04/09/2009 PENSION ADVISORY COMMITTEE MEETING MINUTES CITY OF CLEARWATER April 9, 2009 Present: Carlen Petersen Committee Member/Councilmember John Doran Committee Member/Councilmember Paul Gibson Committee Member/Councilmember Brian De Witt Committee Member Absent: Nathan Hightower Chair Tom Jensen Vice-Chair John Schmalzbauer Committee Member Also Present: Joe Roseto Human Resources Director Patricia O. Sullivan Board Reporter The Acting-Chair called the meeting to order at 9:00 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. Member Doran moved to appoint Carlen Petersen as Acting-Chair. The motion was duly seconded and carried unanimously. 2 - Approval of Minutes Member Doran moved to approve the minutes of the regular Pension Advisory Committee meeting of March 12, 2009, as submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 3 – Employees to be Heard – None. 4 – Action Items: a. Review and Action on Employee Request for Regular Pension: 1. Gary Costa, Fire 2. Howard Selig, Parks & Recreation Member Gibson moved to approve the requests for regular pensions for Gary Costa, Coral D. Lakin, Nita T. Frazier, Mary C. Youngblood, Ronald Flanery, Wayne C. Andrews, Daniel R. Higgins, Salvatore Ventura, Linda K. Hamrell, Thomas Findley, Patricia Lafferty, Jesse Johnson, John G. Henry, Raymond R. Pelote, Patricia L. Rice, and Howard Selig. The motion was duly seconded and carried unanimously. b. Approval of New Hires as Plan Members: Member Doran moved to accept the following employees into membership in the Pension Plan: Pension Eligible Name, Job Class, & Dept./Div Hire Date Date Jacqueline Calder, WWTP Operator C/Public Utilities 03/16/09 03/16/09 Benjamin Gibbs, WWATWP Operator Trainee/Public Utilities 03/16/09 03/16/09 The motion was duly seconded and carried unanimously. 5 – Pending/New Business a. Hearing re status of Thomas Stubblefield’s Disability Pension Human Resources Director Joe Roseto said the City had received the IME (Independent Medical Exam) report and personnel records from Pasco County for Thomas Stubblefield; the records contain conflicting information. To provide due process to Mr. Stubblefield and be fair to the Pension Plan, the City will depose the doctors who performed the IME and pre-employment physical before presenting the case to the PAC (Pension Advisory Committee). Due to a breakdown in communication, Mr. Stubblefield was present. In response to his request, it was stated that the hearing could not be held today. Committee members thanked him for coming and apologized for the inconvenience. Staff will contact Mr. Stubblefield if next month’s meeting needs to be continued. Member Doran moved to continue the hearing regarding Thomas Stubblefield’s disability pension to May 14, 2009. The motion was duly seconded and carried unanimously. 6 – Director’s Report Mr. Roseto invited PAC (Pension Advisory Committee) members to attend the May 18, 2009, Pension Trustees meeting when the Pension Plan Actuary will discuss options to maintain the current plan as well as alternatives. The Pension Plan Attorney also will be present. Mr. Roseto estimated that close to 50 employees will take advantage of retirement incentives approved by the City Council.
