Our 50 year old ranch-style house is among the smaller homes in the neighborhood yet
- is on the largest lot in the neighborhood. The professionally designed additions on the
back and front will be in keeping with both the style of our home and other residences in
the area.
2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly
impair the value thereof.
The remodeling will enhance our home which in turn will reflect well on-the--
neighborhood.
3. The proposed development will not adversely affect the health or safety or persons residing or working in the neighborhood of the proposed
use.
The health and safety of persons residing in the neighborhood will not be affected.
4. The proposed development is designed to minimize traffic congestion.

Our back neighbor has a lot of shrubbery that has grown high on his side next to our
- -chain link fence; there is already a fair amount of visual privacy between the two homes.
A new privacy fence placed about 10 feet inside our chain link fence and new
landscaping that will partially block our neighbors' view of the addition on the back of the
house will further enhance the appearance of our back yard from our house, and the
view from his as well. With two greyhounds that use our back yard as their personal
race track, the current condition of our backyard can best be described as "natural" with
patriarch oaks providing shade, and their leaves ground cover for most of the area. The
new addition will lead to a much more attractive backyard design, a reduction in running
use by the greyhounds, and will integrate well with the existing landscape in the front of
the house, too. (The remodeling involves adding rooms to the back and front of the
house.)

Our single family home will remain a single family home in a neighborhood of single
family homes. Nothing will change as a result of our remodeling.
5. The development of the parcel. proposed for development as a residential infill project will upgrade the immediate vicinity of the parcel
proposed for development.
We are proposing to remodel an existing family home, not develop a parcel.
6. The design of the proposed residential infill project creates a form and function that enhances the community character of the immediate
vicinity of the parcel proposed for development and the City of Clearwater as a whole..
- The community character can only be enhanced by the remodeling of our home.
Everything that we are proposing to do agrees with the restrictions and covenants of Del
Oro Groves.
7. Flexibility in regard to lot width, required setbacks, height and off-street parking are justified by the benefits to community character and the
immediate vicinity of the parcel proposed for development and the City of Clearwater as a whole.
The home of our neighbor to the West (3310 San Pedro Street), built in the 1960's,
extends substantially into the setback at the back of the lot. (See attached picture.)
Other nearby homes in our neighborhood have decks or lanais that go to the back of
their properties. What we are proposing is adding an attractive addition to our home.

the exception of a tangerine tree on the front of the house, no trees will need to be

No grading plan is needed since the additions to the house will conform to the existing
slope of the yard. There has never been a drainage problem for our down-slope
neighbor on the East side of our property (3330 San Pedro). Because our neighbor
behind us (3319 San Jose Street) has a lot that is on the same pitch from West to East
as ours, there hasn't been a run-off problem there either. The privacy fence that we will
build in the back will probably be wooden and located several inches off the ground and
will start and end more than sixty feet away from each of our side neighbors.

On May 5, 2005, the Development Review Committee (DRC) APPROVED the above Flexible
Standard Development (FLS) application for an addition to a single-family home. The request
includes a reduction for the rear (south) setback from 25 feet to 15 feet section 2-103.A.
The DRC recommended approval of the application with the following bases:
Bases for Approval:
1. The proposal complies with Detached Dwellings criteria under the provisions of
Section 2-103.A;
2. The plan complies with General Applicability Criteria under the provisions of Section
3-913; and
3. The proposed development is compatible with the surrounding area.
Section 4-403 of the Community Development Code requires the application for a building
permit within one year of the date the FLS approval. This same Section allows an extension of
time to initiate a building permit, provided good cause is shown and documented in writing
within the original period of validity. The Planning Director may also consider whether
significant progress on the project is being made and whether or not there are pending or
approved Code amendments that would significantly affect the project.
On May 5, 2006, you submitted a request for a time extension to apply for a building permit to
construct the addition to your home. Your letter cited financial, seasonal and the need to secure
the services of a satisfactory contractor.
In accordance with the provisions of Section 4-403 of the Community Development Code, I
APPROVE a one-year time extension to May 5, 2007, to submit an application for a building
permit to construct the addition on your parcel 3318 San Pedro Street.
Please be aware that the issuance of this Development Order Extension does not relieve you of
the necessity to obtain any building permits or pay any impact fees that may be required. In

Our remodeling plans were delayed last year because 1) we had to sell property in
order to finance the remodeling; 2) we wished to delay the start until after the prime
hurricane months of August, September, and October; and 3) our search for a
satisfactory contractor consumed much more time than we had expected. We now
have the resources and a contractor and believe we are ready to start the renovation.

Flexible Standard Development approval (May 05, 2005). All required certificates of occupancy shall
be obtained within one year of the date of issuance of the building permit. Time frames do not change
with successive owners.

APPROVAL AT 3318 SAN PEDRO ST (FLS2005-03023)
To Surrounding Property Owners:
As a property owner within 200 feet of 3318 SAN PEDRO ST, the City of Clearwater Planning Department
gives notice that an application for Flexible Standard Development approval for an addition to the rear of an
existing single family residence as a residential infill project to reduce rear north setback from 25 feet to 14 feet
per Section 2-103.B..
On May 05, 2005, the Development Review Committee (composed of the City's professional staff) will review
and determine whether the application demonstrates compliance with the City's Community Development
Code. Following that review and determiniation, the Planning Director will issue a Development Order
approving, approving with conditions, or denying the application. The earliest date that the City will make a
decision on the application will be May 05, 2005.
The City encourages you to participate in the review of this application. You may contact me at 562-4557 or
for further information, visit our office to review the files and/or submit written comments to be considered in
the City's review of the application. Please be advised that the applicant may submit additional or new
information regarding this case; which you may review during regular business hours. However, no further
notice will be provided to you should the application be amended.
An appeal of the decision of the Planning Director may be initiated by the applicant or property owners within
the required notice area who present competent substantial evidence at, or prior to, the Development Review
Committee meeting on May 05, 2005 . An appeal must be filed, including an appeal fee, with the Planning
Department within seven days of the date of the Development Order.
