This section of Cleveland Street is in the very core of the downtown business district and key to the revitalization of the downtown business climate. I believe strongly that commercial premises fronting on Cleveland Street (from Osceola going east for several blocks) should be reserved for businesses that encourage and service high traffic volumes of consumers. Ideally, they would be businesses that open early and close late, such as restaurants, coffee shops, retail stores, etc. that would draw customers to the downtown throughout all time periods of the day. A vibrant downtown economy requires heavy foot traffic for as many hours as possible each day. A facility that only services its public for a few hours several times a week is better located elsewhere as it does not contribute to the revitalization of the downtown. A second point concerns parking. Any downtown premises is entitled to have its patrons park in any available pubic parking in the downtown. As parking spots are a precious commodity, and as the City is trying to stimulate the downtown economy, it seems counter-productive to introduce additional competition for those scarce parking spaces during the hours of worship by those who would be attending the new proposed facility. If the new church is successful in drawing a large congregation to its services, as I assume they would hope to do, this would tend to saturate the available parking spots in a key downtown block, discouraging potential customers from shopping at downtown businesses during those periods when services are being held due to lack of convenient parking. I would therefore respectfully suggest that the 512 Cleveland premises be reserved for a more appropriate tenant. All required certificates of occupancy must be obtained within two years of the date of issuance of the building permit. Please be advised that time frames do not change with successive owners. An extension may be granted by the Community Development Coordinator for a.period not to exceed one year and may be done only within the original period of validity. The Community Development Coordinator may approve one further extension not to exceed one year for good cause shown and documented in writing. The coordinator must receive the request for extension within the period of validity following the first extension. The issuance of this Development Order does not relieve you of the necessity to obtain building permits or pay impact fees that may be required.
