WHEREAS, the City Commission of the City of Clearwater feels
that they, the duly elected officials of the City of Clearwater, being nearest
to the problem and in a bettor position to evaluate the needs and requirements
of the movement of traffic in and about the City of Clearwater, inasmuch
as any action taken to remove the said parking in the aforementioned areas
would seriously affect the economic climate of the entire City of Clearwater
?a?,t•'. ' and would drastically affect the success or failure of over one hundred small
businessmen in the City of Clearwater who depend upon the public streets

that the public health and welfare of the citizens of Clearwater would also
be drastically affected because this ban would preclude parking in front

WHEREAS, the movement of traffic in and about the City of Clear-
water, and especially in the affected areas, only becomes acute during a
forty day period in the wintertime when the tourist season is at its height,
it being admitted that the City of Clearwater is a thriving, teeming community,
for a city with no traffic or parking problems at the height of the tourist
season is not a progressive city; and
WHEREAS, the City of Clearwater within the past several years
has spent over $300, 000. 00 in providing off-street parking lots for the
convenience of the public and intends to spend more as the occasion arises;

1. That the State Road Board and the State Road Department of the
great State of Florida consider .this as an official request of the City Commission
of the City of Clearwater, Florida, to rescind their recent action in banning
on-etroet parking on Alternate 19 within the City limits of the City of Clear•
water, and certain portions of Highway 60 within the City limits of the City
of Clearwater, which said restrictions are to become effective on July 1,
1962,
Z. That the State Road Department and the State Road Board are
hereby respectfully requested to listen to the practical approach to this
problem as presented by the businessmen and property owners fronting
on the said streets, as well as the City Commission of the City of Clearwater,
and try some other alternative proposal such as the removal of the walk
light at the intersection of Alternate 19 and Highway 60, which takes twenty
seconds out of each sixty seconds, which said time automobile traffic
could be using, the net result of which would mean a one-third increase in
the flow of traffic at this critical point.
3.+ That a certified copy of this Resolution be furnished to the
Honorable Farris Bryant, Governor of the State of Florida; the Honorable
Warren Cason, Road Board Member from the First District of the State
of Florida; the State Road Board of the State of Florida and the Traffic
and Planning Division of the State Road Department of the State of Florida.
