MAY 1 U t~ I ~i l Zoos ;; ~, Just to reiterate, and as you well know, we are well into the re-approval process for Harrison Village and Island View. At this time we are bringing on board the Construction Management team whose job it will be to oversee all phases of the construction and manage the whole process. They need offices, as close to the site as possible. As it turns out, the 500 N Fort Harrison property is ideal for this purpose. Initially we anticipated converting the 500 N Fort Harrison properly into a Sales Office for the project. As it turns out ,they would have been too small for the Sales operation. We have decided to put the Sales team into a temporary office we will erect on our property on Jones street, between Fort Harrison and Garden. The Construction management team will fit well into the 500 property. I must note that the offices are temporary, for the duration of the project only. As the project winds down we will either redevelop the site, rnnvert it to a landscaped parking area, or otherwise improve it. We will make only minor interior and exterior modifications to the building, just to tidy it up, far less then we had anticipated when it was to become the Sales Office. I have listed these below, and noted them on the attached photos. Exterior Paint to match the attached building which has been recently repainted. Remove all attached signage. Remove all window stickers and signs that had accumulated over the years and previous owners. Remove all unsightly wall mounted air-conditioners and fill openings. We will be installing a proper air handler. Remove all weeds and grass growing through the existing slab. Remove all junk and rubbish that has accumulated at the rear of the property. Remove all vehicles from the lot that are presently being displayed for sale on it. Re-landscape the existing beds around the property. Replace the verbiage on the existing pole sign with one more appropriate to the function of the site. Generally spruce up the area. PLANNING DEPARTMENT t). 1fiIRIi-rEN S!lBMITTAt, REQtlEREMEt~OT'S (section 3-913.A) C+~ OF Ci~~WATER StDMMAR~I The site for this development is located north of Georgia Street, between N. Fort Harrison and N. Osceola Avenues. It has been bought by a division the same entity which owns Harrison Village and Island View developments located on the adjacent properties to the south. These were mcentiy (18 January) approved by the CDB. Purely cosmetic changes will be made to the exterior of the existing building, to bring it into line with the new Harrison Village development. The building will be converted from its present use, which is an Auto Repair and Used Car Sales faality, to a Sales Office for Harrison Village. The plan is to ugagcade the e~rior ~ match the protaosed facades ®f Herrtson Vitteges. Extensive interior renovation will be done to provide a suitable Sales Office for Harrison Village and Island View. The site has on it at present a slightly wom concrete block building. This will be fully refurbished on the exterior with the addition of wall features and pediments and awnings. The site will also be landscaped to a high standard. The existing parking lot layout will be maintained but the surface wilt be bladctopped and restriped. The site is within the Old Bay character district of Downtown Clearwater, and conforms to the requirements for this area. The area of the site has been verified with Florida Benchmark. The total area is 10,OZ0 SF. As the footprint of the building will not be changed, there is no increase in density and the FAR remains the same. The building is 1,550 sf which calculates to an FAR of 0.15. Allowable in this area is 0.5. Triangle Development paid approximately $289,000 for the site. PAQE 1 OF 8 Tri~gle ~.,~.an~a.~..~ Helping Revitalize Downtown Clearwater fi2ECEIVED ~F`iANC~~E DEVELOPMENT COMPANY, LLC Fig 2 4 2005 PLANNING DEPARTMENT CITY OF CLEARWATER Adjacent buildings comprise only single story buildings; to the north-west an older residence in good repair, and to the north-east, an older and apparently unused retail store. The scale of adjacent buildings varies from single family, orie-story homes and retail commercial buildings to the north and east, a high rise tower to the west and the five story Harrison Village to the south. The existing building suits the scale of the existing structures to the north. The bulk of the existing buildings around the site varies from a tower (500 Osceola) to more traditional low rise prototypes. The existing building suits the bulk of the existing structures to the north. In Downtown, 30 to 50' height is allowed. This existing building is 15 ft high. O R (G ~ I V A L As this building is existing, no change is made to the seitibacks. Zero setback is allowed in this area. The existing building sets back 35' from Fort Harrison, 28' from Georgia, 49' from Osceola and shares a common boundary with the retail structure to the north. The c~+erage of the site is unchanged, as is the ISR and FAR. As regards density, no dwelling units are proposed. And