PUBLIC ART & DESIGN ADVISORY BOARD MEETING MINUTES
CITY OF CLEARWATER
January 20, 2009

The meeting was called to order at 2:05 p.m. at the MSB Building.
To provide continuity for research, items are in agenda order although not necessarily
discussed in that order.
2. Election of Officers
Due to the lack of attendance, this item was tabled until the April 21 meeting.
3. Approval of Minutes – November 18, 2008
Vice-Chair Warshauer moved to approve the minutes of November 18, 2008 as submitted to
motioncarried
members. The was duly seconded and unanimously.
4. Old Business
a. Private Development Status:
Bayside Arbors, Phase III
This project is an apartment/condo rental complex located at 2717 Seville Blvd. As of December
2008, the developers opted for the in-lieu of option and submitted a check for $52,997.95. The grand total
for the public art discretionary fund now stands at $211,676.98. Some of these funds will be used to
support the future public art pieces at the Downtown Boat Slips/Promenade, Wal-Mart and Bayside Arbors
locations.
Mr. Hubbard reviewed some of the projects on the horizon. Development is slow. He is currently
working with The Strand at Clearwater Centre, a mixed-use renovation/construction project regarding on
site public artwork.

Marriott Residence – the grand opening was held on January 14. The public artwork is on site,
however they are still waiting for delivery of the plaques that recognize the artwork that was commissioned
under the public art program. Mr. Hubbard continues to impress the importance of grouping the entire
public art collection together in same area of the building. Once all the pieces have been identified and
conditions met, the city will do a press release.
b. Public Development Status

Clearwater Beach Recreation Center/Library Project
In Fall 2008, the Direct Artist Selection Panel met and voted to recommend to the PADB the
commission of Catherine Woods as the project artist for this site. In November 2008, the PADB voted to
accept the recommendation. Ms. Woods’ plans are to infuse a number of decorative glass pieces into the
existing glass wall partition at the entryway to the library. The artist will develop a site-specific proposal.
Then the next step will be to present Ms. Wood’s proposal to the City Council for final approval.

Fire Station 48 Training Facility Project.
This project is an eligible capital improvement project requiring a 1% allocation for public art. A
‘Call to Artist” was initiated. The PADB appointed a five-member Selection Panel to decide on an artist for
this project. The panel selected Christopher Fennell. This recommendation was confirmed by the PADB
who in turn will recommend this artist to the City Council. Member Plisko will attend the February 17 Work
Session in support of the board’s recommendation.
5. New Business
a. Public Art Ordinance Amendment
As directed by City Council, revisions were made to the public art ordinance that would insert
council’s final approval. This revision can be found in Section 1, Division 11 - third sentence & last
sentence. This change will be discussed at the Work Session on February 17 and placed on the agenda
for the February 19 Council Meeting.
b. Public Art & Design Program Guidelines Amendment
Ms. Walbolt submitted to members a draft of amendment changes to items: 5.1.3, 5.4.4, 5.7.1,
and 6.1.2. Discussion ensued. Member Plisko moved to approve the modifications as submitted to the
motioncarried
board. The was duly seconded and unanimously.
c. Clearwater Celebrates Baseball Banners
In honor of the return of Spring Training baseball and Clearwater’s 60-year relationship with the
Philadelphia Phillies, the City of Clearwater has put out a call for artist seeking original art designs for
banners that will be displayed on lamp posts in downtown Clearwater's Cleveland Street District from
February through April. The deadline for submittal has been extended to January 23. There will be nine
designs and twenty-seven banners. The banners will be installed prior to the Phillies Fest. They will be

displayed through April 4. Funding for this project came from the Downtown Development Board.

d. Gulf Coast Museum Outdoor Sculpture Collection (Margo)
The museum is vacating their current location at the end of this month. Initially they
were looking to place their artwork collection in storage and transition some of the pieces to
other museums. Regardless of what happens to their main collection, the board decided to
deaccession their outdoor collection of about twelve to fourteen pieces. The museum would
like to donate displays to the City of Clearwater. Ms. Walbolt is investigating the prospect
and how the proposal would be considered under the city's donation policy.
6. Items not on the Aaenda
"Lights on Tampa" - on Saturday, January 10, Mayor Iorio kicked of Lights on Tampa and
unveiled five outdoor public art installations created by major contemporary artist. Lights on
Tampa runs nightly through February 1, 2009. Mr. Hubbard suggested visiting

Donations of Public Art - Robin Popp, a Clearwater artist and arts advocate is leaving
Clearwater and offered to donate a painting of crows to our collection. The estimated value
is $4,000. Plans are to have it displayed at the Municipal Services Building.
