STORM WATER NARRATIVE for BRADLEY CONSTRUCTION CO., INC OFFICE CLEARWATER, FLORIDA IULI 2 9 I I 2005 t Description and Location u PLgN J 1 BVCS The project is located in Section 12; Township 29S; Range 15E and consists of 0.44 acres ?along the south right-of-way of Northeast Coachman within the City of Clearwater, Florida. The proposed project consists of one building, parking, and associated normally dry stormwater pond. Existing Conditions The existing site is undeveloped except for a single asphalt/shell drive. Currently, there is no stormwater pond or other storm water treatment facility on-site. Storm water runoff from the site sheet flows into the Swale along Northeast Coachman Road. Proposed Conditions The proposed project includes one building, sidewalks and paved parking totaling 10,695 ft2 of impervious area. Runoff will be directed to the dry pond located near the west of the proposed building. The normally dry pond will provide treatment and attenuation. Upon reaching the treatment elevation of 72.75, stormwater from the pond will flow into FDOT's swale. The pond treatment volume [803 ft3] recovers within 7.0 hrs. Stormmwater Criteria Per City of Clearwater,. treatment volume within the pond is provided for the entire site [803 ft3]. The City's attenuation. requirements are for the 25 yr - 1 hr event with only 50% credit for existing impervious areas, i.e. C = 0.21 for existing runoff calculations. As stacking of attenuation volume over treatment volume is not required by the City, an additional 984 ft3 is provided for attenuation (attenuation total volume of 1,787 ft). The proposed storm water management system will meet/exceed the. City's criteria. The reduction in side and rear setback does not prevent access to the rear of any building by emergency vehicles. The requested rear setback reduction for pavement allows for a 5-foot wide sidewalk to the rear entrance of the building. The sidewalk extends from the proposed parking lot that is designed with adequate drive isle width (24 feet) and entrance radii to accommodate emergency vehicles. b. The reduction in side and rear setback results in an improved site plan, more efficient parking or improved design and appearance. The requested rear setback reduction for pavement allows for the required parking to be placed on the site without. any parking space reduction requests. The building is set on the property to incorporate all standard setback requirements. The parking lot is designed with only one driveway access request to minimize traffic congestion and access points to the adjacent roadway. c. The reduction in side and rear setback does not reduce the amount of landscaped area otherwise requested. The required 10-foot buffers for the project are maintained around the entire perimeter of the site including the rear pavement reduced setback request. The landscaping is enhanced by providing a required hedge around the parking lot, but also around the proposed building and stormwater pond. This exploration was authorized by your acceptance of our proposal, on May 3, 2005. The purposes of this study were to explore subsurface conditions at the site and to use the data obtained to develop engineering recommendations for site preparation, foundation design, and pond design. SUMMARY In summary, the results of this exploration indicate that the site will support the proposed office building on conventional shallow foundations. • An allowable bearing capacity of 2,500 psf is recommended. • The estimated seasonal high groundwater level appears to be at approximately 2%2 below existing grades across the site. Routine site preparation (including removal of the existing surface vegetation, and proofrolling the site) is recommended to provide adequate support for new foundations and pavements. PROJECT INFORMATION Project information was provided during our telephone conversation and subsequent facsimile on May 3, 2005. The project consists of the construction of a new office building for Bradley Construction Company. The new office will be located at 2119 NE Coachman, in Clearwater, Florida. The vacant lot measures approximately 110 feet by 175 feet. An existing mound, about 3 feet in height, is located on the east- central portion of the site. Project No. 05-022 0 ORIGINAL 4,200 square feet. A parking lot will be located on the west side of the lot, and a stormwater pond is planned for the south side of the building. It is assumed that maximum column and wall loads will be no more than 80 kips and 3 kips per linear foot, respectively. It is also assumed that no more than 2 feet of fill will be needed to achieve finished grades. SUBSURFACE EXPLORATION Two Standard Penetration Test (SPT) borings were performed within the proposed building area. The SPT borings were drilled to depths of 25 feet each. Two hand auger borings were performed to 5 feet, within the proposed pavement areas and one hand auger, (HA-3) was performed at the top of the existing mound. One auger boring to 15 feet and one double-ring infiltrometer (DRI) test were also performed for the proposed pond. The field testing locations were determined in the field by referencing from existing site features and are shown on the Location Plan in the Appendix. Standard Penetration Tests were performed continuously in the SPT borings between depths of 5 and 10 feet, and at 5-foot intervals thereafter. Each sample was removed from the split-spoon sampler in the field and was examined, packaged and transported to our office for further examination and classification. GENERAL