Massie Attorney at Law Barnett Bank Building Post Office Box 10137 Tallahassee, FL 32302 --- SEP:AJ 188; Dear (.'l'l"V v 1 Cj_~Ll Clearwater has grown to the point where it should have a person lobbying activities to protect its interest before the State Legislature, with the pinellas County Delegation, and in monitoring the activities of other State administrative and regulatory bodies. Further, it is the belief of the City Commission of the City of Clearwater that a Lobbyist can provide.this type of service, which is needed by the City. (1) It is the City's belief that a Lobbyist shall provide monitoring and lobbying activities with respect to legislation presented to the State Legislature in which the City has a specific interest or which might affect the City as a Florida municipality. Lobbyist will also perform the same function as it relates to activities of the pinellas County Delegation including attending meetings conducted by such Delegation. (2) Lobbyist will further monitor, part~c~pate in and report on meetings conducted by State administrative and regulatory bodies where City makes a request. (3) The City agrees to compensate Lobbyist for performing the services outlined in paragraphs one (1) and two (2) on an annual retainer basis. Such annual retainer shall be at the rate of $12,629.82 per year. In addition to such annual retainer, Lobbyist shall be entitled to be reim- bursed for expenses reasonably and necessarily incurred in providing services, such as cost for travel, lodging and meals directly related thereto, and long .""1 ., \ !i I ,.~1 ,t}<(.P Ij c. Said re imbursement shall be rendered upon rece ipt by ci ty of Clearwater of documentation evidencing expenses incurred. Where possible, Lobbyist agrees to prorate such expenses where mutually beneficial to the City of Clearwater and the City of St. Petersburg. Such reasonable and necessary expenses shall not include overhead expenses such as secretarial assistance and office rent. (4) The City specifically reserves the right to utilize the services of Lobbyist in litigation matters; however, should such representation be necessary, then it will be handled under a separate agreement and separate compensation. (5) The Lobbyist shall report directly to the City Manager or his designee in performing the services outlined above in paragraphs one (1) and two (2).
