1) The lot being 55' wide and on a corner lot allows for 25' width buildable
area while the other inner lots at 60' in width have a 50' width of
buildable area.
2) The structure is to be completely upgraded on the exterior with new
materials but will maintain it's bungalow style. Estimated current value
is at $ 126,000.00. With improvements, the value of the residence should
increase to $270,000.00 based on current square foot pricing.
3) Current property is a single-family residence and will remain a single-
family residence. Could increase to a two family only if dwelling units
per acre ratio were ever increased.
4) The two abutting lots are single family units as is the lot of discussion.
5) The owners are renovating the bungalow style home that was constructed
in 1925.
6) By maintaining the bungalow style, the character of the area remains.

1) The proposed addition to the single family home maintaining the single
story horizontal lines. The difference with this lot to adjacent lots is this
is a corner lot, therefore appearing bigger than the adjacent 60' width lot.
2) This is a remodel of a single family and an increase in living area. The
structures on the south side of Granada St. are duplexes, and the structure
on the north east corner is a six-car garage.
3) This is an addition to a residential house in a residential neighbor area.
4) Currently there is a two-car garage that is being replaced due to termite
damage and a new two car garage is proposed.
5) The character of the single family home is maintained as a single home.
6) The design is maintains the look of the existing single family
residence.

setbacks can become compliant, specifically the east property line abutting
Plaza Dolores. With the lot being 55' in width and a corner lot, under current
setbacks, this only allows a 25' width in buildable area. In looking at the
survey of the existing property, the house encroaches all sides of the
property. Therefore we are asking that the west and south property lines
remain 3.8' at the west and 18' at the south. And the north and east property
lines be set at 10'.

On November 3, 2005, the Development Review Committee (DRC) reviewed your application for

Pursuant to Section 4-407 of the Community Development Code, an application for a building permit
must be initiated within one year from the date of CDB approval (November 3, 2006). This same
Section allows an extension of time to initiate a building permit, provided good cause is shown and
documented in writing within the original period of validity. The Planning Director may also consider
whether significant progress on the project is being made and whether or not there are pending or
approved Code amendments that would significantly affect the project.
On October 9, 2006, you submitted a request for a one-year time extension to initiate a building permit
to construct the improvements on this parcel. Your letter cited problems concerning post-Katrina
building material prices.
In accordance with the provisions of Section 4-407 of the Community Development Code, I
APPROVE a twelve-month time extension of the original Development Order to November 29, 2007,
to initiate an application for a building permit to construct those improvements on your parcel of land
at 1168 Granada Street as previously approved by the Development Review Committee with same
conditions of approval attached.
The issuance of this Development Order does not relieve you of the necessity to obtain any building

Dear John,
Thank you for your time on November 3, 2005. Per our meeting,
please find our comments on the DRC comments.
Land Resource:
The homeowner is currently interviewing tree removal services to
remove the 20` oak tree behind the garage prior to the start of
construction.
Traffic Engineering:
The existing garage is too shallow for vehicles to park in it. With this
new garage, the 2 driver family will be parking both of their vehicles in
the new garage instead of on the street where they are currently
parking. The homeowners do not intend to use the driveway as
parking space, just a means to enter the garage, thus no blocking of
the sidewalk will occur. Please see the statement of acknowledgment
from the homeowner stating no vehicle will be parked over the
sidewalk at any time.
Planning:
1) The homeowners have decided not to build the second story
storage area on the new garage. This will alleviate the exterior
stairwell concerns.
2) Per the Pinellas County Future Land Use the new addition is
consistent with the residential urban codes permitting a single

