The project consists of a 24-unit townhome community on 1.033 acres in the Downtown District, between Ewing Avenue and MLK Avenue just south of Pierce Street. The allowable density on this site is 30 units per acre. . The project is located in the City of Clearwater designated Downtown District, in the Town Lake Residential District. The proposed townhome community is a Level One Permitted Use in this district. The following addresses the Flexible Standard Development criteria for attached dwellings in the Downtown District: Height: The City of Clearwater Community Development Code (Code) allows for a maximum height of 30-50 feet in the Downtown District. The proposed project would have a maximum height of 35 feet. Street Frontage: The townhome community is designed to have an outward appearance to the adjacent Ewing Avenue and MLK Avenue. Driveways and garages would face the internal, private road. However, a sidewalk will connect Ewing Avenue to MLK Avenue to suggest the feel of an urban street environment, with the end units having stoops, doors, and windows facing the City streets. Off-Street Parking: The Code requires a minimum 1 - 1'/~ parking spaces per unit, or 24 - 36 spaces for the development. The proposed project offers two. (2) parking spaces per building, or 48 spaces. Design Guideline Compliance: The following Downtown Redevelopment Plan narrative insures that the Downtown District Design Guidelines are being met. In addition, no metal fabricated buildings are proposed for this site, per Code. Downtown Redevelopment Plan Ela Townhomes will fulfill the Vision of the Downtown Plan by providing the needed residential component to the Downtown area. The townhome units are designed to be aesthetically pleasing from an architectural and landscaping standpoint. The townhome community, with its upscale image, will attract people to live within the Downtown area, promoting more shopping, employment, and recreation to take place there. We have accentuated different.elements throughout the site and at the end units to create a sense of heirarchy. This treatment of massing helps break a very long building into smaller pieces and lightens the length of the building. To further articulate the caps, we have thickened the cap of the lightest of the volumes to produce a more noticable element, but retain the heirarchy in rhythm. The rear building elevations (north and south) are too bland; they need additional details. RESPONSE: We have incorporated the barrel the canopy from the front of the building with the rear doors. We have modified the colors of the back to respond with the rhythm of the front. We have also pulled more score lines from the front to break up the volumes. On the front building elevations explain why the base blocks are different heights. RESPONSE: The difference between the base heights of the corner units and the interior unit is done to create more street presence. We furthered the concept by incorporating a stone material at the corner unit base. The allowable density on this site is 30 units per acre. The project is located in the City of Clearwater designated Downtown District, in the Town Lake Residential District. The proposed townhome community is a Level One Flexible Standard Use in this district. The following addresses the Flexible Standard Development criteria for attached dwellings in the Downtown District: Height: The City of Clearwater Community Development Code (Code) allows for a maximum height of 30-50 feet in the Downtown District. The proposed project would have a maximum height of 35 feet. Street Frontage: The townhome community is designed to have an outward appearance to the adjacent Ewing Avenue and MLK Avenue. Driveways and garages would face the internal, private road. However, a sidewalk will connect Ewing Avenue to MLK Avenue to suggest the feel of an urban street environment, with the end units having stoops, doors, and windows facing the City streets. Off-Street Parking: The Code requires a minimum 1 - 1 Ih parking spaces per unit, or 24 - 36 spaces for the development. The proposed project offers two (2) parking spaces per building, or 48 spaces. Design Cruideline Compliance: The following Downtown Redevelopment Plan narrative insures that the Downtown District Design Guidelines are being met. In addition, no metal fabricated buildings are proposed for this site, per Code. Downtown Redevelopment Plan Ela Townhomes will fulfill the Vision of the Downtown Plan by providing the needed residential component to the Downtown area. The townhome units are designed to be aesthetically pleasing from an architectural and landscaping standpoint. The townhome community, with its upscale image, will attract people to live within the Downtown area, promoting more shopping, employment, and recreation to take place there. Variety in housing types will also be satisfied, as few upscale townhome communities currently exist within surrounding area. The Town Lake Residential District contains significant amount of underutilized land according to the Downtown Redevelopment Plan, and this development converts just over an acre of the currently underutilized land into a 24-unit townhome community. District Vision Use: In keeping with the encouraged residential use, Ela Townhomes will provide 24 townhome units. Function: Ela Townhomes would add new residents in the Town Lake District that will enliven-Downtown and provide a market for new retail and restaurant development. The community is also located near the Town Lake Park, for residents enjoyment. Development Patterns: The proposed residential development is