This bid package contains: 1) An operational plan to include a description of community service programs; 2) A bid bond for $30,000; .3) A drug free workplace form; 4) A public entity crimes form; and 5) Competitive proposal form - Appendix D. The agreement attached to the request for competitive proposal is generally acceptable to Clearwater. All of the elements of the agreement are compatible with our system except for the requirement to collect all types of plastic whether they are marketa.ble or not. We are only able to market plastic milk and water jugs and soda bottles (number 1 & 2). We do not wish to collect other types of plastic under the guise of recycling when we cannot market them. They would just be disposed of and we feel that would not be honorable. We would not want the citizens to think that we are accepting and recycling something that in fact must be disposed of due to inability to market it. We feel that Safety Harbor shares that view since our marketing relationship with Safety Harbor for these last few years indicates to us that you would not want us to collect under the guise of recycling anything that was not truly being recycled. Letter to Safety Harbor on Recycling Bid Page 2 July 12, 1996 A performance bond has not been included with the bid package. We have a performance bond prepared and ready but do not expect to provide a performance bond until a selection has been made and all parties are ready to negotiate an agreement. The Clearwater Legal Department informs us that a standard contract is not appropriate for a municipality. They believe that, if Clearwater is selected as the "contractor", because we are both municipalities, the agreement would take the form of an interlocal agreement. The substance would not necessarily change. That would be acceptable to us. We hope that it would be acceptable to Safety Harbor. The form of agreement can be worked out between our city attorneys. We want very much to provide recycling service to Safety Harbor. We have enjoyed an excellent working relationship with Safety Harbor in recyclable marketing. Brumback Director of Solid Waste RMB/pdf Attachments Isafhrb.711 COMPETITIVE PROPOSAL TO PROVIDE RECYCLING SERVICE TO THE CITY OF SAFETY HARBOR #96-04 OPERATIONAL PLAN Mission - To provide a cost-effective full-service citywide recycling program for the City of Safety Harbor which includes residential curbside/curbsort collection, multi-family curbside/curbsort collection or a program tailored to each complex, commercial curbside/curbsort collection or program competitive with private recycling companies and the processing and marketing of recyclables. Concept - The City of Clearwater Solid Waste Department (CSW) will provide a full- service citywide recycling program for Safety Harbor. The program consists of residential curbside/curbsort recycling collection for all single-family residences , multi- family recycling service for a minimum of 5 complexes (approximately 580 equivalent living units), a commercial collection program oriented toward not only curbside/curbsort collection service, but also cardboard that is competitive with private recyclers, all of which are billed a monthly fee. Residential - CSW will serve all of the single family residences or their equivalent in Safety Harbor with once-a-week curbside/curbsort collection, in 14-gallon recycling containers. Materials being collected include: newspaper, aluminum and steel cans, three colors of glass bottles and jars, plastic milklwater jugs. (types 1 & 2), and plastic soda bottles (types 1 & 2). If unacceptable materials are found in the container, CSW will leave an explanatory note and the material with the container. Collection of 1 recyclables will be accomplished by using a customized recycling vehicle on one route, five (5) days per week, with an average of approximately 1200 passbys per route/per day. Two (2) additional recycling vehicles will be used as backup. Due to the seasonal fluctuation in occupancy of the single-family residences, CSWoffers recycling service to any residents near it's routes that can be cost effectively served and conveniently billed. CSW would offer this same service to the City of Safety Harbor if they win the bid. We expect to hire one full-time Solid Waste Equipment Operator, and purchase one compartmentalized collection vehicle to best serve the City of Safety Harbor. We have had no turnover of Equipment Operators servicing our routes other than promotions since our program began in 1994. Any acceptable material left at the curb on the scheduled collection day or alongside the container will be picked up. CSW provides "backdoor" recycling collection service to qualified residents (qualified being a letter from the resident's doctor indicating a medical need for this service) at no additional charge. Citizens wishing backdoor service for convenience may have the service for double the monthly charge. Replacement of damaged or missing containers, not due to negligence or abuse, is provided at no cost to the resident. Multi-Family - The Multi-Family Recycling Program will be designed to serve a minimum of five (5) complexes (580 living units) either through curbside/curbsort service or individual programs tailored to meet the needs of each complex based upon 2 the physical layout of the complex and the desires of the residents. Initially, an analysis of the distribution of complexes, their location and respective number of units will be conducted. Representatives of CSW will approach larger complexes first and arrange to meet with complex managers, superintendents or contact persons to determine, on a case-by-case basis, the needs of each complex. A customized program will be recommended for each complex. Each complex will be offered the opportunity to recycle newspaper, three colors of glass bottles and jars, aluminum and steel cans and plastic milk and water jugs and soda bottles (type 1 & 2). If a customized program is recommended and accepted, their materials will be collected in conveniently located collection centers using 90-gallon semi-automatic