family (1 dwelUng_unit)_oon_the property. Only-1 family wil-I-occupy -
the residence.
3) By replacing the existing garage, the homeowner's will no longer
need to park on the street, thus minimizing traffic congestion.
4) A) Scale - The enlarged addition will be comparative to the size of
the duplexes and some single family homes in the neighborhood. It
will not "overbuild" the neighborhood. The west side neighboring
home will still remain in the same lines at the front as always and
the rear neighbor (north side) will actually enjoy 5' more of
landscaping due to the replacement of the existing garage.
B) Bulk - The neighborhood ranges in many sizes of homes.
Some are smaller single family homes, other medium size single
family homes, some duplexes and a 6 car garage. Bulk is not
consistent throughout the neighborhood. This new addition will
only beautify the area.
C) Coverage - The proposed addition is consistent with the one-
story single family residences throughout the neighborhood.
D) Density - The home will compliment the lot, not affecting the
density of the area. The area of the lot by code does not allow
for more than a single family residence, which is being
maintained.
E) Character - The proposed addition will maintain the "Old Florida
Bungalow" feel that the existing home currently has. By
removing the flat roof on the side, the new roof will be in
harmony with the rest of the home and neighboring residences.
If anything, this new facade will pull the feel of the
neighborhood together.
5) The front.setback will remain exactly as it was when the home was
first built. It ties in very nicely with the neighboring house to the
west. The setbacks on the side of the home are increased a bit, but
the community character will maintain the family friendly feel.

- 6)- - A)- Visual- The proposed-addition-adds beauty to the -lat.It--- - - - -
eliminates the "flat roof" and ties in the new gable roof with the
new home. The faux detached garage keeps the feel and look of
the bungalow, detached residence. The setbacks are the same
in the front as when originally constructed, the rear addition is
actually in further from the property lines. The side is out closer
to the sidewalk, however it is a very pretty bungalow type
addition.
B) Acoustic - This is a single family residence. Accoustically, there
are not any changes.
C) Olfactory - This is a single family residence. There will not be
any changes.
D) Hours of Operation - There is not a business running out of the
home. The hours of family operation will remain the same as
most single family residences. Vehicles will be in and out of the
garage for family, personal and job related matters. Mr. and
Mrs. DeWese are 2 professionals who work away from the home
during the weekdays.
7) This proposed addition (development/redevelopment) is not
impractical without deviation from the intensity and/or other
development standards. It is a single family home addition which if
anything, will improve the neighborhood.
8) By building the addition as proposed, the proposed residential infill
project will bring improvement and real estate values up in this City
of Clearwater neighborhood.
9) A) Height- The height of the building will remain the same - a
single story, single family home. Thus, staying in character with
the neighborhood.
B) Off-Street Parking - Off street parking is now being eliminated
by the new garage. Modern day vehicles can fit in the new
garage, where as with the old, termite damaged garage, a
vehicle of today's size could not fit entirely in it and have the
door close.

C) Other - By improving the Old Florida Bungalow, the City of
Clearwater will be maintaining the character of the era, but
benefiting from the beautification and value of the residence.

Thank you for your time on November 3, 2005. Per our meeting,
please find our comments on the DRC comments.
The homeowner is currently interviewing tree removal services to
remove the 20' oak tree behind the garage prior to the start of
construction.
Traffic EnaioEe[Ina:
The existing garage is too shallow for vehicles to park in it. With this
new garage, the 2 driver family will be parking both of their vehicles in
the new garage instead of on the street where they are currently
parking. The homeowners do not intend to use the driveway as
parking space, just a means to enter the garage, thus no blocking of
the sidewalk will occur. Please see the statement of acknowledgment
from the homeowner stating no vehicle will be parked over the
sidewalk at any time.
1) The homeowners have decided not to build the second story
storage area on the new garage. This will alleviate the exterior
stairwell concerns.
2) Per the Pinellas County Future Land Use the new addition is
consistent with the residential urban codes permitting a single
family (1 dwelling unit) on the property. Only 1 family will occupy
the residence,