south of Cleveland Street. The property is within walking distance of Town Lake, and is architectually styled to face Ewing Avenue and MLK Jr Avenue. Prohibited Uses: The proposed project is not a prohibited use in this area. In response to the application and Affidavit to Authorize Agent, I will be happy to stop by and cross Burcaw's name off of the Agent line of the application, if that is necessary. As I pointed out in my response to the first Incompleteness Letter, the application was filled out the way it was because of direction given by you at a previous DRC meeting. The brief discussion centered around Burcaw being copied on all City comments in a timely manner to avoid having to rely on the client. It was then suggested by you to list Burcaw as the agent on the application so that correspondence was sent to me. The intent is to have City correspondence copied to me but keep signing authority with the owner. If this is not possible without revising the Affidavit, please remove our name from the Agent line in the application. On August 4, 2005, the Development Review Committee (DRC) reviewed your application for Flexible Standard Development approval to construct a 24-unit townhome community in the Downtown Town .Lake Residential Character District, per Section 2-902.C. The DRC APPROVED the application based upon the following findings of fact and conclusions of law with the following conditions of approval: Findings of Fact/Conclusions of Law: 1. The subject 1.033-acre site is zoned Downtown Town Lake Residential Character District; 2. The proposal complies with Attached Dwelling criteria under the provisions of Section 2-902.C; 3. The proposal complies with requirements of the Clearwater Downtown Redevelopment Plan; 4. The plan complies with General Applicability Criteria under the provisions of Section 3-913; 5. The proposal will conform to the Downtown Design Guidelines; 6. Flexibility in regard to use are justified by the benefits to community character and the immediate vicinity of the parcel proposed for development and the City of Clearwater as a whole; 7. There are no active code enforcement cases for the parcel; and 8. The proposed.development is compatible with the surrounding area. Conditions of Approval: 1. Prior to the issuance of any site or building permit, the landscape plan and plant material schedule be revised to make the plant quantities consistent; 2. Prior to the issuance of any site or building permit, a double detector check valve with bypass meter shall be required for any internal fire protection line; 4. Prior to the issuance of any site or building permit, Crushed concrete shall be utilized instead of crushed rock for base under architectural paver walkways; 5. The City of Clearwater will provide water taps; set the water meters and a B.F.P.D. (back flow preventor device) if applicable. Applicant is responsible for all associated fees and all other installation fees, prior to the issuance of any site or building permit; 6. Prior to the issuance of any site or building permit, Doghouse manhole shall be set on either a pre- cast or poured in place concrete slab; 7. Obtain permit for all work in City rights-of--way prior to the issuance of any site or building permit; 8. Final payment for buy-in to Downtown Stormwater Service District is required prior to the issuance of a building permit; 9. Provide an additional type C grate inlet on the private road that connects MLK to Ewing. This is to accommodate the amount of runoff generated in a 10 year storm on a road with a 2% grade; 10. The storm pipe proposed on Ewing Ave is to be 18" RCP to accommodate post-development; 11. Provide a copy of the approved SWFWMD permit prior to the issuance of a site or building permit; 12. Provide a screen around both the electric transformers to make them less obtrusive, but not inaccessible (fence, wall, and/or landscaping); 13. Mechanical and utilities equipment that are placed at grade must be placed in the least obtrusive location possible and screened from adjacent properties and rights-of--ways with fences, walls, and/or landscaping; 14. The final design and color of the building be consistent with the conceptual elevations submitted to the DRC; 15. The final design of the site and landscape plan be consistent with the plans submitted to the DRC; and 16. All signage be consistent to the design/colors submitted and comply with the requirements of the signage portion of the Community Development Code and Downtown Design Guidelines. I concur with the findings of the Development Review Committee and, through this letter, approve your application for Flexible Standard Development with above conditions. The approval is based on and must adhere to the application dated received November 2, 2005 and revised site plans and building elevations dated received March 8, 200. Pursuant to Section 4-303, an application for a building permit shall be made within one year of Flexible Standard Development approval (March 23, 2007). All required certificates of occupancy shall be obtained within two years. of the date of issuance of the building permit. Time frames do not change with successive owners. An extension of time maybe granted by the Community Development Coordinator for a period not to exceed one year and only within the original period of validity. The Community Development Coordinator may approve an additional extension of time not to exceed one year for good cause shown and documented in writing. The coordinator must receive the request for this extension within the one-year period of validity after the original time extension.
