Manual and 4-202.A.21)
A STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that in.
addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance
the City of Clearwater Storm Drainage Design Criteria manual. A reduction in impervious surface area does not qualify as an exem,
to this requirement.
If a plan is not required, the narrative shalt provide an explanation as to why the site is exempt.
^ At a minimum, the STORMWATER PLAN shall include the following:
Existing topography extending 50 feet beyond all property lines;
_ Proposed grading including finished floor elevations of all structures;
_ All adjacent streets and municipal storm systems;
Proposed stormwater detention/retention area including top of bank, toe of slope and outlet control structure;
A narrative describing the proposed stormwater control plan including all calculations and data necessary to demonstrate compliance with
City manual.

Dear Mr. Saked:
This letter constitutes a Development Order pursuant to Section 4-202.E of the Community Development Code.
Your application has been reviewed for Flexible Standard Development approval to revise the front fagade of
the existing restaurant building use in the Downtown (D) zoning district, per Section 2-902.B. The proposal is
remove significant portions of the existing Ft. Harrison (west) facade of the building, retaining three (3) columns
and three (3) sections of 26" tall CMU knee walls for accent plants. A new aluminum unitized window and door
system will be installed eight (8) feet to the east, creating a covered seating area for up to 12 patrons. Staff has
recommended approval of the application with the following bases and conditions for approval:
Bases for Approval:
1. The proposal is in compliance with other standards in the Code including the General Applicability Criteria
per Section 3-913; and
2. The development is compatible with the surrounding area and will enhance other redevelopment efforts.
Conditions for Approval:
1. That color samples consistent with the Clearwater Downtown Redevelopment Plan (pg. 117) be provided for
review and approval of planning staff prior to issuance of permits;
2. That the final design of the building is consistent with those approved by staff. This includes but is not
limited to transom above an architecturally prominent door is required, the awning design and color conform
to the Clearwater Downtown Redevelopment Plan; and
3. That all other future changes to the exterior of the building be reviewed by Staff for compliance with
Downtown Design Guidelines and all applicable Code requirements.
I concur with the above findings and, through this letter, approve your application for Flexible Standard
Development. This approval is based upon and must adhere to the site plan and application dated received July
15, 2005.
Pursuant to Section 4-303, an application for a building permit shall be made within one (1) year of the Flexible
Standard Development approval (by August 18, 2006). Further, all required certificates of occupancy must be
obtained within one (1) year of the date of issuance of the building permit. Please be advised that time frames
do not change with successive owners.
