I spoke to the zoning department and they said that this would be possible. In Section 2- 303 C-3b Flexible Standard Development states: The reduction in side setback is necessary to permit the development or redevelopment of a vacant lot or lot improved with a substandard structure, the redevelopment of which would not otherwise be economically feasible.
