Sawyer Candler-Sawyer & Associates, Inc. 1034 Sixteenth Street North St. Petersburg, Florida 33705 Reference: Imperial Pines Tract "B" Pinellas County, Florida Dear Mr. Sawyer: Anticipating the build out completion of imperial Pines Condominiums, Tract "B" of the project site provides for the last 48 units of a total planned 216 unite scheduled for construction. Unique to the Countryside/ Northwood area, Tract "B" is ideally located within the substantially upscale imperial Pines Community. The property is part of a City of Clearwater approved site plan and is similarly represented in the Declaration of Conditions, Covenants and Restrictions of the Imperial Pines Condominium Association, Inc. as the site of the anticipated construction of 48 dwelling units (of which size is unrestricted) with all utility services immediately available to the property. With the current infrastructure improvements of Imperial Pines Condominiums, the site is serviced by an entry road to the project and is accessed by passing a manned security gatehouse. Domestic water service has been brought directly to the property as well as sanitary sewer service providing for connections to the actual setback lines of future construction. Electrical, television cable, and telephone are also immediately available to the site and are currently stubbed outside building setback lines for future construction. Storm drainage requirements including all retainage requirements have been met by the existing improvements providing for 100% useable acreage in the building site. The property is further enhanced by a 6' security wall enclosing the Imperial Pines project. Construction costs are substantially enhanced by these in place improvements with cost savings a realizable value of approximately $353/unit. This cost savings is based on an analysis-of the original site development and improvement costs proportionately distributed among the 216 units which these improvements will service. Further benefits of the site include the completed security gatehouse and 4000 eq. ft. Clubhouse facility. Based on the original cost of these specific improvements, the site directly benefits from proportionately shared improvement costs of approximately $2600/unit. The owner of Tract B" is entitled to use of these facilities in accordance with the conditions and agreements of the Imperial Pines Community Development and Developer Agreements. The actual market enhancement of the site with its rights to complete use and access of these facilities is considered to be substantially above the actual construction cost apportioned basis considered here. The approximate apportioned cost distribution of the 48 units of Tract "B" is approximately $750 /,.,,Also available to the owner of the property are fully completed architectural plan drawings and structural engineering plane available for immediate submittal for commencement of building construction. See in Addendum letter from Marc Rutenberg that discusses cost factors of being within the Imperial Pines condominium plat. Rutenberg Corporation, general partner of Imperial Pines, Ltd., is the owner of the subject and was the developer in the 1980's of the first three phases of Imperial Pines Condominium. Phases 1-3 contain a total of 168 units and, when combined with the subject's 48 unit potential, would create a grand total of 216 units when complete. In-place work or improvements that benefit the subject include utilities, perimeter wall, clubhouse, gatehouse, engineering, and building architectural drawings and plans. The appraiser has identified these benefits as the Imperial Pines Condominium Cost Amenities Package. Mr. Rutenberg has apportioned the estimated costs or benefits of construction as follows: Apportioned Per Unit Cost/Benefit --------------------- A. Utilities/Perimeter Wall $ 353 B. It is my understanding that a developer's request for an extension to the allotted time in which to obtain the permit is routinely granted by the Building Department. In most instances, this causes, no problem. However, during the time period allotted by the Commission for the developer to draw his building permit,a rezoning action, land use plan amendment, .zoning code change, etc. occassionally renders a plan inconsistent with present day development regulations. I know of six plans approved by the Commission (for which the building permits may or may not have been issued) which are not wholly consistent with todav's development---re ug_lations.