SUBSURFACE CONDITIONS Subsurface conditions encountered in the borings are shown on the Boring Logs in the Appendix. Descriptions of the soils encountered in the borings are presented on each log, accompanied by the Unified Soil Classification symbol (SP, SC, etc.) based on visual examination. Stratification boundaries between the soil types should be considered approximate as the actual transition may be gradual. Beneath the ground surface, the borings encountered a few feet of fill, consisting of clean sands of varying mixed colors. Below the surficial fill, the borings encountered relatively clean sands to the boring termination depths. The SPT N-values in the borings ranged from 2 to 26 blows per foot. The hand auger borings encountered clean sands to the termination depths of 5 feet. Boring HA-3, which was performed through the top of the existing mound, encountered clean sandy soils. No detrimental or deleterious fill/debris was encountered in the six borings performed. The--g roundrNate?level.._was -_encountered_in._all._of_.the._borings, txce}Rt_HA 3-,-at. a depth. of about 4.6 to 6.5 feet below existing grade. According to the Pinellas County Soil Survey, the soils at his site belong to the Myakka Series, which are described as having a seasonal high groundwater level of less than 10 inches below grade for 1 to 4 months of the year. Based on the results of this exploration; particularly the. presence of the surficial fill and the soil colors in the upper few feet, the MAY 2 0 2005 2 Bradley Office . Double-Ring Infiltrometer (DRI) Test Results: One DRI test was performed at the proposed pond location, at a depth of 1.2 feet. After the test duration of 4 hours a stabilized infiltration rate of 12 inches per hour was recorded. CONCLUSIONS AND RECOMMENDATIONS The following conclusions and recommendations are based on the project information provided, the geotechnical data obtained from the exploration, and experience with similar subsurface conditions and construction types. If the final building locations, grades or foundation loads are significantly different from those previously described, or if different soil conditions are encountered during construction, please notify Phillips Engineering, Inc., so that these recommendations might be reviewed in light of such changes. Foundation Design: The proposed building may be constructed on conventional shallow foundations bearing at minimum depths below finished exterior grades. Individual footings may be designed based on a maximum allowable bearing pressure of 2,500 pounds per square foot. Minimum footing dimensions of 24 inches should be used even though the maximum allowable bearing pressures may not be fiilly developed in all cases. Footings should bear at least 18 inches below finished exterior grades. Footing subgrade soils should be approved by the Geotechnical Engineer prior to placement of reinforcement and concrete. As a minimum, the footing subgrade soils should be compacted to a density of at least 95% of the soils modified Proctor maximum dry density, (ASTM D-1557), for a depth of 12 inches. Site Preparation: The initial step in routine site preparation should be the removal of all topsoil, surface vegetation, trees, and any major root systems. After the site clearing process, the entire site should be observed by the project, Geotechnical Engineer. At this time, the site should be proofrolled using a large vibratory roller. Proofrolling of the proposed structure areas should consist of at least four overlapping passes in each of two perpendicular directions. The purposes of the proofrolling will be to detect any areas where unsuitable soils or deleterious materials are present as well as to density the near-surface loose soils for support of shallow foundations. Materials which yield excessively during the proofrolling should be undercut and replaced with well-compacted structural fill. Proofrolling of the structure and .pavement-areas-should.-continue.for_the_required.number_of_passes-and untilthe- soil at. a depth of 12 inches below the compaction surface has attained a minimum of 95% of the soil's modified Proctor maximum dry density as determined by ASTM Specification D-1557. In-place density tests should be performed by an experienced geotechnical engineering technician to verify the required degree of compaction. Fill Placement: After the site has been proofrolled and accepted by the Geotechnical Engineer, any fill required to bring the site to final grade should be placed and properly compacted. All fill should be inorganic, non-plastic, granular soil (clean sands). The fill should be placed in level lifts not to exceed 12 inches loose thickness. The fill should be compacted to a minimum of 95% of the soil's modified Proctor maximum dry density as determined by ASTM Specification D-1557. In-place density tests should be performed on each lift by an experienced geotechnical engineering technician. The same test frequency is recommended as for the proofrolling operation. All fill placed in utility line trenches and adjacent to footings beneath slabs on grade should be properly placed and compacted to the specification stated above.. However, in these restricted working areas, compaction should be accomplished with lightweight, hand-guided compaction equipment and lift thicknesses should be limited to a maximum of 4 inches loose thickness. Pavement Recommendations: With site preparation completed as recommended, an asphaltic concrete/limerock base pavement may be utilized for the project. The actual pavement