Massie Attorney at Law Barnett Bank Building Post Office Box 10137 Tallahassee, FL 32302 AUG 1 7 1988 r-'l' 1'\/ C' 'e ' \-' 1 i .,'LU{K Dear Mr. Massie: The City of Clearwater would like to continue to have a person skilled in lobbying activities to protect its interest before the State Legislature and the Pinellas County Delegation, and in monitoring the activities of other State administrative and regulatory bodies. It is the belief of the City Commission of the City of Clearwater that a Lobbyist can provide this type of service, which is needed by the City. 1. The Lobbyist shall provide monitoring and lobbying activities with respect to legislation presented to the State Legislature in whi ch the City has a specHi c interest or whi ch mi ght affect the City as a Florida municipality. The Lobbyist will also perform the same function as it relates to activities of the Pinellas County Delegation including attending meetings conducted by such Delegation. 2. The Lobbyist will further monitor, participate in and report on meetings conducted by State administrative and regulatory bodies where the City makes a request. 3. The City agrees to compensate the Lobbyist for performing the servi ces outl i ned in paragraphs one (1) and two (2) on an annual retainer basis. Such annual retainer shall be at the rate of $13,122.38 per year. In addition to such annual retainer, the Lobbyist shall be entitled to be reimbursed for expenses reasonably and necessarily incurred in providing services, such as cost for travel, lodging and meals directly related thereto, , ec..', fi,-)lt~/~ . /')' ~.~ /Q))' i;/c)'L/lg,-~ i-. ,--- --l "l~ual Employment and Affirmative Action Employer" p3-{J)0--r:JO-/9 ) Mr. James C. Sai d reimbursement shall be rendered upon recei pt by City of Clearwater of documentation evidencing expenses incurred. Lobbyist agrees to prorate such expenses between the Ci ty and other cl i ents of the Lobbyi sts, when such expenses were incurred on behalf of the City and such other clients such that proration is appropri ate. Such reasonable and necessa ry expenses shall not include overhead expenses such as secretarial assistance and office rent. 4. The City specifically reserves the right to utilize the services of Lobbyist in litigation matters; however, should such representation be necessary, then it will be handled under a separate agreement and separate compensation. 5. The Lobbyist shall report di rectly to the City Manager or his designee in performing the services outlined above in paragraphs one (1) and two (2).
