The Facts This property, which I have owned since 1986, is located adjacent and immediately to the north of the CHIPS Center and Soup Kitchen Complex. This area, before the arrival of the Soup Kitchen and CHIPS center, was SUPER VIBRANT with retail and mixed use. Thls building was once occupied by Shells Restaurant and did $1,600,000.00 in gross sales. The SOUP KITCHEN was allowed in and the general area went into a rapid economic and property value decline. Crime has rocketed to new all-time highs compared to other areas of the city. The 911 calls for those two uses on Park St. are in the THOUSANDS not hundreds. There is a PARADE of VAGRANTS at 1343 Cleveland St. DAILY. We have issued hundreds of trespass warnings on a continual basis. The property attracts a continual flow of garbage, trash, personal belongings, beer cans, whiskey bottles, needles, condoms, drug paraphernalia, urine, human fecal material, blankets, tents, cardboard boxes, VAGRANTS and HOMELESS but unfortunately no renters. East Gateway Area Plan and Vision This plan was formulated approximately four years ago and already seems outdated. The City of Clearwater Community Development Code allows the AmVets at 1343 Cleveland St. because it is zoned commercial. Policy 12 of the Gateway Vision says to encourage the adaptive reuse of underutilized buildings in the event redevelopment is not feasible, which we are now trying to do. Policy 3 calls for an expansion of the CHIPS Complex to create acampus-like setting to address the emergency and transitional housing. This assemblage of property was tried but failed because the Car Pro property was too contaminated and too costly for cleanup. The CHIPS group wanted to purchase that property, had a contract to do so, and potentially purchase the remaining two parcels to expand transitional housing as previously called for in Policy 3. The gateway plan and plans maps call for an assemblage of property from Evergreen St. to the creek to the West along Cleveland St. This plan is now history. AmVets Occupancy The AmVets bring many positives to this immediate area. They will be excellent renters as they have a 100% rent record. They are all a great group of people and a very positive influence in our community as evidenced from their support from Congressman Gus Bilirakis. They will be open for breakfast, lunch and dinner to ALL people. They will have bingo a minimum of two nights to ALL people. They will employ people from the neighborhood and surrounding area and provide many other positive services to the residents of our community. They are signing a five year lease and would be willing to relocate if the SOUP KITCHEN were to move and/or an assemblage of property were to occur in that area with a one year notice to relocate. Compatibility They are certainly compatible as evidenced by other similar uses within the commercial district of the CRA. They fit the City of Clearwater Development Code page CD 8:30 (Social & Community Center). They DO NOT fall into the distinct prohibited uses so articulately outlined in the Gateway Plan. summary This blighted area in decline over the last 12 years caused from a number of factors directly related to the increase of Homeless,Vagrants,and Illegal activities has resulted in high crime, empty and decaying buildings, needs help from all avenues. We are presently located in the City of Clearwater, 1825 N. Highland Av, 33755 and since 2001 have been a good neighbor and benefactor to the City and neighborhood. We feel we serve the community of Clearwater well ,having a history of serving the personal service needs of our neighborhood. We are being forced to relocate from our present location with the development of a Wal-Mart on N. Highland Av. We recently met with Ms. Molly Molter when applying to move our occupational license and understood we were in compliance with subparagraph (g) as read and described. As part of anon-profit Organization chartered by the Congress of the United States of America for over 60 years, we are proud of our commitment to our local community and its residents both veteran and non-veteran. We offer a variety of services and programs to the residents of Clearwater and the surrounding communities, in addition to employment and volunteer opportunities to local residents. Please consider the following: A. We are a destination for visitors from the United States, Canada and Europe. As the diversified membership of the Am Vets is over 175,000, plus other related groups both nationally and internationally, we offer a point of contact for these visitors to meet and look for information and events within the community. B. We offer functions, open to the public, including BINGO on a weekly basis, which offer an opportunity for local residents to meet and interact with others within the community. These activities fund various services within our community. C. We offer, to the public, low cost or no cost meals that include breakfast, lunch and dinner. D. We are a major contributor to several charities and support numerous others. These include, but are not limited to, The Dunedin Children's Christmas Fund, The Pinellas County Foster Children's Program, The Clearwater Attention Home 'for Boys, The Fisher House, The John Tracy Clinic, The Freedom Foundation, The Royal Canadian Legion, The Breast Cancer Research Organization, The Special Olympics Program, The Clearwater High School NROTC, The Humane Society of Pinellas, The Hospice as well as others too numerous to mention. We also `adopt' several families at Christmas and provide a cheerful holiday to these families which may not have the resource to provide for themselves. We also offer, at no cost, services to members of the community that include transportation services to and from medical appointments ,routine shopping needs as well as "handyman' services to those who may not be able to afford or physically deal with minor issues at their residents. With this in mind, we can not understand how we are unable to meet the "...personal service needs of the neighborhood". Cole Post #67 AMYETS and their proposed move to a new post home during 2008. The children's fund has been operating under the auspices of Post #67 for the past six years of our seven year existence, a situation we could not exist without. Without the post's tax number our tax exempt donations would all bu t disappear leaving the fund without the where with all to provide for the children. Because of the fund's rule that school children and preschoolers anust either live or go to school in Dunedin, during 2007 85-faanilies involving 235-childreni received a brighter than expected holiday. Of those numbers 20-25% actually lived within th a boundaries of the City, of Cleau-wate~•. Post #67 charitable acts are not just limited to the children's fund but in concert with the post's auxiliary and son's squadron their actions encompas!~ the entire community. From the infi~med veteran to those down a bit on their luck and even a group home for abused amd disabled children. The post covers all aspects in the area. As a resident of Clearwater thr proposed move to the Cleveland Street site would only enhance the area with little of no ens pact to the area's infrastructure. It would also bring a good neighbor to the city's near east side. We hope that Post #bTs move to a new post home will be a smooth and beneficial one to all of Clearwater.
