There was a lack of quorum. Due to the large number of applicants present, a work
session was called to order at 9:15 a.m. at City Hall.
To provide continuity for research, items are in agenda order although not
necessarily discussed in that order.
3 – Approval of Minutes – March 10, 2009
Due to a lack of quorum, Item 3 was continued to May 12, 2009.
4 - FY 2009-2012 LHAP – James Donnelly, Assistant Dir
Due to a lack of quorum, Item 4 was continued to May 12, 2009.
5 - Presentation of Low Income Housing Tax Credit Application
Housing Manager Mike Holmes said the City had set aside $400,000 of FY (Fiscal Year)
2008/09 and FY 2009/10 HOME Investment Partnerships Program funds to produce affordable
rental housing. The Pineberry Senior Apartments and Garden Trail projects were ranked
highest by the review committee. City funding of $200,000 per project is contingent upon
projects obtaining financing and State low-income housing tax credit program awards.

a) Beneficial Communities: Pineberry Senior Apartments - Ken Bowron, Jr.
Ken Bowron reviewed the 85-unit Pineberry Senior Apartment project planned for 1225
Highland Avenue. He said a hearing is scheduled regarding State tax credits. He said
financing is an issue; once it is obtained, the project could be completed in 24 months.
b) South Port Financial: Garden Trail - Mary Thurman
Mary Thurman reviewed the 75-unit Garden Trail project in the block bordered by
Blanche B Littlejohn, Spruce, Eldridge, and Seminole. She will report to the City in May
regarding the probability of the project receiving State tax credits. If awarded credits, she
anticipated project construction could begin in May 2010.
6 - FY 2009-2010 Consolidated Action Plan Application Aaencv Presentations
Presentations were made for Consolidated Action Plan funding for Public Services,
Public Facilities and Improvements, Fair Housing, and the Housing Pool: 1) Housing
Counseling; 2) Rehab; and 3) DPA/Infill.
Agency presenters included: 1) 211 Tampa Bay Cares, Inc.; 2) A Spiritual Change, Inc.;
3) Clearwater Homeless Intervention Project, Inc.; 4) Family Service Centers; 5) Gulf Coast
Jewish Family Services; 6) Personal Enrichment through Mental Health Services; 7) Pinellas
Opportunity Council; 8) Safety Harbor Neighborhood Family Center; 9) WestCare Gulfcoast; 10)
Willa Carson Health Resource Center; 11) Hispanic Outreach Center; 12) Religious Community
Services; 13) Community Service Foundation; 14) Gulf Coast Legal Services; 15) Clearwater
Neighborhood Housing Services, Inc.; 16) Tampa Bay CDC; 17) Uno Federation Community
Services, Inc.; and 18) Habitat for Humanity of Pinellas County.
7 - Old/New Business:
a) NAHAB Board Dinner - Michael Holmes, Housing Manager
Mr. Holmes announced that the Annual Advisory Board Appreciation Dinner will be held
at the Harborview Center on April 29, 2009.
b) NAHAB Ordinance Changes - Geraldine Campos Lopez, Director
Economic Development & Housing Director Geri Campos Lopez said NAHAB
(Neighborhood & Affordable Housing Advisory Board) had met State requirements to serve as
an 11-member AHAC (Affordable Housing Advisory Committee), review City policies,
procedures, and land development regulations, and recommend strategies to encourage
affordable housing to the City Council, which they did in their December 2008 report. Now that
AHAC work is completed, the 11-member committee can be reduced to a seven-member
NAHAB. The City Council will adopt new membership categories and staff will contact
members regarding their continued participation. Ms. Campos Lopez thanked members for
their efforts and contributions.

9 - Next Meeting – May 12, 2009
Mr. Holmes reported that the April 17, 2009, bus tour had been cancelled due to
economic limitations.
Chair Brackett reported this would be his last meeting serving as Chair.
A new chair will be appointed on May 12, 2009.
