WRITTEN SUBMITTAL R~UIREMENTS: (Code Section 3-913.A~ Provide complete responses to the six (6) General Applicability Criteria- Explain how each criteria is achieved, in detail: 1. The proposed development of the land will be in harmony with the scale, bulk, coverage, density, and character of adjacent properties in which it is located. Both adjacent properties are single family homes ranging in size from 1500 square feet to 2100 square feet. The proposed development is a 3000 square foot single family home comparable in size, character and style to the existing adjacent properties. The home immediately adjacent to the north of the proposed development is a single story residential home with a rear set back of approximately fifteen (15) feet (see photograph #1 ). The home immediately adjacent to the south of the proposed development is a two story residential home with a rear set back of approximately twelve (12) feet (see photograph # 2) and a front set back of approximately twenty (20) feet (see photograph #3). 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly impair the value thereof. The proposed development will in no way hinder the development and value of the adjacent land and buildings. Currently the two homes immediately adjacent to the proposed development were constructed sometime during the 1960's. Their estimated current value is approximately $600,000-$800,000 each. Upon completion the proposed development will have an estimated value of at least 2 million dollars. Subsequently, the proposed development will clearly increase the value of the adjacent properties. 3. The proposed development will not adversely affect the health or safety of persons residing or working in the neighborhood of the proposed use. During construction, silt barriers and temporary fencing will be used to protect the heakh and safety of persons residing adjacent to and in the vicinity of the proposed development. Following construction, appropriate landscape barriers will provide both safety and privacy for adjacent properties as well as persons residing or working in the neighbofiood of the proposed development. 4. The proposed development is designed to minimize traffic congestion. The proposed development is a single family residential home. By building the new home the parking for this home will increase by a minimum of two parking spaces due to the addition of a three car garage, where currently a one car garage exists. 5. The proposed development is consistent with the community character of the immediate vicinity of the parcel proposed for development. Many of the homes within the immediate vicinity of the proposed development have similar reduced front and rear set backs as the proposed development (see photographs 4-10). 6. The design of the proposed development minimizes adverse effects, including visual, acoustic, and olfactory and hours of operation impacts, on adjacent properties.. Please accept this package in response to the comments raised at the meeting as they specifically related to the request for development order issued bye your office. Please allow me to address them in the order presented in your August 30t letter to me. En~neer~c~C.aaditi~ The structure will not be constructed within the 5-foot utility easement in the rear of the property as the easement sits in the water, beyond the seawall Storm Water Condition: Attached please find a revised drawing showing existing r~elevations and elevations upon completion of the property. Based on these elevations drainage swales will be placed on the North and South sides of the property to allow for proper water run off as to not adversely impact the neighbors on either side of the property. Traffic Eng. Condition: Attached please find a revised drawing showing the front setback request from 15 feet changed to 16 feet. By shifting the structure back one foot this will allow the driveway length to meet the 19-foot long requirement described in your comment. Zoning Condition: Flexibility Criteria 2-203-6.1. a: In consideration of the extent existing structures in the neighborhood have been constructed to a regular or uniform set-back from the right of way please review the initial application submitted to the City for review. Within that application please find photographs of both the homes immediately adjacent to the proposed development and in the neighborhood of the proposed development. By doing so you will find the request for a reduced front setback in harmony with the existing structures in the neighborhood. b: A reduction in the front setback of the proposed development will in no way hinder the development and value of the adjacent land and buildings. The home immediately adjacent to the south of the proposed development is a two story residential home with a front set back of that does not meet current setback requirements (see photograph #3 in initial application). In addition, the two homes immediately adjacent to the proposed development were constructed sometime during the 1960's. Their estimated current value is approximately $600,000-$800,000 each. Upon completion the proposed • ORIGINAL development will have an estimated value of at least 2 million dollars. Subsequently, -the proposed development will clearly increase the value of the adjacent properties. c: Many of the homes within the immediate vicinity of the proposed development have similar reduced front setbacks as the proposed development (see photographs 4-10 in the initial application). d: Reduction of the front setback will result in a more efficient house layout. Flexibility Criteria 2-203.B.2. a: The reduction of the rear setback does not impact existing vegetation, as none currently exists. b: The reduction to the rear setback does not affect the feasibility of the development of a substandard lot. c: The reduction of the rear setback results in a more efficient house layout. d: During construction, silt barriers and temporary fencing will be used to protect the health and safety of persons residing adjacent to and in the vicinity of the proposed development. Following construction, appropriate landscape barriers will provide both safety and privacy for adjacent properties as well as persons residing or working in the neighborhood of the proposed development. Valuation: The valuation of the project is $302,500. Based Flood Elevation/Building Elevation: Please review the attached site plan and elevation drawing, which shows base flood elevation and building elevations. On the elevation drawing please find the height of the structure from base flood elevation is 25ft 1-3/16in. to the mid point of the roof. A/C Elevation: Please find the attached revised site plan, which shows the elevation of the A/C units to be elevated to the required elevation. Equipment Slab: The equipment slab was an error on the original plan. Please see revised plan, which eliminates the equipment slab.
