The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Approval of Minutes
– December 08, 2009
Member Cutkomp moved to approve the minutes of the regular Neighborhood and
Affordable Housing Advisory Board meeting of December 08, 2009, as recorded and submitted
in written summation to each board member. The motion was duly seconded and carried
unanimously.
4 - FY 2010/11 Consolidated Action Plan/Schedule
Housing Manager Michael Holmes said based on last year, staff estimates that
Clearwater will receive approximately $933,000 from CDBG (Community Development Block
Grant) and $589,000 from HOME Investment Partnerships Program for FY (Fiscal Year) 2010/11.
No SHIP (State Housing Initiatives Partnership) funding is anticipated. Applications for the FY
2010/11 CAP funding cycle are available online through the Housing Division’s website.
The City worked with the cities of Largo and St. Petersburg to gather information for the
2010-15 Five-Year Consolidated Plan; however, HUD may allow for a one-year extension due to
the timeliness of available data.
FY 2010/11 CAP (Consolidated Action Plan) schedule: 1) March 4 – application period
begins; 2) March 11 – application information meeting; 3) April 5 – application deadline; 4) April
14 - agency presentations to NAHAB (Neighborhood & Affordable Housing Advisory Board); 5)
April 22 – TRC (Technical Review Committee) meeting; 6) May 11 - NAHAB receives TRC
recommendations; 7) May 14 - Notice of proposed funding & CAP deadline; 8) May 21 – public
comment period begins; 9) June 8 – NAHAB makes recommendation to Council; 10) June 25 -
public comment period ends; 11) July 7 – projects presented to individual City Council

members; 12) July 13 – City Council Work Session; 13) July 15 – City Council finalizes its
approval of the CAP; and 14) August 13 - Deadline to submit CAP to HUD (Housing & Urban
Development) Department.
In response to questions, Mr. Holmes said a bus tour is not scheduled due to budget cuts.
Some FY 2009/10 housing pool money remains available.
5 - Kimberly Home Rental Acquisition Project
Kimberly Home, Inc. Executive Director Kate Kelly said the agency wishes to acquire a
nearby property for transitional housing. She said tenants at the subject property pose a threat
to agency clients who live nearby. She said the property, subject to short sale, has been
reduced from $150,000 to $45,000. Bidding is underway.
Ms. Kelly said Kimberly Home requests $40,000 to purchase the property, with no
interest or payments due as long as the use of the property continues to meet restrictions
outlined in the City loan agreement. She said the property will require little work.
Discussion ensued regarding the property and the agency.
Member Hughes moved to recommend approval of a $40,000 loan to Kimberly Home,
Inc. for the purchase of the two-unit property at 1192 Browns Court. The motion was duly
seconded and carried unanimously.
6 - Pine Berry Rental Apartment Project Update
Mr. Holmes reported that the Pine Berry Senior Limited Partnership had submitted a
CAP application for funding to acquire and develop apartments for seniors at 1225 Highland
Avenue. The request is for a $545,000, 3%, 30-year loan, with a 5-year deferment. The
apartment complex will feature 43 one-bedroom/one-bathroom units (625 square-feet) and 42
two-bedroom/one-bathroom units (780 square-feet). Rents will be 60% of the area median
income or lower, based on requirements of the Florida Finance Corporation LIHTC (Low-Income
Housing Tax Credit) program.
The property’s purchase price is $1,700,000 and the total project cost is $15,859,959.
Project funding includes $345,000 from HOME Investment Partnerships Program, $200,000
from SHIP, $9,240,872 through the LIHTC program, $5,590,341 from the Tax Credit Assistance
Program, and $483,746 from owner equity. Pine Berry Senior Limited Partnership anticipates
having site control by March 2010. The project is scheduled to be completed by May 2011.
The developer, RLI Beneficial Development 7, LLC, will engage a construction and a
management company. Site plans, elevations, and legal documents are in substantially final
form.
Member Hughes moved to recommend authorization of a 30-year, 3%, $545,000 loan,
with a 5-year deferment, to Pine Berry Senior Limited Partnership, to acquire and develop real
property at 1225 Highland Avenue, as affordable rental housing for seniors. The motion was
duly seconded and carried unanimously.

7 - Neighborhood Stabilization Program 2
Economic Development & Housing Assistant Director Jim Donnelly reported that the
consortium of the City of Clearwater, City of Largo, Pinellas County, Pinellas County Housing
Finance Agency, and Pasco County had been awarded $50 million through the Federal NSP2
(Neighborhood Stabilization Program 2). Details regarding distribution of the funds are being
finalized. He estimated the City would receive between $3 million and $5 million. This program
will free up other City obligations for CDBG funds.
Staff also will pursue funding through NSP3.
