E. STORMWATER PLAN SUBMITTAL REQUIREMENTS: (City of Clearwater Storm Drainage Design
Manual and 4-202.A.21)
A STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that in)
addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance
the City of Clearwater Storm Drainage Design Criteria manual. A reduction in impervious surface area does not qualify as an exem
to this requirement.
If a plan is not required, the narrative shall provide an explanation as to why the site is exempt.
? At a minimum, the STORMWATER PLAN shall include the following:
Existing topography extending 50 feet beyond all property lines;
Proposed grading including finished floor elevations of all structures;
All adjacent streets and municipal storm systems;

Dear Ms. Dickson:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community
Development Code. On June 3, 2005, the Development Review Committee (DRC) reviewed your
application for Flexible Standard Development approval to paint the building with the following
colors; Scott Paints #7361 "Lupe's Lake"(a portion of the upper building in a wave fashion) and Scott
Paints #7896 (gutters and trim along top of building), with the main body being a basic white, within
the Downtown District under the provisions of Section 2-902. The DRC recommended approval of the
application with the following bases and conditions:
Bases for Approval:
1. The proposal complies with the provisions of Section 2-903;
2. The proposal complies with requirements of the Clearwater Downtown Redevelopment Plan;
3. The plan complies with General Applicability Criteria under the provisions of Section 3-913;
4. The proposal, as amended, will conform to the pending Downtown Design Guidelines; and
5. The proposed development is compatible with the surrounding area.
Conditions of Approval:
1. That the body of the building be repainted a neutral color (white) paint number to be submitted to
and approved by Staff prior to work performed;

I concur with the findings of the Development Review Committee and, through this letter, approve
your application for Flexible Standard Development with above four conditions. The approval is
based on and must adhere to the elevations, color samples and application dated received June 2, 2005
and as amended by Staff through this Development Order.
Pursuant to Section 4-303, an application for a building permit shall be made within one year of
Flexible Standard Development approval (June 3, 2006). All required certificates of occupancy shall
be obtained within one year of the date of issuance of the building permit. Time frames do not change
with successive owners. The Community Development Coordinator may grant an extension of time for
a period not to exceed one year and only within the original period of validity. The Community
Development Coordinator may approve an additional extension of time not to exceed one year for good
cause shown and documented in writing. The coordinator must receive the request for this extension
within the one-year period of validity after the original time extension.
The issuance of this Development Order does not relieve you of the necessity to obtain any building
permits or pay any impact fees that may be required. In order to facilitate the issuance of any permit or
license affected by this approval, please bring a copy of this letter with you when applying for any
permits or licenses that require this prior development approval.
Pursuant to Section 4-502.A, an appeal may be initiated within seven days of the date the Development
Order is issued by an applicant or property owners within the required notice area and who presented
competent substantial evidence in the Level One review. A copy of the Development Order is being
sent to those surrounding property owners who presented competent substantial evidence in the Level
One review. The filing of an application/notice of appeal shall stay the effect of the decision pending
the final determination of the case. The appeal period for your case will expire on February 27, 2004,
(seven days from date of Development Order).

Color
The color palette of a building is composed of the colors of the main body of the building, trim and
accent colors. The colors chosen for awnings, canopies, shutters and roofs also contribute to the
overall color scheme of a building. The overall color scheme of a building or project should reflect
a cohesive pattern. These guidelines recognize that the review of a building's color scheme is a
balance between an owner's creativity and individuality, the architectural style of the building and
an overall harmonious vision for the Downtown. The use of a single color on all surfaces should
be avoided. A two- or three-color scheme is encouraged to provide visual appeal. The main body
color should be the predominant color of the building. The color tone of the main body should be
guided by the size and height of the building, its location (corner or interior lot), and architectural
style. The trim color is applied to architectural elements such as windows, doors, columns,
porches etc. The trim color should be a lighter or darker tone of the main body color, a
complimentary color to the main body color or a neutral color. In a three-color scheme, the accent
color should be used sparingly to highlight certain architectural elements such as a front door or
awning.
Appropriate:
o The number and type of building colors appropriate for and consistent with the architectural
style.
o Low reflectance exterior colors.
o Gutters, downspouts, utility boxes, meters, etc. painted as part of the overall color scheme.
Inappropriate:
o Colors that are garish, gaudy, loud, excessive and ostentatious or that constitute a glaring and
unattractive contrast to surrounding buildings.
o Main body color that is from the deepest tones of the color wheel.
o More than three different colors or color shades used on a single building unless appropriate to
the architectural style of the building.
o The use of fluorescent or day glow colors.
o Black as the predominant exterior building color.
o Single color schemes. For example using one color on every surface.
o Clashing trim colors that are not complementary to the main body color and serve only to attract
attention through their dissonance. As an example, yellow and red are clashing colors and not
complementary and only serve to attract attention through their dissonance.
o A solid line or band of color or group of stripes used in lieu of architectural details.
o Color used to obscure important architectural features.

We are excited about the new bridge that will soon be open; out to
Clearwater Beach. We also are aware that most, if not all the traffic going
out to Clearwater Beach, will pass through this Court Street corridor.
In keeping with that idea, we propose a theme based on a "Beachy" feeling,
which I saw on a commercial car wash down on Miami Beach.
We have developed a proposed plan, that we believe is in adherence to the
zoning conditions dated 4/7/2005.
The plan uses three colors, white, yellow, and blue, to provide visual appeal.
The plan uses predominantly a clean white at the base of the building. This
will serve to take emphasis away from the metal garage doors which will
recede from attention.
A "wave" of blue, will serve to soften the strong vertical and horizontal
lines of the building.
A soft yellow accent is used to create "bubble" accents. The main reason we
proposed this, is that the building really does not have any strongly
appealing architectural details, so the thought was to create details with an
appealing complementary color. The round shapes create this additional
visual softening of the straight vertical and horizontal planes.
We hope that this is sufficient to minimize the "bands" or "lines" effect.
All paints used will have low reflectance qualities.
We will place a Traveler's tree by the front door, to indicate the Main
entrance, and some hanging plants create a softer, friendly atmosphere, and
also remove the eye from the horizontal lines.
The Waxin' Willy's directional signs and painted logo signs will be
freshened with a soft blue that is complementary to the other blue, so that it
becomes part of the color scheme, rather than a garish clash.
