D. WRITTEN SUBMITTAL REQUIREMENTS: D.l. Building J is afree-standing single story building (unfinished interior). It is one of five structures in Phase I of a two phase development. It is a part of Drew Professional Park, a Condominium, Condominium Plat Book 130, Pages 80 through 85. The northern neighbors ofPhase I are single-family residences substantially separated by fencing, well-developed hedging, and setbacks, including parking areas. Building J, in particular, is separated from the residences by a large area of drainage facilities, etc. and landscaped areas. The entire eastern boundary of Phase I is an occupied office complex at 2380 Drew Street. D.2. The only undeveloped land adj scent or neighboring Phase I is proposed Phase II, which is planned by the owners to be compatible with Phase I. The owners of Phase II are the same as the developers ofPhase I. The use proposed to Building J, as a medical clinic, appears to be totally compatible with the office park concept, both for the other structures on and proposed for Phases I and II, as well as the offices at 23 80 Drew Street and the other existing properties fronting Drew Street west to Belcher Road. Applicant feels that there can be no adverse effect on values to any neighboring or adjacent parcels. D.3. The operator, because of regulatory controls to which they are subject and their extensive experience, can unqualifiedly assure that they will not and cannot adversely affect the health or safety of persons residing or working in the neighborhood. D.4. The development by the owners of Phase I already completed have met all City requirements as to parking requirements and traffic impact. This proposed use in Building J is well within City guidelines relating to traffic. D.S. The north side of Drew Street is essentially built out by office structures, car lot, and other businesses to the west. To the east is an office complex, then an extensive drainage and retention facility serving St. Pete College. The south side of Drew Street is mixed multi-family and single-family residential, several churches, and St. Pete College facilities. The proposed use of Building J is compatible with these existing uses and will undoubtedly draw clients from the surrounding areas by providing a now non-available medical clinic to pediatric clients. D.6. The design of Phase I is complete and was the subject of review by the City of Clearwater prior to construction. This application is for a specific use of Building J. It is represented that there will not be any exterior adverse effects of a visual, acoustic, or olfactory nature. The hours of operation are limited to normal office hours, with limited weekend activities. There is no provision for any overnight activities. The facility is strictly a daytime medical clinic to children who are directed to the clinic by a prescribing physician. The type of individual care administered by personnel, subject to Florida Statutes and Florida Administrative Code requirements, is the result ofthe referring physician's directive. The clinic projects its need for permanent parking at 10 spaces for employees. No parking is required for clients, as they are transported to and from the clinic. The site, a corner lot with frontage along Anna Avenue and Drew Street, is located along a commercially developed portion of the City along Drew Street. The site is adjacent to a stable, residential neighborhood ofwell-maintained single-family homes to the north. Approximately 0.84 acres of the site is the subject of a land use amendment and annexation (cases LUZ2002-11012 and ANX2002-11022) to be tentatively be reviewed by the Community Development Board on January 21, 2003 and by the City Commission on February 20, 2003 with the final reading on March 6, 2003. The land use will change from Commercial General (CG) to Residential/Office General (R/OG), and the site will be rezoned to Office (O) district. The site currently contains an existing, one-story vacant building which will be demolished with this proposal. The request is to reduce the front (west) setback along Anna Avenue from 25 feet to 15 feet (to pavement) and to reduce the front (south) setback along Drew Street from 25 feet to 15 feet (to pavement). The proposal includes a total of 40,328 square feet of office space within ten, one- story buildings. All setback reductions are to pavement. All proposed buildings will meet all required setbacks. Surface parking will be provided and will include 167 spaces that exceed Code requirements of 121 spaces. Two, two-way driveways are proposed along Drew Street. The architecture of the buildings will include aneutral-color stucco finish, terra cotta colored asphalt roof and a significant number of windows on all elevations. The landscape plan exceeds the requirements of Code. This includes a mixture of various trees, shrubs, palms and annuals. A solid, masonry wall to match the building, six feet in height will be located along the side (north) property line to buffer the residential properties adjacent to the site. The proposal includes a total of 40,328 square feet of office space within ten, one-story buildings. The area is characterized with single-family dwellings primarily to the north. Restaurants, retail sales and service, office and other non-residential characterize the neighborhood to the east and west along Drew Street. The proposed office development will act as an appropriate transition from the more intensely developed area to the north and west and the single-family neighborhood to the east. The proposed development will encourage the like redevelopment of other sites. The existing value of the property is approximately $800,000. The anticipated value of the property is currently valued at $6,700,000. 3. The proposed development will not adversely affect the health or safety or persons residing or working in the neighborhood of the proposed use. The proposed office use and parking lot are permitted in the zoning district, and should not create any adverse health or safety impacts in the neighborhood. The proposal includes parking and landscaping in excess of Code requirements. 4. The proposed development is designed to minimize traffic congestion. The proposed office development will have two ingress/egress points of access along Drew Street. The proposal includes razing the existing building and replacing it with ten building with a total of 40,320 square feet of office space. Vehicle trip generation should have no reduction in levels of service on any roads in the area. 5. The proposed development . is consistent with the community character of the immediate vicinity of the parcel proposed for development. Adjacent land uses are primarily single-family dwellings to the north. A mix of restaurants, office and retail sales and service and other non-residential uses exist to the east and west along Drew Street. The current assessed valuation of the site is $800,000. With the office development proposed, the assessed valuation is projected at $6,700,000. This increase in property value is expected to have a beneficial effect on surrounding properties. The proposed development is consistent with and will raise the standards of the community character of the immediate vicinity, through attractive architecture and well-designed landscaping. The single-family dwellings to the north will be buffered with landscaping and a six-foot solid wall finished to match the building. Lighting located within the parking area along the north side of the property will be limited to low-intensity lighting to avoid light pollution on the adjacent residential properties. There should be no adverse effects generated by the proposed development. STAFF RECOMMENDATION: Based on the on the application, the proposal is in compliance with the standards and criteria for Flexible Development approval, with the maximum development potential and with all applicable standards of the Community Development Code.
