Dev./Housing Michael Holmes Housing Manager Patricia O. Sullivan Board Reporter The Chair called the meeting to order at 9:03 a.m. at City Hall. To provide continuity for research, items are in agenda order although not necessarily discussed in that order. 3 - Approval of Minutes - February 10, 2009 Member Braswell moved to approve the minutes of the regular Neighborhood and Affordable Housing Advisory Board meeting of February 10, 2009, as recorded and submitted in written summation to each board member. The motion was duly seconded and carried unanimously. 4 - Review of Home Program, Low Income Tax Credit Program Applications The City set aside $400,000 of FY 2008-09 and FY 2009-10 HOME Investment Partnerships Program funds to produce affordable rental housing. Only two projects will be considered for funding; awards will be based upon criteria in the application. Housing Manager Mike Holmes reviewed submitted applications: 1) Austin Apartments, 54 units at 951 Pierce Street, total cost - $14.5 million; 2) Beneficial's Senior Development, 85 units at 1225 Highland Avenue, total cost - $14,489,867; and 3) Garden Trail, 75 units in block bordered by Blanche B Littlejohn, Spruce, Eldridge, and Seminole, total cost - $11.5 million. Concern was expressed that parking proposed for the Austin Apartment project would be insufficient. After their review, staff ranked the Garden Trail and Beneficial projects highest. City funding of $200,000 per project is contingent upon the projects obtaining financing and State Neighborhood & Affordable Housing 2009-03-10 low-income housing tax credit program awards. Garden Trail and Beneficial will be invited to present their projects to NAHAB (Neighborhood & Affordable Housing Authority Board). Member Corriveau moved to support staff's recommendation to provide funds for the Beneficial and Garden Trail projects. The motion was duly seconded and carried unanimously. 5 - FY 2009-2010 Consolidated Action Plan Application Mr. Holmes said the application process has been streamlined. Funding will be provided for public services, public facilities, and housing. A bidders' conference is scheduled for March 17; applications are due April 6, 2009. The top two rated applications will receive 60% of funds requested; lower rated applications will receive 50% of funds requested and then 40%, until funds are exhausted. 6 - Old/New Business: None. 7 - Citizens to be Heard: None. 8 - Next Meetinq - April 14, 2009 Agencies will present their requests on April 14, 2009.
