STORMWATER PLAN SUBMITTAL REQUIREMENTS: (City of Clearwater Storm Drainage Design C Manual and 4-202.A.21) A STORMWATER NARRATIVE MUST BE SUBMITTED WITH ALL APPLICATIONS. All applications that im addition or modification of impervious surface, including buildings, must include a stormwater plan that demonstrates compliance the City of Clearwater Storm Drainage Design Criteria manual. A reduction in impervious surface area does not qualify as an exem~ to this requirement. Front: The variance for the front setbacks will allow this property to have an entry, porch system that is appropriate and consistent with the quality of homes being renovated and built on the current beachfront. Side: Porches existing and new will be upgrade this dwelling much more the project costs and will be on standard compared to adjacent properties as compared to substandard which it is at this time. 3. Staff understands that the request is for cosmetic improvements but, how will the reduced setbacks not adversely affect the health or safety of persons residing in the neighborhood? The proposed decks and trellis will conform or exceed current SBCC code. No existing landscape will be demolished to perform this project. New porches and stairs will comply with current code. Existing stairs at rear and front do not conform. 4. Clarify. How is the proposed complete remodel designed to minimize traffic congestion? A 2 car garage was added in place of the single car. The existing front easement area, sidewalk and property on the east side of residence is all existing concrete. Areas in front of proposed decks will be landscaped and accessible areas between structure and easement will be landscaped which will eliminate some of the easement parking that exists now. 5. Clarify. How are the reduced setbacks consistent with the community character of the immediate vicinity? It is apparent upon casual inspection of surrounding properties that many dwellings were designed with architectural appeal in mind rather than conforming with setbacks. The property directly south appears to be even less conforming than 840 Eldorado and an apparently new dwelling to the north appears similar to our existing ISR percentages. 6. Clarify. Residentional Infill Criteria #1 -How the proposed impractical without deviation from the setback requirements. You aze making the front setbacks less nonconforming? The sides exist and will remain consistent. Front setbacks: Deviation from the setback is a necessity in this case because existing front area is FULLY comprised of concrete. The approx ISR on the front of this property is more than 90% at this time. With the deviation that include the front porches and trellis we should be able to remove parts of the existing hardscape at the front install landscape and make this area less non-conforming. The side setbacks are existing and no part of the trellis shown will exceed existing 7. Clarify. Residential infill criteria #6 -staff believes the pro posed will enhance more than just the surrounding properties. It will most likely enhance the entire city as a whole. Owner and agents involved in this project agree with staff. This structure was called by many an eyesore by others before these improvements began and because of the location (directly on the beach) the improvements should greatly enhance the north beach neighborhood.