carts and/or dumpsters according to the needs of the complex. A semi-automated collection vehicle will be used to serve each complex with once weekly collection. Additional collections will be made if participation warrants. If collection centers can be used in the complex, the monthly charge will be 75% of the residential curbside rate. If the complex wishes to continue its existing curbside/curbsort service, we will use compartmentalized collection vehicles as referred to in the residential section above and the residential curbside rate will apply. Commercial - CSW began competing openly with the private companies by negotiating service agreements with commercial customers using a flexible rate schedule on March 1, 1994. Currently CSW has approximately 400 customers under contract. CSW will provide for curbside/curbsort collection of plastic milk and water jugs and soda bottles (type 1 & 2), aluminum and steel cans, three colors of glass bottles and jars and 3 newspaper. CSW would like to contact Safety Harbors' solid waste commercial customers to start a recycling service for cardboard and office paper for a monthly fee. The CSW Multi-family and Commercial Recycling Coordinator in coordination with the Safety Harbor Recycling Coordinator will identify the largest potential accounts and will conduct waste audits to determine the types and volume of material to be recycled. Program proposals will be tailored for each account that will result in solid waste cost savings to the customer. Based upon data gathered from the waste audits, CSW is able to design a recycling program for each business using dumpsters and/or 90-gallon semi-automated carts for the collection of recyclables. These accounts are provided with appropriately sized containers and serviced by the appropriate vehicle. Commercial office paper recycling will be phased in over the three-year period, starting with the City of Safety Harbor's own municipal offices. The office paper collection method will incorporate the use of 90-gallon carts for collection of white paper and computer paper, and serviced by a step van-type vehicle. No fee will be charged for the City of Safety Harbor offices for office paper recycling. Processing and Marketing Recyclables - In July 1994, CSW began operating its Processing Center for recyclable materials at the Solid Waste Complex located at 1701 N. Hercules Avenue. There contaminants, if any, are removed and recyclables processed for shipment to market. Five full-time, processing employees are being used; one equipment operator and four maintenance workers. The baling system 4 installed is capable of baling newspaper, corrugated cardboard, plastic and steel cans. Other processing equipment used is an aluminum can crusherlblower, a skid loader and a forklift. Glass, separated by color, is being placed in rolloff containers and shipped to end users. CSW would be pleased to provide a briefing and tour for any Safety Harbor Officials interested in seeing how recyclables are processed and marketed or how the CSW program operates. Ownership - The Clearwater Recycling Program is an enterprise of the City of Clearwater, operated by the Department of Solid Waste. Being a municipally owned solid waste and recycling system, it is responsive to customer and citizen needs. Governed by elected officials and trained municipal managers, it is extremely customer service oriented and responsive. Our goal of serving the citizens of Clearwater to the best of our ability would be extended to the citizens of Safety Harbor. The spirit of close cooperation with Safety Harbor now enjoyed in marketing recyclables would be extended to the entire recycling program. Feasibility - The Clearwater recycling program has been fully operational and operating successfully since June 27, 1994. It is a model program that receives visits from representatives of other cities in Florida and some from out of state. The procedures used in the Clearwater program were developed through a series of pilot programs conducted between 1987 and 1994. These procedures are tailored to the needs of the residents of the Tampa Bay area and are proven effective. 5 Contingencies - The Clearwater recycling program now serves approximately 27,000 single family residences, 20,000 multi-family living units and 400 businesses in the Clearwater area. CSW has nine (9) residential and four (4) multi-family recycling trucks as well as twelve (12) front-end loaders. As many back-up vehicles as necessary will be allocated to Safety Harbor to assure reliability. Education and Promotion - Clearwater Recycling Coordinators will advise and assist Safety Harbor Recycling Coordinators with education and promotion. Records of Participation - CSW will provide monthly tonnage as well as quarterly and annual reports of Safety Harbor recycling program performance. These reports will be developed in coordination with and in support of the Safety Harbor recycling coordinator. Electronic Data Collection - Radio Frequency Identification (RFID) Tag Data Collection will be made available to Safety Harbor as an option for curbside/sort bins that can be correlated to a living unit address at a cost of five cents ($.05) per billing unit per month. Electronic data collection will provide accurate participation data by curbside collection unit. Safety Harbor's cooperation and assistance will be necessary to ensure that all bins are tagged to assure accuracy. 6 Compliance with Safety Harbor Ordinances - CSW, being municipally owned, is accustomed to ordinance compliance and will comply completely with Safety Harbor ordinances. Qualification and Experience - Clearwater has been operating a full service municipal recycling program since June of 1994 and a pilot program since 1987. Clearwater has on staff six (6) State Certified Recycling Coordinators, all of which have advanced certification in business and institutional (Hotels, etc.) recycling. CSW will assist and support the Safety Harbor Recycling Coordinator in developing educational and promotional programs to improve and sustain participation.
