PENSION ADVISORY COMMITTEE MEETING MINUTES

The Chair called the meeting to order at 9:00 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
2 - Approval of Minutes
– February 11, 2010
Member Schmalzbauer moved to approve the minutes of the regular Pension Advisory
Committee meeting of February 11, 2010, as submitted in written summation to each board
member. The motion was duly seconded and carried unanimously.
3 – Employees to be Heard
– None.
4 – Action Items

The motion was duly seconded and carried unanimously.
5 - Pending/New Business
5.1 - Expiration of Nathan Hiqhtower's Term - Appoint Seventh Member
Chair Hightower passed the gavel to Vice-Chair Jensen.
Chair Hightower indicated his willingness to serve another two-year term.
It was questioned if recent legislation increasing the length of terms affected the PAC
(Pension Advisory Committee). Human Resources Director Joe Roseto said the PAC is unique
to Clearwater. It was suggested the City consider increasing the length of PAC member terms
to four years.
Member Doran moved to reappoint Nathan Hightower to the PAC. The motion was duly
seconded and carried unanimously.
Vice-Chair Jensen returned the gavel to Chair Hightower.
6 - Director's Report
Mr. Roseto thanked Member Petersen for her service to the PAC.
7 - Committee Members to be Heard
Member Gibson was congratulated on his reelection to the City Council.
Concerns were expressed that voters had rejected the City's charter amendment on
Tuesday, voters may automatically reject complicated pension changes in the future, and recent
legislation forbids the City from articulating reasons for proposed changes.
Mr. Roseto reviewed proposed pension changes, stating they benefit employees and are
cost neutral to the City. Employee groups are not restricted from supporting charter
amendments. Finance Director Margie Simmons said if approved, all retirement options will be
clearly presented. Regarding the proposed Back DROP (Deferred Retirement Option Plan), she
will report if the discount rate is based on the date the option is chosen or the date the draw is
made.
