The proposed development of the land wilt be in harmony with the scale, bulk, coverage, density and character of adjacent properties in which it is located. The neighborhood is zoned High Density Residential. This project is a residence with detached garage for an RV or boat. The rig will come and go approximately once a month. Occasionally it will be washed. This is consistent with residential uses anywhere in the country. It is not amaintenance/repair facility. There is a housing subdivision (Gates Knoll, platted 1955) to the east. There is a vacant lot to the west with an overflow parking lat for the Rainbow Lanes bowling alley. Further west on Highland is the bowling alley itself. To the south is the Kalmia Condominium No. 5. Across the street to the north is a medical clinic. The property to the west is for sale and may eventually be developed as a multi-story apartment/condo. The development will form a visual and acoustic buffer between the homes to the east and the potential multi-story development to the west. 2. The proposed development will not hinder or discourage the appropriate development and use of adjacent land and buildings or significantly impair the value thereof. The lat is zoned high density residential and the neighboring houses have always been at risk. of some intensive development next door. A privacy fence will be installed to protect them further. This proposed development is very light use and represents a much less intensive use than the zoning anticipated. Kalmia ##5 was platted to use Tuscola Drive for ingress/egress to/from their overflow parking. The previous owner fenced off Tuscola and paved the land for a driveway for Kalmia. Kalmia's overflow lot averages one visitor per day and a recycling truck once a week. During the winter, the overflow lot f lls with snowbirds generating 5-10 trips per day. 3. The proposed development will not adversely affect the health or safety of persons residing or working in the neighborhood of the proposed use. There are no health issues associated with this development. Neighbors complain of the drunks, drug dealers and prostitutes they have had to deal with in the past. This development will be a buffer against that and thereby improve their safety. ow~rwu REGEIV~A SEP 0 ~ 2007 PLANNING DEPARTMEM CITY OF CLEARWATER 4. The proposed development is designed to minimize traffic congestion. An RV only moves monthly. It will reverse onto Barry when leaving. The private residence will add one car when the RV is not on the road. 5. The proposed development is consistent with. the community character of the immediate vicinity of the parcel proposed for development. Many homes have RVs so they are no stranger to residential neighborhoods. The garage eliminates unsightly external storage. Given the risk of theft or vandalism to expensive equipment, there is no intention for external storage at all. G. The design of the proposed development m-nimizes adverse effects, including visual, acoustic, olfactory and hours of operation impacts, on adjacent properties. RVs stored outdoors are unsightly. This plan provides indoor storage. Most activity will occur indoors which should minimize noise and odors. The rig will be washed/waxed annually outdoors. The garage has rear doors so the rig can be parked on the rear of the lot during washing. The garage will be painted and landscaped for attractive appearance. The development or redevelopment of the parcel proposed for development is otherwise impractical without deviations from the intensity and development standards. The project is low intensity. The lot is very narrow but quite long, 33x260. It has excellent setbacks to the north and south. It needs 3-foot setback on the west to fit a building of useful size. This allows a 12 foot setback from the homes to the east. Kalmia has an easement by way of necessity for ingress/egress to their overflow lot. The trees must be removed to allow their easement access. The trees are old Washingtonian palms. They are beginning to rot. One has fallen completely. Another has snapped in two. Another is dead in the crown. Another is badly attacked by insects/woodpeckers. The trees are too tall to be maintained regularly without a boom truck The neighbors had to perform site maintenance themselves since the previous owner was abandoning the property. Much of the old, existing pavement will be removed. This will allow a 3-foot margin for plantings to improve the appearance. 2. The development of the parcel proposed for development as a residential infill project will not materially reduce the fair market value of abutting properties. (Include the existing value of the site and the proposed value of the site with improvements.) The property was dormant for 30 years and tax delinquent for seven years. It was sold at auction for non-payment of taxes. It will now pay taxes and not be a burden on the tax payers or the neighborhood. The project will increase the value of its parcel 2 or 3-fold. This will pull up values around it. It should have no detrimental effect on the neighbors. It will reduce nuisances from drunks, drug dealers and prostitutes that have been a burden on the neighbors. This will improve the quality of their lives and the values of their properties. Previously site maintenance was not done. The neighbors had to clean the property. The owner will perform site maintenance relieving the neighbors of a nuisance. 3. The uses within the residential infill project are otherwise permitted in the City of Clearwater. RVs and boats are all over the county and the City. Most are stored outdoors and become unsightly. Indoor storage should be an improvement. ORIGINAL RECENED 3 SEP 0 4 2001 PLANNING DEPARTMEM CITY OF CLEARWATER 4. The uses or mix of use within the residential infill project are compatible with adjacent land uses. Many houses store boats and RVs by their houses. Kalmia's lot to the south has a garage and open parking lot. 5. The development of the parcel. proposed for development as a residential infill project will upgrade the immediate vicinity of the parcel proposed for~development. The subject lot was abandoned and. sold at public auction for non-payment of taxes. The lot was not maintained. Undesirable elements adopted the lot as a place for illicit activities. Kalmia accepts no responsibility for the property. If the property is not developed, it will be a derelict public nuisance. The City will have to maintain it. It will. be a continuing burden on the City's taxpayers. Gates Knoll subdivision is 50 years old. Anew building for the fist. time in fifty years can't hurt. The bowling alley to the west is defunct. Its parking lot is used by every contractor in the vicinity for their break times. 6. The design of the proposed residential infill project creates a form and !unction that enhances the community character and the immediate vicinity of the parcel proposed. for development and the City of Clearwater as a whole. Many people build RV/boat garages by their house when space permits. This is a residential garage. So for all intents and purposes, it will appear as if Crates Knoll has moved west 33 feet. Actually, if somebody in Gates Knoll owned this garage, they would consider it an asset to have their RV stored securely indoors near their home. 7. Flexibility in regard to lot width, required setbacks, height and off-street parking are justified by the benefits to community character and the immediate vicinity of the parcel proposed. for development and the City of Clearwater as a whole. Keeping the building to the western side of the lot will keep it further from the houses. It will act as a screen between Gates Knoll and taller buildings to the west. The lot to the west is zoned High Density Residential which implies multi-story construction similar to Kalrnia's buildings to the south. which are immediately adjacent to Gates Knoll. Such construction can tolerate encroachment better than Gates Knoll can. In fact, Kalmia is only 15 feet from their eastern lot line and Gates Knoll. Any multi-story residential development will have a larger setback so there will probably be 15 feet between this proposed structwe and any new structure to the west.. Stormvvater Narrative The project does not require a stormwater plan because it is reducing the impervious surface. The existing lot has been paved as a driveway for thirty-five years. It will continue to be used that way, but large amounts of pavement will be demolished and sodded over to improve the drainage. The lot drains naturally to the open lot to the west, to Barry St. to the north and Tuscola Dr. to the southeast. The lot has an 18-foot wide driveway now running its fu11260 foot length making the existing impermeable surface area 59.5%. This will be greatly shortened and reduced to 12 feet wide. With the 18x67 building and 12x44 house added, the impermeable surface ratio drops to 31.2% which should improve drainage. These changes should keep the storms contained to the property. G. Landscape Plan Remove all Washingtonian Palms shown on the site survey. Trim overhanging limbs on all oak trees. Deep the one oak. tree on property. Remove existing chain link fence.
