The development as proposed is consistent with the Community Development Code as outlined below. It is also consistent with the intent and direction of the Design Guidelines. Clearwater Downtown Redevelopment Plan: The site is located within the Downtown Core character district of the Clearwater Downtown Redevelopment Plan. This area is recognized as a vital supporting link of Downtown Clearwater. The Clearwater Downtown Redevelopment Plan recommends that this area be redeveloped with a mix of residential, office and neighborhood commercial uses. Specifically, it recommends the redevelopment of the Downtown Core district with retail uses to enliven Downtown. This strategy has been identified as a way to stimulate the redevelopment of property in the area and to reposition the Downtown as a viable economic entity in the region. The Clearwater Downtown Redevelopment Plan establishes criteria against which proposals to be located within the Plan boundaries are measured and are discussed further in this report. This proposal is consistent with the Plan. The proposal is consistent with the Goals, Objectives and Policies of the Clearwater Downtown Redevelopment Plan including: 1. Vision: Quality urban design is critical to new construction and renovated buildings. The building, built in 1958, was historically used as a automotive service station. It was vacant for years and has recently be reused as a hair salon. It has been well maintained. The proposal includes minor modifications of the fagade including painting the body of the building Lowes City Storm 4008-2A (medium grey) and the trim Lowes Quite Red 1011-3 (medium red). 2. Goal 1: Downtown shall be a place that attracts people for living, employment and recreation. The City shall encourage redevelopment that will attract residents and visitors to Downtown as a recreation, entertainment and shopping destination. This project will provide the further rehabilitation of an existing building with a retail use advancing this goal of creating a vibrant downtown. 3.
