Since there are no sidewalks within 200 feet of the property and since this property is not part of a school route and the waiving of the sidewalk require- ment will not create a pedestrian hazard, this location meets the requirements set forth in Section 138.09. Therefore, I am pleased to inform you that a temporary waiver of the sidewalk installation requirement is granted on the above-referenced property. The walks if indeeG were constructed would lead to no where, as no other adjacent properties have walks. In reality, no walks exist anywhere along Palmetto Street, except at the intersection of Hercules some c.istance to the West of Kapp Drive. Sidewalks are most important in residential areas where they are used for the benefit of the nublic therein. However, in an industrial area such as this, it seems such a waste as they will not be utilized. At such time as walks were adjacent to our pronerty whereby their existence proved positive, we would have no objection to installing walks abuttinq our prooerty. Installation of walks now does not seem beneficial. Section~8.09 of the Code of Ordinances of the City requires that all land that abuts a public right-of-way, which is to have new construction on it, either for residential, commercial, industrial or other purposes, shall have sidewalks constructed by the Owner on, across or adjacent thereto.
