Manual and 4-202.A.21)
A STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that invo
addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance with I
City of Clearwater Storm Drainage Design Criteria manual. A reduction in impervious surface area does not qualify as an exemption
this requirement.
If a plan is not required, the narrative shall provide an explanation as to why the site is exempt.
? At a minimum, the STORMWATER PLAN shall include the following:
Existing topography extending 50 feet beyond all property lines;
Proposed grading including finished floor elevations of all structures;
All adjacent streets and municipal storm systems;
Proposed stormwater detention/retention area including top of bank, toe of slope and outlet control structure;
A narrative describing the proposed stormwater control plan including all calculations and data necessary to demonstrate compliance with the
City manual.

3) Any damage to existing 8 ft. pedestrian sidewalk on School Board property shall be repaired
by contractor.
4) Need M.O.T. for the existing 8 ft. pedestrian sidewalk along the west side of the School Board
property, if construction is during normal school session, and work area is on east side of the 20
ft. wide utility easement granted per O.R. 14141, Pages 1286-1290.
5) Contractor will be responsible for removal and the reinstallation of existing fence(s), if needed
to provide a work zone.
6) The proposed driveway to be of permanent all weather paving material, either concrete or
asphalt per Community Development Code Section 3-1403(B).
7) Per the City of Clearwater Contract Specifications and Standards, Part "B", Technical
Specifications, Section IV, Article (19), "all round reinforced concrete pipe joints under
pavement, driveways and sidewalks within public right-of-way and any outfall system, shall be
wrapped with Mirafi 140N filter fabric or equal". Fabric to be a min. of 30" in width and
centered on pipe.

4. Provide a Tree Preservation Plan prepared by a certified arborist, consulting arborist, landscape
architect or other specialist in the field of arboriculture. This plan must show how the proposed
building, parking, stormwater and utilities impact the critical root zones (drip lines) of tree to be
preserved and how you propose to address these impacts ie; crown elevating, building lintels,
root pruning and/or root aeration systems. Other data required on this plan must show the trees
canopy line, actual tree barricade limits (2/3 of the drip line and/or in the root prune lines if
required), and the tree barricade detail. And any other pertinent information the arborist feels
relates to tree preservation. Provide prior to building permit.

I . Per Section 3-1204.D. The landscaping located to the west of the entrance* must be protected
from vehicular and pedestrian traffic by the installation of curbing along the perimeter of any
landscaping which adjoins vehicular use areas and sidewalks. These protective devices shall
have a minimum height of six inches above grade. *Only need to provide along the the radius
of the entrance than the curbing may stop.
2. Revise landscape plan noting a fully automatic irrigation system for all landscaped areas (100%
coverage) is required.
3 . Clarify. Why does the perimeter landscaping along the eastern property line stop near the
northern boundary?
4. Clarify. Total number of tree proposed. Code requires a tree every 35 feet, there are at are

5 . How is the design minimizing adverse effects on adjacent properties, including sound, smell,
visual, and hours of operation. The building elevations show several fans, vents and an external
mechanical unit (air conditioner). How will these impact the adjacent properties with regards to
sound and smell? There is a great concern from the surrounding community about the storage of
chemicals at this facility. How does this design minimize adverse effects with regards to the
chemical storage?
6. Explain how criterion #5 is being achieved. The supplemented site plan is unacceptable as a
response.
7. General Applicability Criterion #4 needs to be revised to address the minimization of traffic
congestion to the property.
8. General Applicability criterion #3 needs to be strengthened. There is a great concern from the
immediate community about the chemical storage at this facility. Please address this concern.
9. It is unclear how General Applicability Criterion number 2 is being met? Revise your answer.
How will this not hinder or discourage appropriate development and use of adjacent land and
buildings or significantly impair the value thereof?

