05/28/2008 - Presentation CAC Presentation Issues of Local Concern What are issues of local concern? The issues of local concern were raised at meetings, such as this meeting today, from members of the Citizens Advisory Committee, also known as the CAC during the City’s Evaluation and Appraisal Report, or EAR, process in 2006. The issues of local concern were raised to help shape amendments to the Elements of the Comprehensive Plan. Today we will be discussing one of the Comprehensive Plan Elements, the Housing Element, and the Issues of Local Concern aimed to shape it. Last week, draft copies of the Issues of Local Concern were provided to you for review. The document includes the concern and then a city staff analysis and recommendation. Sometimes staff agreed with the concern and sometimes not. My introductory presentation today will highlight some of the issues of local concern, staff reaction, and review aspects of the draft Housing Element amendments. The Issues of Local Concern, and then the Element are organized by Goals, Objectives, and Polices. The issues of local concern include ? promoting incentives, such as an increase in densities to allow for attainable housing, ? promoting residential infill projects, ? providing for the permitting of accessory dwelling units (ADUs) under limited circumstances, ? encouraging sustainable design for green housing to reduce energy consumption ? bringing the Comprehensive Plan up to date to address mobile home park redevelopment and the relocation of mobile home owners. An example of staff not agreeing with an issue of local concern is the recommendation that condominium conversions be tracked because of impacts to the rental housing market. While there is not much condominium conversion activity now, when it does happen, to track it would serve no purpose. What is the Housing Element? The Housing Element is like a roadmap into the City’s future with regard to housing needs. The amendments update the element to keep it functional. The draft housing element shows proposed new language with underlines, and language to be removed with strikethroughs. The amendments fine tune and update the existing Housing Element and add new objectives with policies to promote attainable housing and green housing.