design should be based on the anticipated traffic loads and design life. Based on previous experience, the following minimum pavement section is recommended. Section Thickness Asphalt 2 inches Limerock Base 6 inches Stabilized Subbase 12 inches Compaction and Stability (93% Marshall max. density) (98% of max. dry density, and 100 LBR) (95% of max. dry density, and 40 LBR) Stabilization of the existing sandy soils is recommended to prevent rutting during base placement, to obtain the necessary pavement structural value, and to obtain a uniform base thickness. For the concrete pavement and dumpster pad areas, a minimum concrete thickness of 5 inches is recommended. The concrete pavement may be placed directly on the compacted stabilized subbase. The proposed project consists of one building, parking, and associated normally dry stormwater pond. Existing Conditions ' The existing site is undeveloped except for a single asphalt/shell drive. Currently, there is no stormwater pond or other storm water treatment facility on-site. Storm water runoff from the site sheet flows into the swale along Northeast Coachman Road. Proposed Conditions The proposed project includes one building, sidewalks and paved parking totaling 10,695 ft2 of impervious area. Runoff will be directed to the dry pond located near the west of the proposed building. The normally dry pond will provide treatment and attenuation. ' Upon reaching the treatment elevation of 72.75, stormwater from the pond will flow into FDOT's swale. The pond treatment volume [803 ft3] recovers within 7.0 hrs. Please see enclosed MODRET Analysis. Stormwater Criteria ' Per Ci of Clearwater, treatment volume within the pond is provided for the entire site [803 ft ]. The City's attenuation requirements are for the 25 yr - 1 hr event with only 50% credit for existing impervious areas, i.e. C = 0.21 for existing runoff calculations. ' As stacking of attenuation volume over treatment volume is not required by the City, an additional 984 ft3 is provided for attenuation (attenuation total volume of 1,787 ft). ' The estimated seasonal high groundwater level appears to be at approximately 2%2 below existing grades across the site. ' Routine site preparation (including removal of the existing surface vegetation, and proofrolling the site) is recommended to provide adequate support for new foundations and pavements. ' PROJECT INFORMATION Project information was provided during our telephone conversation and subsequent facsimile on May 3, 2005. The project consists of the construction of a new office building for Bradley Construction Company. The new office will be located at 2119 NE Coachman, in Clearwater, Florida. The vacant lot measures approximately 110 feet by 175 feet. An existing mound, about 3 feet in height, is located on the east- central portion of the site. The one-story building will have a plan area of about i Bradley Office Clearwater, Florida P.E. Project No. 05-022 ' 4,200 square feet. A parking lot will be located on the west side of the lot, and a stormwater pond is planned for the south side of the building. It is assumed that maximum column and wall loads will be no more than 80 kips and 3 kips per linear foot, respectively. It is also assumed that no more than 2 feet of fill will be needed to achieve finished grades. SUBSURFACE EXPLORATION Two Standard Penetration Test (SPT) borings were performed within the proposed ' building area. The SPT borings were drilled to depths of 25 feet each. Two hand auger borings were performed to 5 feet, within the proposed pavement areas and one hand auger, (HA-3) was performed at the top of the existing mound. One auger boring to 15 feet and one double-ring infiltrometer (DRI) test were also performed for the proposed pond. The field testing locations were determined in the field by referencing from existing site features and are shown on the Location Plan in the Appendix. Standard Penetration Tests were performed continuously in the SPT borings between depths of 5 and 10 feet, and at 5-foot intervals thereafter. Each sample was removed from the split-spoon sampler in the field and was examined, packaged and transported to our office for further examination and classification. GENERAL SUBSURFACE CONDITIONS Subsurface conditions encountered in the borings are shown on the Boring Logs in the Appendix. Descriptions of the soils encountered in the borings are presented on ' each log, accompanied by the Unified Soil Classification symbol (SP, SC, etc.) based on visual examination. Stratification boundaries between the soil types should be considered approximate as the actual transition may be gradual. ' Beneath the ground surface, the borings encountered a few feet of fill, consisting of clean sands of varying mixed colors. Below the surficial fill, the borings encountered ' relatively clean sands to the boring termination depths. The SPT N-values in the borings ranged from 2 to 26 blows per foot. The hand auger borings encountered clean sands to the termination depths of 5 feet. Boring HA-3, which was performed ' through the top of the existing mound, encountered clean sandy soils. No detrimental or deleterious fill/debris was encountered in the six borings performed. ' The groundwater level was encountered in all of the borings, except HA-3, at a depth of about 4.6 to 6.5 feet below existing grade. According to the Pinellas County Soil Survey, the soils at his site belong to the Myakka Series, which are described as having a seasonal high groundwater level of less than 10 inches below grade for 1 to 4 