Thought I'd give you a recap of where we're at with the siting of the RWBPS.
On the County Retention Pond Site
• Still need location of wetlands jurisdictional bou ndary--McKim &Creed working
• Develop cost--M&C
• Work out details of property transaction--Earl B.
• Work out issues with stormwater volume and add'I runoff caused by pump station--M&C
• Work out zoning issues. Perhaps we can take advantage of AE designation with large enough site and seek
an easement to place the station without subdividing parcel which would not require BOCC approval.
Otherwise, if we carve out a parcel, probably would require BOCC approval. M&C working on options.
• Spoke to Charlie Norwood (County) who again indicated we could work out a property transfer or purchase if
we subdivide. Charlie also helping with locating docs on jurisdictional boundary of wetlands.
• Potential opposition from McMullen, the southern neighbor, must be considered. Recommend this be
discussed at the ACM/CM level for political ramifications. Also understand from Earl there is a planned
development adjacent to the location of the RWBPS. If this location is opposed, could wind up in the same
spot.
• Develop option pros/cons--Tom F.
School Board Site
• Develop response to their Industrial Hygienist letter on 150 foot separation--M&C. (not much effort until
outcome of pond option)
• Tree issue reviewed by Tim K. Tim believes little impact, may have to do some root pruning. E-mail
forthcoming from Tim.
• Assume 150 foot requirement by Ciullas a deal killer in view of our proposed 20-30 foot add'I distance offer.
The Ciulla's existing home is approx. 60 feet from property line; bulk sodium hypo storage is approx 50 feet
from the property line for a total of 110 feet. With the School Board's 30 feet offer , that would total 140 feet
from the house. Please let me know if this is different.
Next steps from our end is putting together costs and issues associated with the county stormwater retention site
for your consideration. Would recommend moving forward with this option if at all possible. Expect this to be
available perhaps by the end of next week at the earliest. If this option proves out, recommend dropping School
Board provided site in favor of the stormwater pond location. Next meeting of DRC is Aug 4th to continue with the
School Board option site--would like resolution prior to that meeting.
Plan to change site location as a change order to the successful bidder on this project if stormwater site is agreed
upon.

The intent of this email is to outline where we're at with the options and issues associated with the siting of the reclaimed
booster pump station in view of the fact I'll be on vacation next week.
I have a call into the Ciulla's requesting status of their acceptance of sliding the site behind their property 20-30 feet and
advised them we were delaying the siting for the DRC review until the next meeting as a good faith gesture. Expressed
urgency due to imminent departure of Mr. Miller.
I called Mike Maroney at the County and learned they are still reviewing the siting at the stormwater retention pond. Mike
informed me there may be a mitigation issue that would need to be addressed--the proposed site location is in an area
where mitigation was required due to wetlands impacts associated with the McMullen-Booth Rd expansion. More to come
next week.
Informed both they could reach Todd Petrie next week to continue working towards resolution.
Mike--pls consider this e-mail a formal request to delay the DRC meeting. I understand from Gina all subsequent dates
shall now slip. Tom--since bids were rc'd already, it appears we'll extend beyond the 90-day award cycle--pis work with the
contractors to extend the award timeline once we receive word from Planning on revised dates. Will also need to prepare
appropriate change orders for selected option.
We will continue working on issues associated with the existing site.

The following represents an understanding of the discussions from the subject meeting.
If changes should be made, please inform the author promptly so that an accurate
record can be maintained.
1. The meeting was held at the City Manager's Office, City Hall.
2. The purpose of the meeting was to discuss the site location behind the Attention Home that is
intended to be used as a location for a city reclaimed water booster pump station.
3. The issues of Sodium Hypochlorite (liquid bleach) were outlined by Attention Home (AH)
representatives, who also distributed a Hazardous Substances Fact Sheet from the New Jersey
Department of Health and Senior Services to attendees. Major concerns of the chemical are:
a. Hazardous Substance
b. Corrosive
c. Proximity to Attention Home and School
d.Vapor/Fumes from pump station vents
e. Potential health effects from bleach vapor
AH also stated concerns with 150' evacuation zone from bleach spill area.
4. The City responded to these issues. The pump station building is designed with secondary
containment basin to contain any leak or spill from the chemical storage, pumps or piping. The
facility has leak detection and alarm functions. The storage tank has a vapor recovery system for
chemical delivery, where vapor release is potentially highest.
5. Chief Gray (City Fire Marshall) discussed the DOT Emergency Response Guide in detail. The
ERG is provided primarily as a guide to "first responders" of a chemical spill, pertaining to
transportation related spills. The 150' referenced by the AH is not an evacuation zone, but an

