May 11, 2010, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 - NOVA Engineering and Environmental Presentation Economic Development & Housing Assistant Director Jim Donnelly said the City has contracted with NOVA Engineering and Environmental, a City EOR (Engineer of Record), to provide construction consulting services and project management for the Neighborhood Stabilization program. Daniel Coxe, of NOVA, said the firm employs licensed building officials, plans examiners, and code inspectors. He reviewed the contract’s Scope of Services. When City staff identifies a qualifying property, they forward an Inspection Request Form to NOVA, which contacts the homeowner, schedules an inspection appointment, and conducts the inspection. The inspection’s 14-page check-list includes consideration of livability and ADA (Americans with Disabilities Act) issues and verification that all electrical outlets are grounded. Examples of home deficiencies include air-conditioning, structural problems, roofs, windows, hot water heaters, refrigerators, etc. NOVA next generates an initial report identifying deficiencies at the residence and provides an engineered cost estimate. Upon City approval, NOVA prepares a renovation cost estimate to repair qualifying deficiencies. Upon the City’s notice to proceed, NOVA meets with the homeowner to explain the cost estimate and receive homeowner approval to solicit Neighborhood & Affordable Housing 2010-06-08 1 contractor bids. If authorized, NOVA then prepares and distributes all required bid information and documents to contractors that attend the firm sponsored pre-bid meeting and project site walk-through. At least three bids are required. Any general contractor may participate. NOVA gathers bid pricing and presents the results to the City and homeowner for combined approval to proceed. The homeowner contracts with the general contractor of their choice. NOVA prepares pre-construction paperwork: 1) Notice to Proceed, signed by the homeowner and general contractor; 2) Notice of Commencement, signed by the homeowner and general contractor and posted at the jobsite: 3) Subcontractor List; 4) Expedited Permitting Form; and 5) Subcontract required engineering or architecture drawings (if needed). NOVA tasks after construction begins: 1) receive and confirm contractor draw requests; 2) process in- progress payment affidavit; 3) process final payment affidavit; 4) perform daily QA/QC inspections. Daily inspections ensure that the general contractor is accountable; 5) provide dispute resolution (if required); 6) complete project closeout checklist; and 7) perform Davis Bacon wage analysis and report. NOVA then prepares the Final Project Closeout Report for the City and homeowner. The program is funded by federal and state money. Mr. Coxe said the program has phenomenal results. He said NOVA holds contractors accountable, gathers all warranty paperwork for the homeowner, and verifies that all manufacturer specifications are met. 5 – FY 2010/11 Proposed Consolidated Action Plan Housing Manager Michael Holmes reviewed the narrative responses for the FY (Fiscal Year) 2010/11 Proposed Consolidated Action Plan. See Exhibit: FY 2010/11 CAP Narrative Responses 2010-06-08. In response to a question, Mr. Holmes said funding amounts will not be known until Congress approves next year’s budget. Member Hughes moved to recommend approval of the FY 2010/11 CAP Narrative Responses. The motion was duly seconded and carried unanimously. 6 – Neighborhood Stabilization Program Update Mr. Donnelly reported Neighborhood Stabilization Program funds are beginning to flow. The program will be presented to the City Council on June 14, 2010 for approval. The City will be able to act as a bank, when necessary, to support the rehabilitation and construction of low- income housing, providing loans with 0% interest. The City is financing the first six homes of Habitat for Humanity’s Stevens Creek project. He hoped the Country Club project at the corner of Drew Street and Betty Lane will break ground in September. The Garden Trail project at Garden and Seminole is on the short list of projects under consideration. Once low-income loans are repaid, the money can be recycled. Private lenders are encouraged to participate in the final loan to the homeowner; the City will step in only when necessary. Funds can be used for construction, rehabilitation, or to subsidize a down payment. The City wants to recycle the money as quickly as possible; mortgages are not the best use for these funds.