the building has the same density characteristics as the properties to the north and east. Speafically, this is one-story, one building per lot. The character of adjacent properties varies from newer high rise condos in good shape to single .story rooming houses. The building has been in place for many years and is (structurally, if nit in usage), an integral part of the character of the district. The immediate vidnity will be materially upgraded by the proposed development. Z. The proposed deve%pment will not hinder or discourage the appropriate deve%pment and use of adjacent /and and bui/dings or significantly impair itre value thereof. The purpose of the proposed development is to provide a Sales Offce fr the condos Ding sold (by the same owners) at Harrison Village and Island view. These two developments wilt very materially upgrade the area, and the Sales Office will help make them a reality. The value of surrounding land has increased significantly over just the last few months, directly as a result of the present proposed development. The developers believe that by improving this parcel in the Downtown area further redevelopment will be encouraged, with a subsequent increase in property value. Harrison Village will be the first signficant residential building in this area since at least 1960. This can only result in an increase in property value for adjacent land. Most of the smaller residential building stock in the immediate area no longer meets the demanding standards of today's market, while the land on which they are located has increased signficarrtly in value. Harrison Village will give further incentive for future, similar redevelopment. This is a strong vote of confidence in the potential of the area, and of the positive effects envisaged to come from the proposed development. 3. The proposed deve%pment wi/l not adversety aflert the health or safety or persons residing or worlong in the neighborhood of the proposed use. The proposed use is commercial; this use is typical of this neighborhood, and of the usages existing and foreseen along Fort Harrison. In addition, all relevant Codes will be complied with from the inception planning to construction completion. TRIANGLE DEVELOPMENT COMPANY, LLC 714 NORTH FORT HARRISON AVENUE. CLEARWATE^^R. Existing vehicular entrances to the property are from Fort Harrison and Georgia streets, and will not be changed. (do change to the existing flow pattern. Partcing reeyuirement for Retail .Sales and Service in Downtown is 2-4 per 1,000 sf GFA, and for Offio2.s 1 to 3 per 1,000 sf GFA. The building comprises approximately 1,550 sF GFA. This translates to (for Retail Sales) 3 to 6. The site currently provides 9 parking places. Including one converted to an ADA space, the new total will be 8. The parking area will be blacktopped and restriped. There are also on-street parking spaces on the perimeter of the Harrison Village site. The commeraal component is in use during the hours that there is least residential occupancy. Compliance is made with the 20 ft sight triangles at the applicable corners and vehicular access points on the site. Handicap accessibility to ADA standards is incorporated. 5. The proposed deve%pment is consistent with the community character of the immediate vicinity of the parcel propasea' for deve%pment. The community character is residential and commercial, ranging from condos to single-family houses, and single story retail and commercia! uses. The immediate vicinity will be materially upgraded by the proposed development. The existing building stock has generally seen better days. The developers envisage that the proposed development will provide the neighborhood with an upmarket structure, entirely within the community character of the area, and set the benchmark for future development in the entire area. The development is commercial, and strongly encouraged along Fort Harrison by the Gty of Clearwater. 6. The design of the proposed deve%pment minimizes adverse effects, including visual, acoustic, and oJfctory and hours ofoperation impacts, on adjacent properties The design of the structure conforms to the norms of standard residential construction and office and sales usage. Thus, no adverse visual acoustic or olfactory impacts are envisioned on adjacent properties. The location of Solid Waste container will not change. The Owner anticipates less waste generation form the Sates Office than the previous occupancy, Auto Repair and Sales. The Sales Office will operate under normal business hours. Provide complete responses to the applicable flexibility criteria for the specific land use as listed in each Zoning District to which the waiver is requested. The Zoning District is Old Bay. No flexibility is requested. The project consists of upgrading the exterior (and interior) of an existing structure without changing building foot print or site layout. Cosmetic improvements only to exterior. The only material change is to the usage from a prohibited usage to one that is approved within the Zoning District.