3) By replacing the existing garage, the homeowner's will no longer
need to park on the street, thus minimizing traffic congestion.
4) A) Scale - The enlarged addition will be comparative to the size of
the duplexes and some single family homes in the neighborhood. It
will not "overbuild" the neighborhood. The west side neighboring
home will still remain in the same lines at the front as always and
the rear neighbor (north side) will actually enjoy 5' more of
landscaping due to the replacement of the existing garage.
B) Bulk - The neighborhood ranges in many sizes of homes.
Some are smaller single family homes, other medium size single
family homes, some duplexes and a 6 car garage. Bulk is not
consistent throughout the neighborhood. This new addition will
only beautify the area.
C) Coverage - The proposed addition is consistent with the one-
story single family residences throughout the neighborhood.
D) Density - The home will compliment the lot, not affecting the
density of the area. The area of the lot by code does not allow
for more than a single family residence, which Is being
maintained.
E) Character - The proposed addition will maintain the "Old Florida
Bungalow" feel that the existing home currently has. By
removing the flat roof on the side, the new roof will be in
harmony with the rest of the home and neighboring residences.
If anything, this new facade will pull the feel of the
neighborhood together.
5) The front setback will remain exactly as it was when the home was
first built. It ties in very nicely with the neighboring house to the
west. The setbacks on the side of the home are increased a bit, but
the community character will maintain the family friendly feel.
6) A) Visual - The proposed addition adds beauty to the lot. It
eliminates the "flat roof" and ties in the new gable roof with the
new home. The faux detached garage keeps the feel and look of
the bungalow, detached residence. The setbacks are the same
in the front as when originally constructed, the rear addition is
actually in further from the property lines. The side is out closer

to the sidewalk, however it is a very pretty- bun-galow- type
addition.
B) Acoustic - This is a single family residence. Accoustically, there
are not any changes.
C) olfactory - This Is a single family residence. There will not be
any changes.
D) Hours of Operation - There is not a business running out of the
home. The hours of family operation will remain the same as
most single family residences. Vehicles will be in and out of the
garage for family, personal and job related matters. Mr. and
Mrs. DeWese are 2 professionals who work away from the home
during the weekdays.
7) This proposed addition is not impractical without deviation from the
intensity and other development standards. It is a single family
home addition which if anything, will improve the neighborhood.
8) By building the addition as proposed, the proposed residential infill
project will bring Improvement and real estate values up in this City
of Clearwater neighborhood.
9) A) Height- The height of the building will remain the same - a
single story, single family home. Thus, staying in character with
the neighborhood.
B) Off-Street Parking - Off street parking is now being eliminated
by the new garage. Modern day vehicles can fit in the new
garage, where as with the old, termite damaged garage, a
vehicle of today's size could not fit entirely in It and have the
door close.
C) Other - By improving the Old Florida Bungalow, the City of
Clearwater will be maintaining the character of the era, but
benefiting from the beautification and value of the residence.

On November 03, 2005, the Development Review Committee (composed of the City's professional staff) will
review and determine whether the application demonstrates compliance with the City's Community
Development Code. Following that review and determiniation, the Planning Director will issue a
Development Order approving, approving with conditions, or denying the application. The earliest date that
the City will make a decision on the application will be November 03, 2005.

Dear Mr. Donoghue:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On November 3, 2005, the Development Review Committee (DRC) reviewed
your application for Flexible Standard Development approval for an addition to an existing single
family residence and includes a reduction to a front (west along Plaza Delores) from 25 feet to 10 feet,
a reduction to a front (south along Granada Street) from 25 feet to 18 feet, and a reduction to a side
(west) setback from five feet to 3.9 feet, as a Residential Infill Project, per section 2-203.C. The DRC
recommended approval of the applications with the following bases and conditions:
Bases for Approval:
1. The proposal complies with Attached Dwelling criteria under the provisions of Section 2-203.C;
2. The plan complies with General Applicability Criteria under the provisions of Section 3-913; and
3. The proposed development is compatible with the surrounding area.
Conditions of Approval:
1. That the final building elevations be consistent with the elevations dated received November 28,
2005; and

Pursuant to Section 4-303, an application for a building permit shall be made within one year of
Flexible Standard Development approval (November 29, 2006). All required certificates of occupancy
shall be obtained within one year of the date of issuance of the building permit.
Time frames do not change with successive owners. An extension of time may be granted by the
Community Development Coordinator for a period not to exceed one year and only within the original
period of validity. The Community Development Coordinator may approve an additional extension of
time not to exceed one year for good cause shown and documented in writing. The coordinator must
receive the request for this extension within the one-year period of validity after the original time

The issuance of this Development Order does not relieve you of the necessity to obtain any building
