Extend the existing deck around the restaurant, but at the allowed maximum height of 12" above grade. 2. Remove the 2 planters in the turn-around area at the north center of the site, and install a fountain in the center of the turn-aound. The small palm trees in the 2 removed planters will be re-located to the green area north of the turn-around. 3. Add planting areas at the west side of the turn-around. This will eliminate j parking spaces in the turn-around area which are compensated for with a cross-parking arrangement with the West Coast Building property, also owned by the Church. Final calculations requires 3 additional parking spaces. DATA:: In the final layout of the Sandcastle site, the inclusion of a.needed ramp for the disabled, inclussion of required loading area and based on the final square foot calculation of the new building, three additional off-street parking spaces are required Previously, the City has approved the use of cross parking between the Sandcastle and the Westcoast Building. This was for a total of 11 available parking spaces. According to Section 135.144. "Development requirements for the Bayfront subdistrict"s "(5) Off-street parking: Off street parking and loading - requirements within the Bayfront subdistrict shall be the same as within the Core subdistrict. These requirements are set forth in section 135.145, paragraphs (b) through (f)." (See attachment A) Paragraph (d),-subsection (1) provides a solution to the additional parking requirements. (See attachment H) Within four hundred (400) feet of the Sandcastle is City parking lots #5 and 7. Within six hundred (600) feet of the Sandcastle is City parking lot # 14. (See attachment C) The Assignment of cross-parking to any one of these City Parking Lots would be in accordance to the above referenced section of the Land Development code. Previous conversation with Mr. Crawford indicated that Lot #7 was the preferred lot for cross parking for Sandcastle use as it is under 90% full. ? i RECOMMENDATION: It is requested that the application of the Land Development Code of the City of Clearwater, Section 135.145. (d1) be used to resolve the parking requirements of the Sandcastle by crediting three (3) parking spaces from the City Parking Lot #7 at the corner of Ft. Harrison and Drew to the Sandcastle. These requirements an set forth in section 135.145, paragraphs (b) through (f). (b) View corridor. Forty (40) per cent of the width of the property (measured parallel to Clearwater Harbor) shall be kept free of buildings for the purpose of providing a view corridor to Clearwater Harbor and Clearwater Beach. The view corridor may be a single continuous space or divided incrementally. The area within the corridor(s) may be maintained as open space, be utilized for amenities, or be surfaced for unenclosed parking. Waterfront properties shall be exempt from the view corridor described herein, but shall comply with setback, clear space and other requirements applicable to waterfront properties. (c) Amenity area. All properties shall be provided with ground level amenities which positively contribute to the ambience and aesthetics afforded the Urban Center District, the area devoted to such amenities to be in accordance with the following: Floor Area Ratio less than 1.0 1.0-2.0 Minimum Amenity Area (Percentage of Lot Area) 5 10 All amenity"areas shall be provided with improvements which are conducive to establishing a high standard of urban aesthetics. Osceola Av., known as the Sandcastle, requires 6 additional parking spaces to meet the current parking requirements. DATA: The 6 additional spaces can be handled in accordance with Section 135.144. "Development requirements for the Bayfront subdistrict": 11(5) Off-street parking: Off-street parking and loading requirements within the Bayfront subdistrict shall be the same as within the Core subdistrict. The Gross Floor Area of this building is 16,205 S.F. Minimum parking for this facility is one parking space per four hundred (400) square feet. of gross floor area. (See attachment D) Therefore the minimum parking required for this building is forty (40) parking spaces. There are currently fifty-one (51) parking spaces on the site of 118 Ft Harrison Av. (See attachment E.) This leaves eleven (11) -available spaces which could be used to make up the six (6) spaces needed for the Sandcastle minimum parking requirment. 1 RECOMMENDATION: It is requested that the application of the Land Develoment Code of the City of Clearwater, Section 135.145.(d3) be used to resolve the parking requirements of the Sandcastle by credit of six (6) parking space from the Church of Scientology owned property of 118 Ft Harrision Av.
