A STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that im
addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance

Section D Written Submittal Requirements
ORIGINAL
1) The accessory structure is in harmony with the surrounding lands/homes because
the structure is small house looking (8 x 8 x 8.5 feet) and resembles that of other homes in
the area. (See photographs)
2) The accessory structure is small and would not hinder the development of any
other lands or homes in the area. The structure will not decrease the value of the lands or
homes because the structure is well built, painted nicely, and retails for $1800.
3) The accessory structure does not adversely effect the health or safety of my family
or my neighbors. The structure is built solidly to withstand hurricane force type winds and
is constructed of wood, metal hurricane ties, and has concrete footers. The structure has
bolted doors to prevent entry from within my yard and the yard is fenced in to prevent
entry into it from outside my yard. There will be no hazardous materials stored in the
shed.
4) There will be no impact on traffic congestion because the structure will be in my
back yard which has no traffic in it.
5) The structure is consistent with the community character because it looks like a
small house and therefore blends in well with my house as well as other houses in the area.
There are numerous other neighbors in the immediate area with accessory structures as
well. It should be noted that the neighbors' structures are mostly larger and taller then
mine. Some of the structures are not attractive to the eye. (See photographs)
6) There are minimal adverse effects because of building the accessory structure.
The structure is neatly painted with three colors and has shutters. The structure is mostly
covered by my six foot high fence, on two sides, and a small Camphor tree on the other
side. In the near future, I will also be planting flowers, shrubs, and possibly additional
trees around the structure. It should be noted that I have obtained letters from four of my
backyard neighbors and they all state that they have no concerns over the structure nor its
location. The structure is pleasing to the eye, will not make any sounds, and is not
expected to emanate any odors. The structure will also only be used during day time
}!011[5.

RESIDENTIAL IN-FILL PROJECT CRITERIA (7)
0 ORIGINAL
1) I was informed by City of Clearwater Code Enforcement Department that a permit
was not needed due to its small size. I was next told that it was acceptable to build the
accessory structure within the 10 foot setback area, in my back yard, as long as the
structure did not have a concrete base. The structure is 8 x 8 feet, does not have a
concrete base, but does have concrete footers. The concrete footers were used as
hurricane tie downs. At this time it is impossible to comply with city setback codes
because the structure is completely built and would need to be destroyed if moved because
of the footers.
2) The accessory structure will not reduce the value of my house or that of any of my
neighbors. The structure is well built and is painted very nicely. The materials for the
structure cost me $600 and the building itself retails for $1800 at Home Depot. The
structure is also mostly covered on two sides by my six foot high fence and on the third
side by a growing Camphor tree.
3) Accessory structures, such as this, are allowed in the City of Clearwater and are
commonplace in my neighborhood.
4) My plot/area is zoned for residential construction. My accessory structure is
appropriate for residential areas. Many of my neighbors have similar types of structures in
their yards, and many of the structures are much larger, and are not attractive to the eye.

5) The accessory structure will upgrade the immediate area because it was allow
certain items to be placed in the structure and removed from my garage This will allow
my garage to look less cluttered from the street. This will also allow me to park at least
one of my three cars in the garage. By parking the car in the garage that will decrease the
congestion in the street and make the area safer for other traffic and other pedestrians.
6) The accessory structure is painted with three different colors, has shutters, and fits
in well with the other houses in the area because it is similar in appearance. The function
of the structure will be to store yard type items that will reduce clutter in my garage and
yard. This neat appearance can only add to the beauty of the County Side area. The
structure will be well maintained over the years. Flowers, shrubs, and trees will be planted
near by to enhance the appearance of the structure
7) As mentioned above, the benefits to the community are that my accessory
structure will decrease the clutter in my garage and yard making better curb side appeal
for my house and thus raising property values in the neighborhood. The area will also be
safer for vehicle and pedestrian traffic because I will now be able to park at least one of
my vehicles, in the newly made area in the garage, and remove?tke ve-hicle from the street.

BASIC GARDEN SHE
Built on V- oot area, this versatile
garden shed is both practical and
stylish. Its board-and-batten siding
complements many landscape styles. The
plain expanse of siding becomes more
interesting with the double doors and their
diagonal facing and with the large 5x6-foot
window trimmed with 1x6s and lx4s. The
stud walls accept any siding, so you can give
the building any look you want.
The large 6-foot doorway and 120 square
feet of floor area render this shed suitable for
storing a riding mower while leaving plenty
of room for other garden equipment.
This design is the basis for other sheds
illustrated in this chapter. Build the structures
as shown or modify them to suit your needs.

Lay out the site by assembling the
2x6 frame, as shown at right. Doing
so produces fast, accurate results.
(See "Building a Ramp" on page 24
for information on preparing the
site for a ramp into the shed.)

the frame and square it as shown.
Then mark the perimeter and post
locations with spray marking paint.
¦ PREPARE THE SITE: Remove the frame,
dig the postholes, and remove about 4 inches
of soil, 6 inches in hard clay. Lay landscape
fabric in the excavation, overlapping the
seams 10 to 12 inches. Then fill the site
to grade with coarse crushed gravel. The
fabric and gravel fill prevent weeds from
germinating and let the site drain