immediate precautionary measure to.isolate,the spill zone. During a spill event, first responders
would contain the spill within the isolation zone, assess the spill threat, mitigate any threat, and
coordinate cleanup.
6. AH stated concerns about the chemical supplier's accident history, chemical delivery trucks, driver
training. City will request qualifications, training requirements and spill response protocol from the
supplier and provide the information to the AH. The City will look into this.
7. The proximity of the pump station to the Attention Home property was discussed. The City asked
the AH if moving the station further away would be acceptable. The AH responded favorably.
The City stated they had discussed with Pinellas County Real Property (PCRP) sliding the building
further from the AH property. The PCRP stated concerns with limiting future school development
but that they would be supportive of allowing another 20-30' south of the current location. AH is to
send a letter to the City if the setback is acceptable, as this letter will be necessary for PCSB
approval.
8. Jim Miller (PCRP) reiterated that he would support the sliding of the site, but that the distance
would be limited. The discussed distance of 20-30' would be the limit. Any agreement between
the City and AH that involved sliding the site, and require additional property, would need to be
approved by the Pinellas County School Board.
9. The City is investigating possible pump station siting at the Pinellas County stormwater site.
County stated they are initially favorable, but will need to check pond engineering and permitting
data. City will continue to pursue this option with the County, as this site appears viable from an
engineering perspective, however additional investigation is required before this if known. No
details or specifics regarding the available or allowable use of this site have been provided by the
County to the City, so this option is only conceptual at this point.
10. Sandy Ciulla asked about the status of the Feurst property option. Andy Neff stated this option
was no longer being considered by the City due to the cost and public objections. The intensity of
the objections on the present site has made it very difficult to place the pump station elsewhere.
11. A potential agreement in concept was discussed, where the City and Attention Home would agree
to the following:
a.The City would continue to pursue the siting of the pump station on a portion of the County's
stormwater pond property.
b.The City would continue with permitting efforts at the City's existing site adjacent to the AH
property.
c. The City, with PCSB approval, will agree to slide the site 20-30' from the AH property, if the
AH will agree to support the pump station siting. (The distance the AH is willing to agree
to is not determined. They will consult with their engineer and hygienist.)
12. Mr. Horne indicated the City was willing to work with the Ciulla's on the existing site and the City
would pursue the possibility of placing the pump station on County property near the County's
stormwater retention pond, but can't keep chasing options indefinitely. Mr. Horne asked for the
Ciulla's support on either existing option on the table once a decision is made.

On June 30, 2005, the Development Review Committee (composed of the City's professional staff) will review

General Summary of the Project and Site Data Table
The proposed project consists of the construction of a Reclaimed Water Booster Pump Station
Building that will be located on a City owned parcel adjacent to the McMullen Booth Elementary
School property, approximately 700 feet south of Union Street. The parcel is to the west of the
school's south entrance road. The parcel identifications in which the proposed building,
driveway and sidewalk will be located are 05-29-16-00000-110-0900. The listed owner is the
City of Clearwater. The parcel is currently unused and vacant. The area is currently zoned
"Agricultural Estate Residential District" (A-E) and located within Pinellas County. An
Application for Annexation has been submitted to the City concurrent with this Site Plan
Application.
The proposed building will contain pumps, motors, chemical storage, controls and electrical
equipment for the reclaimed water transmission main along Union Street to serve the area west
of McMullen Booth Road. The building will not be occupied. The building use is
"Utility/Infrastructure Facilities".
The proposed building is a single story structure with a hip roof design. The building will be of
masonry and stucco construction, consistent in scale and exterior detailing with the adjacent
school structures. The dimensions of the building are listed in the Site Data Table.

