SUBRECIPIENT AGREEMENT
THIS AMENDMENT (No. 1) made by and between the City of Clearwater, a Florida municipal
corporation, having its principal office at 112 South Osceola Avenue, Clearwater, Florida, hereinafter
referred to as the "City", and the YMCA of Tampa Bay, Inc., hereinafter referred to as the "Provider",
whose principal address is 655 Second Avenue South, St. Petersburg, FL 33701, and provide services at the
Hispanic Outreach Center located at 612 Franklin Street, Clearwater, FL 33756.
WITNESSETH:
WHEREAS, the City has entered into an agreement with the U.S. Department of Housing and
Urban Development (HUD) for the purpose of conducting a Housing and Community Development
Program with federal financial assistance under Title I of the Housing and Community Development Act of
1974, as amended, hereinafter called "Act"; and the Cranston-Gonzalez National Affordable Housing Act
of 1990; and
WHEREAS, the City has entered into an agreement with the U. S. Department of Housing and
Urban Development for the purpose of conducting the Community Development Block Grant (CDBG) (24
Code of Federal Regulations (CFR) Part 570) and the HOME Investment Partnership (HOME) Program
with federal assistance under Title II (42 United States Codes (USC) 12701-12839) of the Cranston-
Gonzalez National Affordable Housing Act of 1990, as amended; and
WHEREAS, the City has entered into an agreement with the State of Florida for the purpose of
conducting the State Housing Initiatives Partnership (SHIP) Program with State of Florida assistance under
the William E. Sadowski Housing Act (Section 420.907 - .9079 Florida Statutes, Rule 67-37, Florida
Administrative Code (FAQ which was signed into law on July 7, 1992; and
WHEREAS, the City has determined through its Fiscal Year 2005-2010 Consolidated Plan and
FY2007-2008 Consolidated Action Plan, which was adopted on July 19, 2007, the necessity for providing
funding for building improvements to an outreach center who provides a range of services to support the
community.
WHEREAS, the City desire to engage the Provider to render certain services in connection
therewith:
NOW, THEREFORE, the parties hereto agree to amend the FY 20007-08 Subrecipient
Agreement entered into on October 1, 2007 in the following respects, and in these respects only. All other
terms and conditions of the Agreement shall remain in full force and effect.
1. Section VII: Method of Payment section of the original contract state that it is expressly
understood and agreed that the total compensation to be paid hereunder for actual expenditures

incurred shall be reserved in the amount of TWO THOUSAND SEVEN HUNDRED SIXTY
AND NO/100 DOLLARS ---- ($2,760.00) for an air conditioning unit at the multi-service
center for Hispanic residents.
NOW THEREFORE, this section of the agreement is hereby amended to increase the amount
from TWO THOUSAND SEVEN HUNDRED SIXTY AND NO1100 DOLLARS ($2,760.00)
to FOUR THOUSAND SIX HUNDRED NINETY-FIVE DOLLARS AND NO/100
($4,695.00).
IN WITNESS WHEREOF the parties hereto have caused this Agreement to be executed by their duly
authorized officials on the day and date first above indicated.
