WHEREAS, the City of Clearwater is and always has been the County
Seat for Pinellas County, Florida, and, accordingly, has enjoyed'many
advantages and incidental benefits on account of said honor; and,
WHEREAS, Pinellas County has gained in population to such an ex-
tent that the present Court House facilities located in Clearwater are
no longer adequate to meet the needs of the people of Pinellas County,
Florida, without expensive and new construction; and,
IME-REAS, the downtown area of the City of Clearwater is particu-
larly blessed by the patronage of the many employes of the Court House,
as well as the citizens who visit Clearwater to do business in the
Seat of County Government; and,
WHEREAS, property values in the downtown area of Clearwater are
further bolstered and maintained at their high level due to the fact that
the County Court House is located in the downtown area; and,
;
WHEREAS, the City Commisoion has been tireless in its efforts to
meet the demands of the public in providing necessary street rights-of-
way, street construction, widening, resurfacing and all other improve-
ments in order to facilitate the flow of traffic; and,
WHEREAS, the City of Clearwater will always insist that the Court
House building and Seat of Government remain in the downtown area of the
City ofClearwater, and will exert itself in every reasonable way to pre-
serve and maintain the Seat of County Government in the downtown area
since it is of vital concern and importance to the business health of the
entire City of Clearwater, and particularly vital to the business health
of the central business core of Clearwater; and,
WHEREAS, the City of Clearwater wishes to place itself on record
concbrning certain improvements for acquisition of rights-of-way and nec-
essary construction in order to meet the needs of the citizens of Pinellas
County, Florida, and the people of Clearwater, and in order to assist the
Pinellas County Commisaion in its decision to retain the present location
as the seat of Government for said County,
NOW THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF CLEARWATER. FLORIhA, IN SESSION DULY AND REGULARLY ASSEMBLED;
1. The City of Clearwater, within thelimits of its ,jurisdiction, '
will re Lain Gulf-to-Bay Boulevard as a two--way street consisting of asaL_
total of six 12 foot lanes from the juncture of Court Street with.
Street East to U. S. Highway No. 19, and eliminate all parking thereon.
2. The-City of Clearwater will rebuild and widen Chestnut Street
as a two-way street consisting of a a1 of four 12 foot lanes from the
point of its intersection with Street West to Ft. Harrison Avenue,
and will construct a like facility across Ft. Harrison Avenue in a straight
line to its intersection with Palm Avenue.
3. The City of Clearwater will make Palm Avenue a one-way street
consisting of three 12 foot lanes from Markley Street South to its inter-
section with the proposed extension of Chestnut Street as outlined in No.
2 above, and vacate Palm Avenue from Haven Street South to Markley Street.

4. The City of Clearwater will make Markley Street a one-way
street consisting of a total of three 12 foot lanes from its intersect-
ion with Oak Avenue East to its intersection with Palm Avenue. .
5.. The City of Clearwater will make Oak Avenue a one-way street
consisting of a total of three 12 foot lanes from its intersection with
Haven Street South to its intersection with Markley Street.
6. The.City of Clearwater will keep Haven Street a two-way street
consisting of a total of three 12 foot lanes from its intersection with
Ft. Harrison Avenue West to its intersection with Oak Avenue.
7. The City of Clearwater will implement the foregoing improve-
ments and commence necessary acquisition for rights-of'-way, widening,
resurfacing or paving, within a reasonable time and without cost to the
County of Pinellas commencing with a written assurance from the County
Commission of Pinellas County Florida that said County will acquire
additional landsadjacent to tie present Pinellas County Court House site
for installation of permanent improvements and construction of Court House
facilities and governmental operations so as to insure the present site
in the City of Clearwater as the seat of County government for a period
of not less than twenty-five (25) years.
8. That the City Manager is instructed to deliver certified copies
of the foregoing Resolution to the firm of Rader & Associates, to be in-
cluded in its Engineering Report concerning Pinellas County Court House,
and designated as their job No. SP-4070.
All PASSED AND ADOPTED, this 15th day of December, 1959.