Union Street Pump Station - Drainage Narrative
This site is located in Section 5, Township 29 S, Range 16 E, in Pinellas County, Florida.
This project consists of the construction of a reclaimed water booster pump station. The
project is located next to the McMullen Booth Elementary School, with the site area of
0.263 acres (11,475 SF) and currently undeveloped. Proposed development consists of
a 1,950 SF pump station building with associated driveway, sidewalk and stormwater
pond for a total proposed impervious area of 7,007 SF. Of this, 2,727 SF will be subject
to vehicular traffic. This facility will be an unmanned pump station with access by
vehicular traffic for maintenance and servicing only. Therefore, a reduced pollutant load
will come from this site than what would normally be associated with entrance drives.
Providing a dry pond will reduce runoff and treat any increased pollutants from the site.
This will insure no adverse impacts will be introduced to surrounding properties from the
construction of this project.
Treatment volume of 1/2 inch over the total project area is to be treated on-site by
percolation. Geotechnical information used in the drainage calculations have been
attached to the drainage calculations. The pond is designed to be a shallow percolation
pond, which will receive runoff by over land flow. Overflow from the pond is proposed to
outfall through a control structure on the east side of the property into the existing
drainage swale that runs along the school entrance road.
The pond is sized to ensure total runoff from the site will not exceed runoff from the area
prior to its development. Runoff from the existing site sheet flows to an existing roadside
ditch that runs along the east property lines.
Preliminary results from MODRET are attached. This site is located in Flood Zone "X",
as shown on the FEMA Flood Insurance Rate Map, Community Panel # 12103C0127G
(Sept. 3, 2003).

Transmitted herewith are results of the exploratory boring and Double Ring Infiltration
(DRI) test conducted at the subject site. The results of the structure area borings will be
presented in a separate report.
A hand auger classification boring was conducted to a depth of 5.4 feet beneath present
grade within the proposed stomlwater pond area. A Double Ring Infiltration (DRI) test was
conducted adjacent to the boring at a depth of 18 inches below existing grade. Topographic data
on the plan provided indicates that this would be near the pond bottom elevation.
Soils penetrated by the boring consisted principally of fine sands with variable silt and
clay fines content. The soils to about 1.4 feet generally comprise the SP Unified Soil
Classification. Between about 1.4 and 4.2 feet, the sands contained an increase in :fines, resulting
in an!E M to SC classification. Slightly silty to relatively clean fine sands were evidenced from
4.2 eet to -ezrilip elenon depth of the boring. Note that rock fragments in the soils prohibited
sampling below about 5.4 feet.

?iroundwater was evidenced at a depth of 4.8 feet in_the :borin . Please note that our field
studies were conducted during a relatively dry period during the typical dry time of the year.
Review of the Pinellas County Soil Survey indicates the presence of "Wauchula and Myakka soils
in the project vicinity. These soils have an indicted normal seasonal high groundwater level
within a foot of the original ground surface. Based upon results of our studies, it is our opinion

that normal seas no al-high yroundw•atez-levels may occur above the lower permeability clayey
zone, or at about;2 feet.b.elow-the-existing_.ground_"surface. However, groundwater may
temporarily perch above the silty sands during periods of increased rainfall.
Results of field testing indicate an` infiltration rate of 5.-per-ho u-M at the test
location and depth. Care should certainly be exercised in the application-of Dbuble-Ring
Infiltration test results to the design of drainage facilities. The analysis of seepage infiltration
must include a careful assessment of hydraulic seepage boundary conditions, and other factors,
which will influence pond operating characteristics. The presence of low permeability silty to
clayey soils at and below the planned pond bottom elevation would certainly affect the pond
performance.

TEST PROCEDURE: The test was conducted in general accordance with ASTM D 3385-75. A seven (7") inch
hydraulic head was utilized. The infiltration rate was determined at selected time intervals by recording the time for
a 1 inch drop in water level. The seven (7) inch head was then re-established until the next test interval. The test
was continued until stability was achieved and the infiltration rate did not vary in excess of 5%
between successive measurements. Readings were recorded at intervals not exceeding 30 minutes.
The plotted infiltration rate above represents the average of all observations during each interval.
