The Vice-Chair called the meeting to order at 2:00 p.m. at the Long Center.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.

3 - Approval of Minutes - October 14, 2009
Member Powers moved to approve the minutes of the regular Public Art & Design Board
meeting of October 14, 2009, as recorded and submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.
4- Old Business
4.1. Coast Guard Memorial
Cultural Affairs Specialist Christopher Hubbard said Marine & Aviation Department
Director Bill Morris had encouraged the Public Art & Design Board to consider and honor the
Coast Guard's contribution to Clearwater and the City's commitment to the Coast Guard.
4.2. Art Plan - 215 S. Ft. Harrison Avenue
Mr. Hubbard said on many occasions he has attempted to contact James Bond, the
representative of the Scientology Church project at 215 S. Ft. Harrison Avenue, and provide him
an opportunity to speak to the board regarding the building's art plan. Mr. Bond has not
responded. The City will not issue a CO (Certificate of Occupancy) until the in-lieu contribution
is received or the Public Art & Design Board reviews and approves an art project and its
installation.
4.3. Downtown Boat Slips & Promenade

Mr. Hubbard said the Coast Guard did not want a traditional bronze sculpture. The City's
Call to Artists will be released in the next two weeks. The large, free-standing, iconic art project
is intended to be a focal point downtown at its location just south of the promenade.
Discussion ensued regarding the sculpture's design.
Member Warshauer moved that the Public Art & Design Board supported a Call to
Artists for the Downtown boat slips' art project, recommending that the artwork exemplify the
union of marine life, human activity, and the Coast Guard and reflect the curves of the bluff,
library, and bridge. The motion was duly seconded and carried unanimously.
4.4. Fire Station 48 progress
Engineering drawings are required before the City will issue a building permit to install
the sculpture at Fire Station 48. Mr. Hubbard recommended that the sculpture be landscaped
with the $4,800 remaining in the project fund.
5 - New Business
5.1. Private Development update
The Lakeview of Clearwater development at 2165 Gulf-to-Bay Boulevard needs to meet
Public Art & Design requirements for each of the two properties.
5.2. Public Development update
The discretionary fund balance is unchanged at $208,676.98. Staff recommends
dedicating $104,404 from the discretionary fund to the Downtown boat slip art project. Including
the $128,439 Percent for Art contribution, the total budget for the project is $232,843. The
advertised budget for the art project will be $200,000; the budget includes $12,843 for
maintenance and $20,000 in reserve funds.
Staff also recommends dedicating $8,000 from the discretionary fund to Sculpture 360:
Season III and applying to the DDB (Downtown Development Board) for a $6,000 grant which
would provide a $2,000 cushion. Mr. Hubbard said future grant and sponsorship applications
will feature examples from the previous three seasons.
Member Warshauer moved that the Public Art & Design Board recommends dedicating
$104,404 from the discretionary fund to the Downtown boat slip art project and dedicating
$8,000 from the discretionary fund to Sculpture 360: Season III. The motion was duly seconded
and carried unanimously.
After board recommendations, the remaining discretionary fund balance is $96,272.98.

The unveiling and dedication of the glass lamination artwork project at the Clearwater
Beach Recreation Center & Library will be scheduled in mid April.
Work on the art gallery at the Aging Well Center at the Long Center is progressing. The
gallery's first show will feature watercolors by Taylor Ikin, a local artist who will be a center
instructor.
The Call to Artists for the FDOT (Florida Department of Transportation) US 19 overpass
at Gulf-to-Bay Boulevard is being evaluated by FDOT's legal department and will be released as
soon as it receives FDOT approval. The City will be responsible for design and maintenance
costs.
6 - Items not on the Agenda
2680 Landmark Drive
Heritage Methodist Church administrator Arch Johnston said the church began this
project before the City adopted the public art requirement. The church was not aware that
project delays had made Phase 1 of this project subject to the public art requirement until final
building permits were prepared. Development has begun.
Mr. Johnston said the project's four phases will replace all current buildings. Phase 1
includes a preschool and youth activity center. He suggested the $71,000 public art project
could be a carved stone embellishment on the fagade above the building's entrance, with
scripture on the sides. He said the artwork would be visible from Landmark Drive. The church
will work with City staff on the Call for Artists. Mr. Hubbard said the church has been diligent in
adhering to public art ordinance requirements.
Discussion ensued with support expressed for integrating the art into the design of the
building. It was stated that fagade art could provide continuity for the entire project.
Consensus was that use of stone for an exterior art project would be acceptable.