FRAMING THE WALLS
Following the framing plans on these two
-pages, cut the lumber for one wall-at a time
and assemble it. Build the walls on the floor,
then raise them into place. Starting with the
back wall, build each wall, raise it, and brace
it temporarily to give yourself room to work.
Vertical siding requires 2x4 blocking between
the studs, but you can install it later. (See
pages 84-85 for more about walls.)
¦ MARK THE PLATES: Align the top and
bottom plates and mark them for each stud
location, including king studs, jack studs, and
cripple studs. Build each corner post as a unit
and treat it as a single stud.
¦ RAISE THE BACK WALL: When you
stand the wall up, fasten it to the floor and
brace it with 1x3 braces nailed to the studs
and the floor, making sure it's plumb.
Temporarily nail a 1x3 diagonally across
the wall to keep it square.
¦ SETTING THE SIDEWALLS: Assemble
and attach the sidewall and door wall next,
then complete the framing with the front
wall. Brace each one plumb and square. Leave
the braces in place until you install roofing or
siding, whichever you choose to do first.
¦ CENTERING A WINDOW: If you are
installing a window that's larger or smaller
than the one specified here, you probably
will have to alter the stud layout to center
the window. It's best to lay out window
framing on paper before marking the plates.
To center a window, subtract the width of
its rough opening (the length of the header)
from the total length of the wall. Draw in
the jack studs, the header, and the king studs,
centering them on the wall sketch. Then

measure 16-inch intervals from each end
until you reach the king stud that supports
the window, keeping the space between any
two studs at 16 inches or less. Transfer the
dimensions to the top and bottom plates.
¦ TYING THE CORNERS: Mark the rafter
centers on the cap plates and install the cap
plates. Lap the cap plates over the top plates
at the corners, as shown at right. Center the
rafter ties on the cap plate at rafter locations.
BUILDING A RAMP
A ramp, as shown in the illustration on page
22, makes getting a lawn mower or other
wheeled equipment into the shed easier.
When you prepare the site, pour a 4-inch-
thick grade-level slab 6 feet wide (or a little
wider than the doorway), extending 4 feet
from the rim joist. Then build the ramp
later. (See pages 80-83 for information
on concrete slabs.)
To build the ramp, saw a 10-degree bevel
on the top edge of a 64oot4ong 2x8. Lag,
bolt the piece, bevel facing up and out, to
the rim joist in front of the door opening.
Cut five 2x8 stringers 41 inches long that
taper from VA inches wide at one end to a
point at the other. (You can probably cut
two from one 42-inch piece of 2x8.) Attach
the stringers to the beveled 2x8 with angle
brackets. Install 2x8 planking on the ramp.
Bevel the leading edge of the first plank to
reduce the bump onto the ramp.

Code Inspector,
On 8-5-05 Mike Coccia came to my house and inspected the shed that I had
recently built. Mr. Coccia informed us that the shed did not need a permit
but was in violation of the rear set backs. At that time I told Mr. Coccia that
three-to four months ago I was told by my neighbor, who just put-up a 8x10-
foot shed in their back yard, that a permit was not needed because of the
small size of the structure. The neighbor had actually gone to the city
development office twice to check on this before building their shed.
Despite taking this information as reliable I also called the city planning
department, gave them my address, and asked them if I needed a permit to
build a 8x8 shed in the far back corner of my yard. The person I spoke to
informed me that because of the size of the shed a permit was not needed. I
next asked that person about the rear set back. I recently put in a in-ground
pool and know about the set backs. That person specifically said that a shed
that size without a concrete base/floor did not meet the set back
requirements. That person went on to say that as long as I understood that
the city, some day, may want to put a cable back there and may dig that area
up and disturb the shed, that it was ok to build it there. I took this
information as good information. This information also collaborated with
the other information I had gotten when building the pool and the pool deck
along with the fire pit deck. At that time a 8x8 foot brick patio was put in
butting up to the rear fence. I was told that it could be done because it could
be moved if the city wanted at some time to build under it. A city code

Because of all the above mentioned information, research done, including
talking to the city planning department, I thought it was ok to build the
shed as I did.
I would like to mention that the shed does not have a concrete base, I
understand that at some point in time the city may want to dig under it, and
the shed is a good looking small house type structure. The shed was well
built with hurricane straps and concrete footers. The shed is also mostly
hidden, from my neighbors, by the back yard fence.
Please see enclosed pictures of my back yard and shed. Also enclosed are
pictures of my front yard, our two back yard neighbors, other neighbor's
sheds and structures in the immediate area.
As you can see from these pictures I have a good looking house and yard
that maintains the beauty of the Country Side area and does not distract
form it.
In my case I am not pleading ignorance of the codes of the City of
Clearwater however, I made a good faith effort into checking on what the
codes were and tried to build the shed correctly and was apparently told
incorrect information. At this point in time I feel that it would be unfair to
request that I move or tear down the shed because of all of the above
mentioned reasons and not to mention impossible to move.
If needed I am willing to speak with any inspector regarding this issue.
I am requesting that a variance be granted for my shed.

Development Code. On November 3, 2005, the Development Review Committee (DRC) reviewed
your application for Flexible Standard Development for an accessory shed at an existing single-family
residence with a reduction in rear setback from 10 feet to two feet and a reduction in side setback from
five to two feet, per Section 2-203.B. The DRC recommended approval of the application with the

As a property owner within 200 feet of 3326 HUNT CLUB DR, the City of Clearwater Planning Department
gives notice that an application for REQUEST REAR SETBACK BE REDUCED.
On November 03, 2005, the Development Review Committee (composed of the City's professional staff) will
review and determine whether the application demonstrates compliance with the City's Community
Development Code. Following that review and determiniation, the Planning Director will issue a
Development Order approving, approving with conditions, or denying the application. The earliest date that
the City will make a decision on the application will be November 03, 2005.