months of the year. Based on the results of this exploration; particularly the presence of the surficial fill and the soil colors in the upper few feet, the 2 Bradley Office Clearwater, Florida ' P.E. Project No. 05-022 estimatedseasonal high groundwater level appears to be about 21/2 feet below existing grade for this site. Double-Ring Infiltrometer (DRI) Test Results: One DRI test was performed at the proposed pond location, at a depth of 1.2 feet. After the test duration of 4 hours a stabilized infiltration rate of 12 inches per hour was recorded. CONCLUSIONS AND RECOMMENDATIONS The following conclusions and recommendations are based on the project information provided, the geotechnical data obtained from the exploration, and experience with similar subsurface conditions and construction types. If the final building locations, grades or foundation loads are significantly different from those previously described, or if different soil conditions are encountered during construction, please notify ' Phillips Engineering, Inc., so that these recommendations might be reviewed in light of such changes. ' Foundation Design: The proposed building may be constructed on conventional shallow foundations bearing at minimum depths below finished exterior grades. Individual footings may be designed based on a maximum allowable bearing pressure ' of 2,500 pounds per square foot. Minimum footing dimensions of 24 inches should be used even though the maximum allowable bearing pressures may not be fully developed in all cases. Footings should bear at least 18 inches below finished ' exterior grades. Footing subgrade soils should be approved by the Geotechnical Engineer prior to placement of reinforcement and concrete. As a minimum, the footing subgrade soils should be compacted to a density of at least 95% of the soils modified Proctor maximum dry density, (ASTM D-1557), for a depth of 12 inches. Site Preparation: The initial step in routine site preparation should be the removal ' of all topsoil, surface vegetation, trees, and any major root systems. After the site clearing process, the entire site should be observed by the project Geotechnical Engineer. At this time, the site should be proofrolled using a large vibratory roller. ' Proofrolling of the proposed structure areas should consist of at least four overlapping passes in each of two perpendicular directions. The purposes of the proofrolling will be to detect any areas where unsuitable soils or deleterious materials are present as ' well as to densify the near-surface loose soils for support of shallow foundations. Materials which yield excessively during the proofrolling should be undercut and replaced with well-compacted structural fill. Proofrolling of the structure and ' pavement areas should continue for the required number of passes and until the soil at a depth of 12 inches below the compaction surface has attained a minimum of 95% of the soil's modified Proctor maximum dry density as determined by ASTM ' Specification D-1557. In-place density tests should be performed by an experienced geotechnical engineering technician to verify the required degree of compaction. A 3 Bradley Office Clearwater, Florida ' P.E. Project No. 05-022 test frequency of one test per 2,500 square feet of structural area proofrolled and one test per 5,000 square feet of pavement area proofrolled is recommended. Fill Placement: After the site has been proofrolled and accepted by the Geotechnical Engineer, any fill required to bring the site to final grade should be placed and properly compacted. All fill should be inorganic, non-plastic, granular soil (clean sands). The fill should be placed in level lifts not to exceed 12 inches loose thickness. The fill should be compacted to a minimum of 95% of the soil's modified Proctor maximum dry density as determined by ASTM Specification D-1557. In-place density tests should be performed on each lift by an experienced geotechnical ' engineering technician. The same test frequency is recommended as for the proofrolling operation. All fill placed in utility line trenches and adjacent to footings beneath slabs on grade should be properly placed and compacted to the specification stated above. However, in these restricted working areas, compaction should be accomplished with lightweight, hand-guided compaction equipment and lift thicknesses should be limited to a maximum of 4 inches loose thickness. ' Pavement Recommendations: With site preparation completed as recommended, an asphaltic concrete/limerock base pavement may be utilized for the project. The actual ' pavement design should be based on the anticipated traffic loads and design life. Based on previous experience, the following minimum pavement section is recommended. Section Thickness Compaction and Stability Asphalt 2 inches (93% Marshall max. density) ' Limerock Base 6 inches (98% of max. dry density, and 100 LBR) Stabilized Subbase 12 inches (95% of max. dry density, and 40 LBR) ' Stabilization of the existing sandy soils is recommended to prevent rutting during base placement, to obtain the necessary pavement structural value, and to obtain a uniform base thickness. For the concrete pavement and dumpster pad areas, a minimum concrete thickness of 5 inches is recommended. The concrete pavement may be placed directly on the compacted stabilized subbase. SPECIFICATION REVIEW It is recommended that Phillips Engineering, Inc. be allowed to review the foundation and earthwork plans and specifications prepared based on the recommendations presented in this report.
