All applications that im addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance the City of Clearwater Storm Drainage Design Criteria manual. Trip generation shall be based on the most recent edition of the Institute of Transportation Engineer's (ITE) Trip General Manual. The Traffic Impact Study must be prepared in accordance with a "Scoping Meeting" held with the Traffic Operations Manager and the Planning Department's Development Review Manager or their designee (727-562-4750) Refer to Section 4-801 C of the Community Development Code for exceptions to this requirement. ^ Acknowledgement of traffic impact study requirements (Applicant must initial one of the following): Traffic Impact Study is included. The study must include a summary table of pre- and post-development levels of service for all roadway nd each turning movement at all intersections identified in the Scoping Meeting. We are neighbors of the Ruffners, and have the following comments regarding their request. After giving due consideration to the content of your notice, we recommend that the City approve the application for an increase in the size limitation of the subject shed as outlined in your notice. My wife and I have lived in the neighborhood for ~ years, and have found it to be a very desirable area to live in. Naturally, there have been occasions when one or more of our neighbors has seen fit to make changes in the use of their property. Sometimes this would include the addition of a portable storage building, the parking on their property of a boat, trailer or motor home. However, it is seldom that such persons would be so concerned about the affect of such action on their neighbors that they would go to the expense of erecting a solid fence of the maximum allowable height around such movable objects as to virtually shield such property from view. We applaud Mr. & Mrs. Ruffner, not only for being good neighbors, but also for their ongoing efforts to make major improvements to their home, beautifying the landscaping which is in process, and for making every effort to keep their motor home, the boat and their portable building from becoming an eyesore. • • Mr. Scott Kurleman, Planner II January 19, 2006 Page Two Mr. Ruffner has explained to us that at the present time he is awaiting delivery of an electronic gate that will be installed in the area of his gate that is presently open, which will seal off the property inside the fenced area from visibility except for a very small percentage that extends above the height of the fence. We urge the City to wait until the Ruffners have an opportunity to complete the work that they have commenced. We, and many of their neighbors are willing to give them a chance to finish what they have started, and we therefore put our stamp of approval on any waiver of existing regulations that the City may find it appropriate to grant.
