The property is zoned Tourist with a usage of Social and Community Center. New development will increase in value along with surrounding facilities. The property development is consistent with the community character of the immediate vicinity of the parcel. The Clearwater Yacht Club is just revitalizing itself and making it more user friendly. A new look is a welcome change. 6. The design of the proposed development will minimize adverse affects such as visual, acoustic and olfactory. The Club's facility will not operate any different than his have over the years. It will only be more efficient. COMPREHENSIVE INFILL REDEVELOPMENT PROJECT CRITERIA 1. The proposed redevelopment of the parcel is impractical without deviation from the use, intensity and development standards. Although we are asking for minimum setbacks, ie., front setback from 4' to the building column where 15' is required, this is only for the east side of the property for the second level of parking. This architectural style and appearance fitting with a yacht club. We are not requesting any side setbacks or reduction in height and are only looking for a reduction in the rear setback of 2'. Surrounding facilities which have just been approved through the Community Development Board have more extreme front setbacks. 2. At the present time, the properties just market value'according to the Pinellas County Property Appraiser's office is estimated at $3,200,000.00, with the redevelopment of this property, we are estimating the just market value at $5,200,000.00. 3. The uses within the comprehensive infill redevelopment project are compatible. The Zoning is Tourist and the Land Use is RFH which allows a Social Community Center. i 4. The uses or mix of use within the comprehensive infill redevelopment project is compatible with adjacent land uses. The. surround land uses are compatible as they have been for years. We are not proposing to change the facility from its existing use, just enhance. Other suitable sites are not available in the City of Clearwater. The Yacht Club has found its home on this existing site 29 years ago and the surrounding community has no objection to its location. The club's membership is currently at 950 members, most who currently reside in Clearwater and the surrounding neighborhoods. 6. The redevelopment of this project will upgrade the immediate vicinity of the parcel proposed. The Yacht Club is more or less getting a "face lift". It is becoming more user friendly, providing easier accessibility and providing more than adequate parking for its users. The proposed improvements to the subject site will be significant through the well designed architecture of the proposed building to the landscape improvements to the site where little to none exists at this time to the on-site, designated parking and vehicular use areas that meet today's Code requirements. 7. The form and function of this redevelopment will enhance the community's character and immediate vicinity. It is nice to see a building which was been in the City for 29 years taking pride in its community and keeping up with the time and safety of its building for all visitors who frequent this facility. 8. The proposed redevelopment project is not asking for any major deviations other than what is allowable by code. The enhanced landscaping and two-level parking garage will make for a more attractive, less congestive site. 9. The facility has designed a two-level parking garage which will facilitate 99 vehicles. The required number of parking spaces is 93. The existing facility only provided 52. This additional parking will eliminate any on-street parking. 10. All of the buildings design criteria have been met in compliance with the Tourist District Guidelines as outlined in Division 5 of Article 3 of the City of Clearwater q Codes and Ordinances. Measurement of building/structure height begins at BFE. Since this building has a pitched roof, height is measured from BFE to the midpoint of the main pitched roof (not the stair tower pitched roof shown on the south [front] elevation). Second, this is the reality answer. The building elevation plans do not indicate the location of BFE. Dimensions on the building elevations do not add up to the 46.5 feet approved, nor can I find any dimension of 46.5 feet on any plan other than in the Site Data table on Sheet C1.1 of the civil plans. The civil engineer usually fills in the building height in the table based on what the architect tells them the building height is. Based on the building elevations drawn at a scale of 1/16" = 1'-0", assuming the location for dimensioning shown for the first floor is an elevation of 5.5 feet (based on the civil grading plan), scaling to determine BFE of 11 feet and determining the midpoint of the main pitched roof, the building height appears less than 38 feet, which is not the requested nor the approved height. I have read every document and looked at every plan in the case file and no where is there much discussion about building height and how the 46.5-foot dimension was submitted or determined. It is, therefore, my determination that the height of the building of less than 38 feet from BFE to midpoint of the main pitched roof is as depicted on the building elevations submitted and approved by the Community Development Board, which differs from that height advertised and approved, will govern the height of the building when reviewing plans for a building permit. Proposal: The proposal includes demolishing the existing two-story yacht club facility and replacing it with a 18,556 square foot three-story building 46 feet in height. The first floor of the building will be used for 48 parking spaces, lobby, exercise room, men and women's showers, storage, dock master office and a tiki bar accessible from the outdoor swimming pool located on the west side of the site. The second floor will contain 51 parking spaces and primarily meeting and office space. The third floor will contain the banquet and dining rooms including a bar -and kitchen. Measurement of building/structure height begins at BFE. Since this building has a pitched roof, height is measured from BFE to the midpoint of the main pitched roof (not the stair tower pitched roof shown on the south [front] elevation). Second, this is the reality answer. The building elevation plans do not indicate the location of BFE. Dimensions on the building elevations do not add up to the 46.5 feet approved, nor can I find any dimension of 46.5 feet on any plan other than in the Site Data table on Sheet C1.1 of the civil plans. The civil engineer usually fills in the building height in the table based on what the architect tells them the building height is. Based on the building elevations drawn at a scale of 1/16" = 1'-0", assuming the location for dimensioning shown for the first floor is an elevation of 5.5 feet (based on the civil grading plan), scaling to determine BFE of 11 feet and determining the midpoint of the main pitched roof, the building height appears less than 38 feet, which is not the requested nor the approved height. I have read every document and looked at every plan in the case file and no where is there much discussion about building height and how the 46.5-foot dimension was submitted or determined. It is, therefore, my determination that the height of the building of less than 38 feet from BFE to midpoint of the main pitched roof is as depicted on the building elevations submitted and approved by the Community Development Board, which differs from that height advertised and approved, will govern the height of the building when reviewing plans for a building permit.
