E. STORMWATER PLAN SUBMITTAL REQUIREMENTS: (City of Clearwater Storm Drainage Design Criteria
Manual and 4-202.A.21)
STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that invo
addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance with 1
City of Clearwater Storm Drainage Design Criteria manual. A reduction in impervious surface area does not qualify as an exemption
this requirement.
If a plan is not required, the narrative shall provide an explanation as to why the site is exempt.
? At a minimum, the STORMWATER PLAN shall include the following:
- Existing topography extending 50 feet beyond all property lines;
- Proposed grading including finished floor elevations of all structures;
All adjacent streets and municipal storm systems;

On June 30, 2005, the Development Review Committee (DRC) reviewed your application for Flexible Standard
Development approval to construct a 596 square foot addition to the front of an existing single-family residence,
in the Low Medium Density Residential zoning district. The request includes a reduction of the front (north)
setback from 25' to 22.3' (to building) per Section 2-203.B.1. The DRC recommended approval of the
application with the following bases:
Bases for Approval:
1. The proposal complies with the Flexible Development criteria as a Detached Dwelling per Section 2-203.B;
2. The proposal is in compliance with other standards in the Code including the General Applicability Criteria
per Section 3-913; and
3. The development is compatible with the surrounding area and will enhance other redevelopment efforts.
I concur with the findings of the DRC and, through this letter, approve your application for Flexible Standard
Development. This approval is based upon and must adhere to the site plan and application dated received June
6, 2005.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the Flexible
Standard Development approval (by June 30, 2006). Further, all required certificates of occupancy must be
obtained within one (1) year of the date of issuance of the building permit. Please be advised that time frames
do not change with successive owners.
The issuance of this Development Order does not relieve you of the necessity to obtain any building permits or
pay any impact fees that may be required. In order to facilitate the issuance of any permit or license affected by

The 0.172-acre site is site located on the south side of Devon Drive approximately 600' east of Hamden Drive. The site
contains an existing 1,461 square foot, one-story single-family dwelling. The neighborhood consists entirely of well-
maintained single-family dwellings.
The site is located in a stable, residential neighborhood that is undergoing redevelopment. The request to reduce the front
setback from 25' to 22.3' is in keeping with the established character of the area. The existing structure is set back 44.6'
from the front property line, which is out of character with the balance of the neighborhood.
The proposed addition to the single-family residence will be consistent with the established building setbacks that are
characteristic to the surrounding neighborhood. The proposed development complies with density and impervious surface
ratio standards within the Low Medium Density Residential zoning district.
All applicable Code requirements and criteria, including but not limited to, General Applicability criteria (Section 3-913.A)

As a property owner within 200 feet of 145 DEVON DR, the City of Clearwater Planning Department gives
notice that an application for Flexible Standard Development approval to construct a 567 square foot addition to
the front of an existing single-family residence, in the Low Medium Density Residential zoning district. The
request includes a reduction of the front (north) setback from 25' to 22.3' (to building) per Section 2-203.B.1-
On June 30, 2005, the Development Review Committee (composed of the City's professional staff) will review
and determine whether the application demonstrates compliance with the City's Community Development
Code. Following that review and determination, the Planning Director will issue a Development Order
approving, approving with conditions, or denying the application. The earliest date that the City will make a
decision on the application will be June 30, 2005.
