A STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that invol
addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance with t
City of Clearwater Storm Drainage Design Criteria manual. A reduction in impervious surface area does not qualify as an exemption
this requirement.
If a plan is not required, the narrative shall provide an explanation as to why the site is exempt.

Mass Appraisal is the systematic appraisal of groups of properties as of a given date using
standardized procedures and statistical testing. Its purpose is to provide an equitable and efficient
appraisal of all property in a jurisdiction for ad-valorem tax purposes.
We recognize that there is a reasonable range of values within which a property can sell. Our
Mass Appraisal Market Value tends toward the lower end of the range. Recent upgrades or
remodeling efforts completed by a seller in order to prepare a property for sale, especially those
on the interior of a building, are often not reflected in our Comparable Sales Value.
Finally, our values are historical and are developed using arms length sales from the three years
prior to January 1. For this reason, our values are generally lower than what a seller will ask for a
property in today's appreciating market.

Dear Mr. Castellano:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On May 5, 2005, the Development Review Committee (DRC) reviewed your
application for Flexible Standard Development approval for a second story addition to an existing
single-family detached dwelling, located in the Low Medium Density Residential district. The request
includes a front (west) setback reduction from 25 feet to 12.88 feet (to match the existing building); a
front (south) setback reduction from 25 feet to 20 feet (to match the existing building); and a side
(north) setback reduction from five feet to four foot, four inches (to the building), per Section 2-203.C.
The DRC recommended approval of the application with the following bases and conditions:
Bases for Approval:
1. The proposal complies with Detached Dwellings criteria under the provisions of Section 2-203.C;
2. The plan complies with General Applicability Criteria under the provisions of Section 3-913; and
3. The proposed development is compatible with the surrounding area.
Conditions of Approval:
1. That Impervious Surface Ratio calculations be revised prior to issuance of a building permit;
2. That any new concrete driveway apron(s) constructed within the right-of-way be a minimum 6"
thick fibrous concrete, and a minimum 3000 psi with 6" x 6" / 10 x 10 w.w.f. [sidewalks shall not
be constructed within this apron area(s)];
3. That the existing sidewalk within the right-of-way be removed to the nearest joint beyond the
proposed drive apron/driveway and replaced per City standards by the applicant; and
4. That prior to construction a certified arborist is obtained to elevate and trim trees located near the
structure.
I concur with the findings of the Development Review Committee and, through this letter, approve
your application for Flexible Standard Development with the four above conditions. The approval is

ANALYSIS:
The 0.137 acres is located at the northeast corner of the intersection of Sunset Drive and Princess Street. The parcel is
located within a residentially developed area of well-maintained single-family homes. The characteristics of the single
family homes located on Princess Street are primarily single story and average around M7, square feet in gross floor
area. Similarly the characteristics for the single-family homes located along Sunset Drive are dominated by single
story homes. The site has several large trees that will need to be designed around and it is expected that the Land
Resource Inspector will be paying close attention to the health and status of the trees.
PROPOSAL:
The proposal is to renovate the existing garage and to construct a second story over the existing 1,600 square foot
structure and to create a 3,383 square foot single-family residence. The proposed additions to the single-family
residence will maintain both established reduced front setbacks that are characteristic to the surrounding vicinity.
While the development complies with height, density, and impervious surface ratio standards within the Low Medium
Density Residential District, the second story is not consistent with existing development in the area. The second story
is not in harmony with the scale, bulk, and character of adjacent properties. However, due to the constraints of the
existing trees on the property, the proposed additions are not considered otherwise impractical without deviations from
the intensity and other development standards.
